HomeMy WebLinkAboutMinutes - BoS - 10/10/2017 Selectmen Minutes October 10, 2017 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Paul Schubert, Chairman Diane Kennedy Steve Gaumer Kevin McCarthy Jack Keniley Others Present: Christopher Senior,Town Manager Chairman Schubert called the meeting to order at 7:02 p.m. Roll Call Vote: Kevin McCarthy-Present, Diane Kennedy-Present, Paul Schubert-Present,Jack Keniley- Present,Steve Gaumer-Present. Pledge-Recited. Motion by Selectman Keniley to change the agenda and have the Recognition of Retirees moved to the beginning of the agenda, seconded by Selectman Kennedy and the vote was unanimous (5-0). Public Comment-Lisey Good-241 Jerusalem Road spoke on behalf of the Citizens for Cohasset's Future. She read a prepared statement asking the Board to put forward a proposed Land Alteration Management Bylaw warrant article on their behalf. Tom Callahan -35 Hillside Drive added that the proposed article is a General Bylaw not a zoning bylaw. Recognition of Retirees-Mr. Senior recognized Jo-Ann Pilczak and Ellen Warner who both have recently retired. They could not be present tonight. Mr. Senior recognized Mary Gallagher. She is scheduled to retire on October 13, 2017. Mr. Senior thanked Mary for her years of service and her help stabilizing Cohasset's financial status and developing what are now exemplary records, policies& procedures. FY18 Tax Classification Hearing-Chairman Schubert explained the process of the hearing. Director of Assessing Mary Quill and Chairman of the Board of Assessors Debra Krupczak were present. Ms. Quill explained the purpose of the hearing is to review the issue of allocating the local property tax among the five (5) property classes for fiscal year 2018. Ms. Quill reported the Board of Assessors voted earlier tonight to a split tax rate. Ralph Dormitzer-111 Atlantic Avenue urged the Board not to vote tonight as he believes the assessments are skewed. Ms. Quill explained the hearing tonight doesn't have anything to do with the revaluation process. She further stated that there is an appeal process for any concerns he may have. George Alex-373 Atlantic Avenue asked for the assessment data in an excel form so that he can compare year over year. Ms. Quill invited him to stop by the Assessor's office. Motion by Selectman Kennedy to adopt a split rate for FY18,seconded by Selectman Keniley and the vote was unanimous(5-0). License/Permits/Events-Nursery School-Halloween Fair-Director of the South Shore Community Center Nursery School Ann Madden was present and discussed this year's annual Halloween Fair. Motion by Selectman Keniley to approve the SSCC Halloween Fair on October 22, 2017 from 12:00-4:00 p.m., seconded by Selectman McCarthy and the vote was unanimous (5-0). Jingle Bell Walk-Program Director of South Shore Community Center Paula Murphy was present and discussed this year's 23rd Annual Jingle Bell Walk. Motion by Selectman Keniley to approve the SSCC Selectmen Minutes October 10, 2017 Jingle Bell Walk on November 24, 2017 from 2-4 p.m., seconded by Selectman McCarthy and the vote was unanimous (5-0). Motion by Selectman Keniley to waive the fee, seconded by Selectman McCarthy and the vote was unanimous(5-0). Thanks-For-Giving 5K Road Race-Director of Recreation Ted Carroll was present and gave an overview of the annual event. He discussed the alternate route this year due to the Cunningham Bridge construction. Motion by Selectman Kennedy to approve the Thanks-For-Giving 5K Road Race on November 23, 2017 from 7:30 a.m.—9:30 a.m., seconded by Selectman McCarthy and the vote was unanimous (5-0). One-Day Liquor License-Cohasset Rotary- Rotarian Wayne Sawchuk was present and discussed Cohasset Rotary's 2017 Fall Fundraiser dinner. Motion by Selectman Keniley to approve the one-day liquor license for the Cohasset Rotary Fall Fundraiser dinner on November 8, 2017 from 6-10 p.m., seconded by Selectman McCarthy and the vote was 4-0-1. Selectman Kennedy abstained from the vote as she is a member of Rotary. One-Day Liquor License-Holly Hill Farm-Motion by Selectman Kennedy to approve the one-day liquor license for Holly Hill Farm to Table Dinner on November 4, 2017 from 6-10 p.m.,seconded by Selectman