HomeMy WebLinkAboutMinutes - BoS - 04/24/2018 Selectmen Minutes April 24, 2018 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Paul Schubert, Chairman Jack Keniley,Vice Chairman Diane Kennedy, Clerk Kevin McCarthy Others Present: Christopher Senior,Town Manager Chairman Schubert called the meeting to order at 7:00 p.m. and asked for a Roll call vote: Kevin McCarthy-Present, Diane Kennedy-Present, Paul Schubert-Present,Jack Keniley-Present. Chairman Schubert announced Selectman Gaumer could not be present tonight as he is traveling. Pledge-Recited. Public Comment-None. Appointments-PEB Committee-Review of Charge and Appointments-Chairman Schubert stated the Board changed the name of the Committee and the charge was recently reviewed by Tim Davis, the former Chairman of OPEB. Mr. Davis has suggested two small edits to the charge. One is to change the charge to include All Post-Employment Benefits and the second is to change the recommendations by FY19. Motion by Selectman Keniley to approve the PEB charge as amended, seconded by Selectman Kennedy and the vote was unanimous (4-0). Motion by Selectman Kennedy to appoint Tim Davis and Donna Collins for an additional year(until 6/30/19) on the PEB Committee, seconded by Selectman Keniley and the vote was unanimous (4-0). Motion by Selectman Kennedy to appoint Katie Dugan to the PEB Committee for a one-year term until 6/30/19,seconded by Selectman Keniley and the vote was unanimous(4-0). Motion by Chairman Schubert to appoint Paul Carlson as Advisory liaison, Brian Host as Capital Budget Advisory liaison and Diane Kennedy as Selectman liaison, seconded by Selectman Keniley and the vote was unanimous (4-0). The Board had a brief discussion about adding a couple of more people to the committee. License Permits Events-South Shore Art Center Arts Festival-Director of SSAC Patrice Maye was present. She reviewed the plans for this year's 63rd Annual Arts Festival. The Board had a brief discussion. Ms. Maye assured the Board that she spoke with the tent company and they will remove the tents the day after the event. Motion by Selectman Kennedy to approve the use of the common for the SSAC Arts Festival June 14-17,2018, seconded by Selectman Keniley and the vote was unanimous (4-0). Motion by Selectman Kennedy to approve the one-day liquor license for 6/14/18 from 6:30-9:30 p.m., seconded by Selectman Keniley and the vote was unanimous (4-0). Motion by Selectman Kennedy to approve the one-day liquor license for 6/15/18 from 7-10 p.m., seconded by Selectman Keniley and the vote was unanimous (4-0). 1 Selectmen Minutes April 24, 2018 Motion by Selectman Kennedy to approve the entertainment license for the SSAC Arts Festival, seconded by Selectman McCarthy and the vote was unanimous (4-0). Motion by Selectman Kennedy to approve vendor licenses for Kettle Masters of New England, Dave& Jerry's Inc.,Timi's Foods,Joanie's Cannoli's and Lakonia Greek Products for the SSAC Arts Festival June 14-17, 2018, seconded by Selectman Keniley and the vote was unanimous (4-0). Proposed Hydration Station-Montanna Cassel a senior at Cohasset High School gave a power point presentation of the proposed Hydration Stations for the Cohasset High School. She discussed a survey she conducted, the cost and the purpose of the project. She stated Bill Burnett of Streamline Events is donating the money for the project. The Board thanked Ms. Cassel for her presentation. Mr. Senior asked if she had presented to the School Committee. Ms. Cassel responded that Principal Connolly suggested that she present to the BoS then the SC. Motion by Selectman Keniley to approve the project proposed, seconded by Selectman McCarthy and the vote was unanimous (4-0). Planning Office Update-Master Plan-Town Planner Pete Matchak updated the Board on the Master Plan Comimittee's 1ST public forum in which over 70 people participated in. They started a "Question of the Week" prompt on Facebook to get feedback from the public. Mr. Matchak reviewed some of the questions which have had a strong response. The next public forum is 5/9/18 at 7 p.m. Harbor Plan-Mr. Matchak gave an overview of the Harbor Plan. The consultant, Harriman, will present the Harbor Committee a draft of the notice to proceed for their review at tomorrow night's meeting. There is also a State of the Harbor forum tomorrow at 6 p.m. at the Lightkeeper's. Municipal Vulnerability Program-Mr. Matchak reported the Town has contracted with the Metropolitan Area Planning Council to help with the MVP Grant. They will have a public forum and goal setting strategies; that forum is tentatively set for May 14T" and 15T". This grant is for weather-related preparation and protection. The Cohasset Student Coastal Research is partnering as well. Mr. Matchak discussed a new grant program that the Town is going to apply for. The Housing Choice Initiative provides incentives, rewards, technical assistance and targeted legislative reform to encourage and empower municipalities to plan and build diverse housing stock. Town Meeting Review-Speaking Assignments-Chairman Schubert stated he met with the Town Manager,Town Moderator,Town Clerk and Town Counsel (via phone)to discuss Annual Town Meeting. The Board had a brief discussion about the Articles. They decided on the following; Article#4-Unpaid Bills from Previous Years-Selectman Keniley Article#7-Town Hall Renovation-Chairman Schubert advised the Board each member can speak for 90- seconds. The Town Hall Building Committee will speak, Advisory Committee, Capital Budget then the Selectmen. Article#17-Acceptance of Chapter 90 s. 17 of the General Laws-Chairman Schubert Article#21, 22 and 23-Marijuana-Chairman Schubert Town Manager's Update-Agreements with Counsel-Mr. Senior presented the Board with the edited contract with Murphy, Hesse, Toomey& Lehane, LLP with a termination clause as previously discussed. Motion by Selectman Keniley to approve the contract as presented, seconded by Selectman Kennedy and the vote was unanimous (4-0). 2 Selectmen Minutes April 24, 2018 Mr. Senior will receive an update on Thursday on the Cunningham Bridge project. The main bridge beams should be installed the 1s'full week in May. Mr. Senior will have Jack Murray come in for an update on 5/8. Mr. Senior reminded everyone of Annual Town Meeting on Monday, April 30Th at 7 p.m. at the Sullivan Gymnasium at the Cohasset High School. Mr. Senior stated the Long Range Planning Group met last night and will meet again in June. The members of this committee expire 6/30/18. Selectman Keniley stated he could no longer be on the Committee. Motion by Selectman Kennedy to appoint Selectman McCarthy to the Long Range Planning Group for a two-year term,seconded by Selectman Keniley and the vote was unanimous(4-0). Selectmen Update-Chairman Schubert reached out to Senator O'Connor and Rep. Meschino regarding National Grid and power in Cohasset. They are currently putting together a sub-committee to look into the issues. Chairman Schubert also asked them to look into potential opportunities for funding of the Town Hall project. Minutes-Motion by Selectman Keniley to approve the minutes of 4/11/18, seconded by Selectman Kennedy and the vote was unanimous (4-0). Motion by Selectman Kennedy to adjourn, seconded by Selectman Keniley and the vote was unanimous (4-0).
