HomeMy WebLinkAboutMinutes - BoS - 03/06/2018 Selectmen Minutes March 6, 2018 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Paul Schubert, Chairman Diane Kennedy Steve Gaumer Kevin McCarthy Jack Keniley Others Present: Christopher Senior,Town Manager Chairman Schubert called the meeting to order at 6:30 p.m. and asked for a roll call vote: Kevin McCarthy-Present, Diane Kennedy-Present, Paul Schubert-Present,Jack Keniley-Present, Steve Gaumer-Present. Chairman Schubert asked for a motion to go into Executive Session for Exemption#6-To consider the purchase, exchange, lease or value of real estate. The Chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body. The board will discuss the property abutting 121 Jerusalem Road. Motion moved by Selectman McCarthy,seconded by Selectman Keniley. Roll Call Vote; Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye, Steve Gaumer-Aye. The Board went into executive session at 6:30 p.m. The Board came out of executive session at 7:00 p.m. and took a 5 minute recess. Chairman Schubert called the meeting to order and asked for a Roll Call Vote: Kevin McCarthy- Present, Diane Kennedy-Present, Paul Schubert-Present,Jack Keniley-Present,Steve Gaumer-Present. Pledge-Recited Public Comment-None Sewer Budget—Chairman of Sewer Commission John Beck reviewed the FY19 projected figures. The Board had a lengthy discussion about excess capacity,future projects, upcoming expenses and maintenance. Selectman Kennedy asked if the Board can see the FY18 budget before to compare it before they vote on the FY19 Budget. Water Budget-Chairman Leonora Jenkins and Vice Chairman Rolf Gjesteby were present. The water budget discussion was postponed until 2/13/18 as the Water Budget is not complete. The board took a 5 minute recess. Chairman Schubert called the meeting back to order at 8:28 p.m. Atlantica/Cohasset Harbor Inn/Red Lion Inn-Update-Atlantica Manager Joe LaSpada and Sacha Ordelheide were present. Special Counsel Jim Lampke explained that they have asked the managers to come to speak with the Board and discuss the current situations at the property. The Board has Selectmen Minutes March 6, 2018 concerns about the communication, hours of operation and activities. They feel the licenses are not being consistently used on a regular basis. Mr. Lampke explained that the Innholders licenses are to provide the traveling public lodging and food. The Board as the licensing authority has the right to know the hours of operation for the establishments. It is important for the police to know as well for public safety. Mr. Sacha Ordelheide stated he will be relocating from Belgium with his family and eventually take over the businesses from his father. He stated they do not have the business in the off season and are struggling to make the businesses work. Selectman Gaumer advised Mr. Ordelheide that during the renewal process hearing they never asked to be a seasonal license. He further stated the Board was very clear with the owner and managers that communication was not good and they needed to be advised of the hours of operations on all of the establishments. They had many concerns and were assured things would be addressed. Chairman Schubert agreed that the Board has expressed its concerns on numerous occasions. Selectman Gaumer added that the public cannot currently book a room online or by phone. The Board wants the businesses to succeed and are not trying to harass. Attorney Lampke explained Cohasset's Liquor regulations and stated communications have to improve. Mr. LaSpada asked if he could go back and have a meeting and look over the licenses and figure out what to do. He will come back in a couple of days. Selectman Kennedy asked what the current hours are for each establishment. Mr. LaSpada stated Atlantica is open Wednesday-Saturday evenings for dinner and Sunday for brunch. Brisa and Olde Salt House are closed. The Red Lion is open Wednesday- Sunday from 5-10 p.m. and Saturday&Sunday for lunch. The Bakery is open Wednesday-Sunday for breakfast. Mr. LaSpada will pull licenses and keep communication open with Mr. Senior and see if the hours can be complied to as they are written or if they need to be modified. Warrant Update-Mr. Senior advised the Board he is waiting on information from counsel on Codifications and the Renumbering of the General Bylaws. Tomorrow night the Planning Board is having public hearings on Marijuana &Zoning articles. CPC is still meeting with their applicants. Capital Budget voted on some articles last night and are in a good place. The Selectmen will meet next Tuesday at the School Community Use Room for a joint meeting with the School Committee. At this point,there are no unpaid bills. He will add in the dollar amounts to the Stabilization Article. Town Manager Update-Mr. Senior reported the Town is approaching 100%for power restoration from the recent storm. There are some residents that lost their service from their house and will need to call an electrician before power can be restored. Chief Silvia had a National Grid representative with him constantly over the entire weekend. National Grid is in hurricane mode. Mr. Senior thanked all of the volunteers, Elder Affairs, Police, Fire, Facilities and Emergency Management for their work over the weekend. It was a great effort by all. There is potentially another storm coming with rain and heavy winds so everyone needs to be patient. The Marijuana Forum had to be postponed again until March 22, 2018. Mr. Senior attended an MMA meeting today and met with the Acting Senate President. He will forward information to the Board from that meeting regarding local control of zoning. Selectmen Update-Selectman Gaumer thanked the staff of the town and volunteers for all of their work during the storm. Selectman Keniley thanked them as well. He attended a Legislative Budget session today. The budget is on track. Selectman Kennedy also thanked everyone for their hard work during the storm and for the great communications. Selectman McCarthy also thanked everyone for their help during the storm. Chairman Schubert said the communications during the storm was great. Motion by Selectman Gaumer to adjourn,seconded by Selectman Keniley and the vote was unanimous(5-0).
