HomeMy WebLinkAboutMinutes - BoS - 11/28/2017 Selectmen Minutes November 28, 2017 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Paul Schubert, Chairman Diane Kennedy-via remote Kevin McCarthy Jack Keniley Absent: Steve Gaumer Others Present: Christopher Senior,Town Manager Chairman Schubert called the meeting to order at 7:01 p.m. He announced that Selectman Kennedy will be participating remotely in accordance with 940 CRM 29.10(2) due to personal illness. All votes will be taken by a roll call vote. Roll Call Vote: Diane Kennedy-Present, Kevin McCarthy-Present, Paul Schubert-Present,Jack Keniley-Present. Pledge-Recited. Public Comments-None Introduction of New Staff-Director of Human Resources Lisa Uglialoro introduced Amy Davis,the new Administrative Assistant in Permits& Inspections,Jason Federico, Field Engineer, and Don Piatt-Finance Director. She also noted Doug Patterson has joined the RTF as a Foreman but could not be present tonight. The Board welcomed the new employees. Public Liquor License Hearing-Chairman Schubert read aloud the public hearing notice. Applicant Shannon Ewer of the proposed Barrel &Vine LLC was present. Ms. Ewer stated she has a lease in place for 5 years with an option to renew for an additional 5 years. She recently left her job as an accountant and has studied wine in Europe. She discussed her plans for the new business. Police Chief William Quigley noted the background check of the applicant had no derogatory comments. Motion by Selectman Keniley to approve the transfer of the liquor license from Local Vines to Barrel &Vine LLC, seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Licenses/Permits/Events-Cohasset Triathlon-Applicant Bill Burnett-28 Mohawk Way was present. Mr. Burnett is asking for the Board to approve June 24, 2018 for the Cohasset Triathlon so that he may open registration for the event. He explained the proposed change of course due to the Cunningham Bridge closure. Chief Quigley stated they will continue to work with Mr. Burnett on route and access for emergency vehicles. They will have to shift manpower to cover the event. Chief Silvia discussed the route as well. He stated they will continue to workout the details over the coming months. Mr. Senior recommended that the Board approve the date to allow for the registration to open and invite Mr. Burnett back in the spring to iron out details. Motion by Selectman McCarthy to approve the date of 6/23/18 for the Cohasset Triathlon, seconded by Selectman Keniley. Roll Call Vote: Diane Kennedy- Aye, Kevin McCarthy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Cohasset Kids Triathlon-Mr. Burnett stated the proposed date for the Kids Triathlon is July 14, 2018. There is no change from last year's event. He will notify the Fair Oaks Lane neighborhood as in the past. The Board had a brief discussion. Motion by Selectman McCarthy to approve the Cohasset Kids 1 Selectmen Minutes November 28, 2017 Triathlon for Saturday,July 14,2018,seconded by Selectman Keniley. Roll Call Vote: Kevin McCarthy- Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Holiday Stroll-Cohasset Chamber of Commerce President Jen Meckler and Treasurer Sean Cunning were present. They thanked the Board for the late consideration of their application. The event is the same as it has been over the past 10 years. Motion by Selectman Keniley to approve the Holiday Stroll for 12/9/17 from 4-7 p.m., seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Appointments-Conservation Commission Associate Member-Conservation Commission Chairman Jay Pimpare and applicant James Rosebach were present. Mr. Pimpare stated after some conversations with Mr. Rosebach, he has his full support to be an associate member. Mr. Rosebach gave an overview of his background. The Board had a brief discussion. Motion by Selectman McCarthy to appoint James Rosebach to the association member position on the Conservation Commission for the unexpired term until 6/30/18, seconded by Selectman Keniley. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. 