Keniley and the vote was unanimous(5-0). Cohasset Sailing Club-Brick Walkway-Chairman Schubert stated the Cohasset Sailing Club is looking to have a Buy-A-Brick fundraiser to help raise funds for the benefit of the Sailing Club and its programs. They are seeking permission as the property is owned by the Town. Motion by Selectman McCarthy to approve the Cohasset Sailing Club Buy-A-Brick fundraiser contingent on approval from the building inspector, seconded by Selectman Kennedy and the vote was unanimous (5-0). Conservation Commission-Olde Salt House-Conservation Agent Jeff Summers and Conservation Commission Vice-Chairman Jack Creighton were present. They advised the Board in June the patio and seawall at the Olde Salt House collapsed into Cohasset Harbor. The owner made temporary repairs. It appears the materials remain in the harbor. The Commission issued a notice asking for the owner to file a Notice of Intent and an ATF Order of Conditions by 10/23/17. They have not received any response from the owner. The Board had a brief discussion about the next steps. Appointment Affordable Housing Steering Committee-Planning Board Representative-Mr. Senior stated the Planning Board has asked that Clark Brewer be appointed as the Planning Board Rep to Affordable Housing replacing David Drinan. Motion by Selectman Gaumer to appoint Clark Brewer as Planning Board Representative to the Affordable Housing Steering Committee, seconded by Selectman Kennedy and the vote was unanimous (5-0). Budget Message-Vote-Selectman Keniley edited the document as discussed. Motion by Selectman McCarthy to approve the Budget Message for FY19,seconded by Selectman Keniley and the vote was unanimous (5-0). Town Manager Goals-Selectman Kennedy stated she and Chairman Schubert have listed items to be discussed for the development of the Town Manager's FY18 goals.They included on the list last year's goals (including anything that wasn't completed); items from the Board's Goals; and items from the Board's Budget message. The Board should review and discuss at another meeting. Selectman Kennedy has reached out to Director of Human Resources Lisa Uglialoro to help organize the Board's thoughts. Selectman Gaumer suggested bringing in a facilitator. The Board had a brief discussion on another date for a meeting to discuss. Mr. Senior suggested the Board forward available dates to Tracey Connors and they will set up another meeting. Special Town Meeting Warrant Update-Mr. Senior stated an article to allow the School Committee to establish a revolving account to accept tuition payments for nonresidential students and state reimbursements for students in foster care has been added to the warrant. The Water Commission is scheduled to go before Advisory and Capital with their article for Capital project requests. The Board Selectmen Minutes October 10, 2017 discussed what they should do with the proposed land alteration article they were advised of earlier. The Board agreed to have the article sent to counsel to be vetted. Police Lieutenant Contract-Vote-Mr. Senior distributed the edits to the contract as discussed previously. Motion by Selectman Kennedy to ratify the Police Lieutenant Contract as presented, seconded by Selectman Gaumer and the vote was unanimous(5-0). Selectmen Update-Selectman Keniley asked for a moment of silence for Joe Curley who passed away suddenly last week. Selectman Kennedy asked if Affordable Housing Steering Committee will be coming in to update the Board. She also suggested CPC come in as well. The Board had a brief discussion about the CPC application process. Selectman Kennedy will bring up the process at the CPC meeting on Thursday. Town Manger Update-Mr.Senior stated he is still communicating with Attorney Lampke about the off premises liquor license. Attorney Lampke is available to be at the 10/25 meeting to discuss and give guidance. Mr. Senior stated the fire department has a new firefighter. John Dayton just completed the academy. Minutes-9/26/17-Motion by Selectman Kennedy to approve minutes of 9/26/17, seconded by Selectman Keniley and the vote was unanimous (5-0). Motion by Selectman Gaumer to adjourn,seconded by Selectman McCarthy and the vote was unanimous(5-0).
