HomeMy WebLinkAboutMinutes - BoS - 05/18/2018 Selectmen Minutes May 8, 2018 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Paul Schubert, Chairman Jack Keniley,Vice Chairman Diane Kennedy, Clerk-via remote participation Steve Gaumer Kevin McCarthy Others Present: Christopher Senior,Town Manager Chairman Schubert called the meeting to order at 7:01 p.m. and stated Selectman Kennedy will be participating remotely under 940 CMR 29.10(5) due to geographic distance. Selectmen Kennedy will drop out of the meeting at 8:00 p.m. All votes will be by roll call vote. Kevin McCarthy-Present, Diane Kennedy-Present, Paul Schubert-Present,Jack Keniley-Present,Steve Gaumer-Present. Pledge-Recited. Public Comment-None. Licenses/Permits/Events-Event Application Cohasset Farmers Market-Michelle Hubley was present on behalf of the Farmers Market. They are having a one day kickoff on Saturday, May 191"from 10 a.m.—2 p.m. The regular season runs on Thursdays from June 7"through October 4t"from 2-6 p.m. They have new "no parking" signs this year. The Recreation concert series starts the end of June through August. Motion by Selectman Keniley to approve the Cohasset Farmer's Market kickoff day on 6/19/18 and the regular season on Thursdays from June 7t"through October 4t", seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye, Steve Gaumer-Aye. One Day Liquor License-Holly Hill Farm-Chairman Schubert stated the Holly Hill Farm is hosting their Annual Farm to Table fundraiser on June 2, 2018 from 6-10 p.m. Motion by Selectman Keniley to approve the one day liquor license for the Farm to Table fundraiser on June 2nd from 6-10 p.m., seconded by Selectman Gaumer. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye, Steve Gaumer-Aye. One Day Liquor License-First Parish/Carriage House-Director Lynn Fahie was present. They are requesting to hold their Annual Fundraiser on May 18, 2018 from 7-10 p.m. Motion by Selectman Keniley to approve a one day liquor license for the Carriage House Fundraiser on 5/18/18 from 7-10 p.m., seconded by Selectman Gaumer. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye, Steve Gaumer-Aye. Vote to Designate Alternate Voting Location-Motion by Selectman Keniley to vote to designate the Cohasset Senior Center/Willcutt Commons at 91 Sohier Street as the alternative voting location for all the elections in the 2018 calendar year, seconded by Selectman Gaumer. Selectmen Minutes May 8, 2018 Open Space& Recreation-Appointment-Chairman Schubert read aloud a letter of intent from Deirdre Riley for the Open Space & Recreation Position. Motion by Selectman McCarthy to appoint Deirdre Riley to the Open Space& Recreation Committee as a Citizen as Large for a three year term, seconded by Selectman Keniley. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye, Jack Keniley-Aye,Steve Gaumer-Aye. Representative Joan Meschino&Senator O'Connor-Update-Rep. Meschino and Senator O'Connor updated the Board on the Consensus Revenues, FY19 Budget Schedule, Unrestricted General Government Aid for Cohasset, Chapter 70 Funding, Circuit Breaker, Chapter 90 and Local Initiatives. Senator O'Connor discussed the DCAMM Bond Bill which is an act providing capital facility repairs and improvements for the commonwealth that is currently in conference committee. The Senate language includes $3,000,000 for Town Hall improvements for Cohasset. Senator O'Connor also discussed the timeline and overview for the Cohasset Trettis House Reconstruction. (Selectmen Kennedy dropped out of meeting at 8:00 p.m.) Cunningham Bridge Update-Project Consultant Jack Murray gave the Board an update on the Cunningham Bridge Project. The project has been going reasonably well and communication with the Mass DOT project team and contractor has been very good. They lost 3 weeks due to weather. All major structural foundation and underlying support systems are in place. The south side cantilever walls are installed and the north side will be completed in the next 2 weeks. The six deck beams will be delivered and installed tomorrow. The next project components involve the installation of the Utility lines through the abutments and across the bridge,then the approach slabs at the interface of the roadway and the deck. Then the masonry work about 5000 cuft of veneer masonry to be applied to the walls. The slabs will be in-filled with concrete. At this point,the deck installation will begin. Once the deck lags are installed and surveyed,fabrication can begin on the pedestrian railing. The contractor is reporting that bridge completion will be open to vehicles October 19t". Mr. Murray suggests that they request to meet with Mass DOT management team in the next several weeks to attempt to accelerate the schedule. Mr. Murray drafted a letter from the Selectmen requesting the meeting. He asked for the Board's permission to send it. The Board had a brief discussion. Motion by Selectman Keniley to accept the letter as presented from the Selectmen and Town Manager,seconded by Selectman Gaumer. Roll Call Vote: Kevin McCarthy-Aye, Paul Schubert-Aye,Jack Keniley-Aye,Steve Gaumer-Aye. Town Manager's Update-Mr. Senior reminded everyone that the Annual Town Election is this Saturday. Polls are open from 8 a.m.—6 p.m. Absentee voting until noon on Friday. Selectmen Update-Selectman Gaumer received a complaint from a Short Street resident about the street being chewed up by a plow over the winter. He called DPW and reported on See, Click, Fix and hasn't received a response. Selectman Kennedy drafted a press release and memo for the Chairman of Boards/Committees for the upcoming annual appointments. She would like the Board to approve sending to the Mariner, Chairman of Committees and put on town website. Selectman Gaumer got the chance to watch the Cohasset vs. Pinkerton Academy Lacrosse game. Pinkerton Academy is a high ranked academy and Cohasset lost 8-7 and was in the game until the last seconds of the game. Chairman Schubert stated he was impressed with the Annual Town Meeting and how Moderator Dan Evans handled it. He thanked Chris Senior and everyone that worked hard on the meeting. It was nice to see a turnout of over 400 residents. This Saturday is the Annual Town Elections. The Board of Selectmen unanimously support Question 1. Mr. Senior read aloud a letter from the Yarmouth Fire Selectmen Minutes May 8, 2018 Department thanking Cohasset Police and Fire for their support during the recent death of Police Officer Sgt. Gannon. Minutes-4/24/18-Motion by Selectman Keniley to approve the minutes of 4/24/18, seconded by Selectman Gaumer. Roll Call Vote: Kevin McCarthy-Aye, Paul Schubert-Aye,Jack Keniley-Aye,Steve Gaumer-Aye. Chairman Schubert asked for a motion to go into Executive Session Exception#2-To conduct strategy sessions in preparation for negotiations with non-union personnel or to conduct collective bargaining sessions or contract negotiations with non-union personnel. Exception#3-To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares. The Board will discuss; Proposed settlement for workers compensation, open litigation update and update on all active union negotiations.The Board will come out of executive session for the purpose of adjournment. Selectman Gaumer moved the motion,seconded by Selectman Keniley. Roll Call Vote: Kevin McCarthy-Aye, Paul Schubert-Aye,Jack Keniley-Aye,Steve Gaumer-Aye. The Board went into Executive Session at 8:52 p.m. The Board came out of Executive Session at 9:42 p.m. Motion by Selectman McCarthy to adjourn, seconded by Selectman Gaumer.