3rd Quarter Investment Update-Treasurer/Collector Paula Linhares gave an overview of the 9/30/17 Investment Summary. Overall the performance this quarter was better than last quarter. Most accounts were positive and are beating their benchmarks. The Board had a brief discussion. Selectman McCarthy asked if the Board can discuss at a future meeting companies that invest in tobacco products. He would like to take a stand against tobacco companies as the State recently has. Chairman Schubert agreed to discuss in early spring after STM. Town Hall Renovation Project-Updates from Chairman of THRAC,Advisory&Capital Budget-Mrs. McGoldrick reported that the Advisory Committee voted 7-2 to recommend Article 7. Capital Budget has not yet voted. They had some outstanding questions. Nan Roth-Chairman of Advisory stated they did vote 7-2 and the two that voted against wanted to have Capital Budget vote on before they voted. There is a consideration of a revote after they hear back from Capital Budget. Chairman of Capital Budget Sam Wakeman stated Capital Budget is generally in favor of Article#7-Town Hall Reno but are hoping the Town Manager's motions will answer their concerns. He discussed their concerns. They hope to be able to vote on Thursday night. Motion by Selectman McCarthy to recommend Article#7- Cohasset Town Hall,seconded by Selectman Keniley. The Board had a brief discussion. Chairman Schubert read aloud a statement from Selectman Gaumer. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye,Jack Keniley-Aye, Paul Schubert-Aye. Ralph Dormitzer-111 Atlantic Avenue addressed the Board. He stated that there are people with a slightly different perspective on the town hall renovation. By asking for up to $300,000,the Town is advancing the plan that will have extra cost to taxpayers. Mrs. McGoldrick stated that the feasibility study will be presented at STM. There will be more in-depth information. Selectman Keniley reminded the Board that the Board should take over the THRAC Committee as suggested by Selectman Gaumer. Selectman McCarthy added that there should be a discussion and vote on this. STM Warrant Article Recommendations-Chairman Schubert stated there are a few remaining articles that need to be voted on for STM. 2 Selectmen Minutes November 28, 2017 Motion by Selectman Keniley to recommend Article#4-Allocation of Funds for One-Time Costs to STM, seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye,Jack Keniley-Aye, Paul Schubert-Aye. Motion by Selectman McCarthy to recommend Article#6-Capital Improvement Projects to STM, seconded by Selectman Keniley. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Motion by Selectman Keniley to recommend Article#10-Grant of Easements of the Solar Array to STM, seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Motion by Selectman Keniley to recommend Article#11-Drainage and Access Easement to Sandy Cove off Atlantic Avenue, seconded by Selectman McCarthy. Roll Call Vote: Kevin McCarthy-Aye, Diane Kennedy-Aye, Paul Schubert-Aye,Jack Keniley-Aye. Town Manager Update-Mr. Senior stated there will be an Assessing 101 workshop on Thursday, 9/30 at 6 p.m. at 91 Sohier Street. All are invited. Mr. Senior distributed a proposed draft calendar of Selectmen meetings for the year. He asked that the Board review and possibly adopt at the next meeting. Selectmen Update-Selectman Kennedy stated she is not available for the meeting on 12/12 and believes Selectman Gaumer is not as well. Selectman Kennedy stated she was contacted by a resident about cars speeding on lower King Street, between North Main Street and Route 3A. She wanted to remind everyone to drive slowly and pay attention. The library will be hosting Carter Alan on Thursday, 9/30 at 7 p.m. Selectman Keniley wished Selectman Gaumer good luck on his back surgery. Selectman Keniley stated he was asked by a resident about abutter notifications for public hearings. Mr. Senior stated the Town follows the state law. They post all meetings on the town website and bulletin board outside of the Town Clerks office. Selectman McCarthy suggested they also post public notices on Facebook. Selectman McCarthy attended the Recognition of Services event last week for employees that have worked for the town for over 25 years. All five Selectmen attended and it was a positive event for the town. Mr. Senior thanked the Mariner for their coverage. Chairman Schubert reminded everyone that Monday 12/4/17 is Special Town Meeting at the Sullivan Gymnasium at the Cohasset Middle/High School.
