Chairman Schubert called the meeting to order at 7:04 p.m.and asked for a Roll Cali Vote: Kevin
McCarthy-Present, Diane Kennedy-Present, Paul Schubert-Present,Steve Gaumer-Present.

School Budge Superintendent Louise Demas stated the proposed FY19 budget is a balanced budget.
She discussed the budget priorities that helped develop it. Mr.Tuffy stated the budget is an increase of
3.5%over this year's budget and meets the Town Manager's recommendation. Mrs. Maher reviewed
the key assumptions of the level service budget. Mrs. Dugan spoke about the essential staffing that they
need. They are requesting to add 2.5 employees. Mr.Tuffy discussed Special Education student
caseloads. Mr.Tuffy also discussed the utility budget which has increased 3%and the transportation
budget that is flat. Mrs. Maher spoke about the trend in grant funding. She noted the district has lost
$50k in the last fiscal years while maintaining the services that the grants provided. Mrs. Dugan
discussed the revolving accounts. Mrs. Demas discussed the enrollment trends over the past ten years.
They continue to keep a close eye on enrollment. Mrs. Demas also discussed deferred requests totaling
over$200,000 in staffing and other requests by the district leadership team. These requests are for
consideration for the FY20 budget planning cycle. Mrs. Demas thanked the Town,School Committee,
and leadership,Arts&Athletic Boosters,CEF, PSO,Cohasset Safe Harbor and SEPAC for all of their
support. The Board asked questions about the increase in the budget as the enrollment is decreasing.
Mrs. Demas explained the Special Education mandates that they have. Mr.Senior stated he is happy
with the proposed budget that the leadership and SC have done.
Warrant Update and Review-Mr.Senior reviewed the draft warrant with the Board. As of today there
are 25 articles for Annual Town Meeting. He discussed supplemental appropriations and stabilization
accounts. Motion by Selectman Gaumer to put Articles#1 through#6 on the Warrant for Annual
Town Meeting,seconded by Selectman Kennedy and the vote was unanimous(4-0).
Motion by Selectman Gaumer to put Article#12,#13,#14,#15 and#17 on the Warrant for Annual
Town Meeting,seconded by Selectman Kennedy. Selectman Gaumer amended the motion to include
Article#18 and#19,seconded by Selectman Kennedy and the vote was unanimous(4-0).

Mr.Senior stated some members are not available to meet on April 101h. After some discussion the
Board agreed to meet on Wednesday,April 111h
Town Manager Update Mr.Senior stated the most recent storm caused residents to lost power.
Fortunately, most power was restored within a day. The challenge was once again the feed coming in
from Norwell. The crews have been great but the delivery of services needs to be discussed with
National Grid. There needs to be more preventative maintenance. The Town should have a broader
conversation in the near future. The Board had a discussion about who should be involved in the
conversation with National Grid. They agreed that State Representatives,Senator and others should be
involved. Mr.Senior thanked DPW and Facilities crews for all of their hard work. There is another
potential storm next week that they will keep an eye on. There was some damage at the Cunningham
Bridge. The crew is back at work and Mr. Senior will get a formal report and update the Board when
available.
Selectmen's Update Selectman Gaumer asked the Mr.Senior examine the processes for collections at
the RTF. He recently brought stuff to the RTF and was asked what the weight was and was charged $10
and they accepted cash. Mr.Senior will look into. Selectman Gaumer thanked everyone who worked
during the storm (volunteers and staff). Selectman Kennedy asked Mr.Senior if there was a sewer issue
this week on Jerusalem Road. Mr.Senior advised the Board there was a broken sewer pipe which has
been repaired. Selectman Kennedy asked that they make sure the road is repaired properly since it was
just paved. Selectman McCarthy asked about the upcoming marijuana forum that the Town is hosting.
He wanted to be sure it was a diverse conversation. Mr.Senior stated he will have 4 speakers discussing
different aspects of retail marijuana. Chairman Schubert reminded residents to fill out their town
census. He also stated that dog licenses are now available and all facilities stickers as well. Residents
can purchase at town hall,online or at the upcoming Health &Recreation Fair on Sunday 3/25/18.
Chairman Schubert also thanked the DPW crews during the storm. He worked throughout the storm
and the roads were in great condition.
Minutes-Motion by Selectman Kennedy to approve the minute of 2/27/18,seconded by Selectman
Gaumer and the vote was unanimous(4-0).
Motion by Selectman Kennedy to approve the minutes of 3/6118,seconded by Selectman Gaumer and
the vote was unanimous(4-0).
Motion by Selectman Gaumer to adjourn,seconded by Selectman Kennedy and the vote was
unanimous(4-0).
The meeting adjourned at 9:50 p.m.
