Chairman Schubert called the meeting to order at 6:37 p.m. Roll Call: Kevin McCarthy-Present, Diane
Kennedy-Present, Paul Schubert-Present,Jack Keniley-Present.
Selectmen open Special Town Meeting Warrant-Motion by Selectman McCarthy to open the warrant
for Special Town Meeting on October 16,2017, seconded by Selectman Keniley and the vote was
unanimous (4-0).
Joint Meeting with Advisory-FY17 Year End Budget Transfers-Advisory Chairman Nan Roth and
members Paul Carlson, Helene Lieb,John Chapman and Rich Fitzpatrick were present. Mr. Senior and
Finance Director Mary Gallagher reviewed the proposed transfers for year end. Motion by Selectman
Kennedy to transfer$91,194.04 for the proposed line item transfers, seconded by Selectman
McCarthy and the vote was unanimous(4-0). The Advisory Committee voted unanimously to the
proposed transfers totaling$91,194.04. The Advisory Committee voted unanimously to transfer
$9499.91 from the reserve fund to the snow and ice budget.
FY19 Budget Process-The Board had a brief discussion about the FY19 Budget Process. Chairman Roth
spoke about how the Advisory Committee can be more proactive and get involved in the budget process
earlier. They would like to have a joint meeting with the Selectmen before budgets are set. The
Selectmen agreed to have a joint meeting on September 5cn
The meeting with Advisory ended at 7:10 p.m.
The Board of Selectmen started their discussion on FY18 Goals and Objectives at 7:12 p.m.
FY18 Goals and Objectives-Part II-Action items& Check in dates
Planning and Facilities
❖ Plan, cost and recommend funding to Annual Town Meeting (May) for the Town Hall
Project.
• Present article to STM for dollar amount for design& construction drawings. Cost
estimate/financial analysis by the end of August. Check in again late October.

❖ Establish a requirement of best practices to successfully manage capital projects (cost
>$500,000).
• Chris Senior to provide list of projects with best management report by January.
❖ Stimulate discussions with Town boards in reviewing Town planning and zoning initiatives.
• Place od for town planner by Tuesday and hire full time planner by November.
Planner to begin the process of preparing a comprehensive review of land use
bylaws.
Communication
❖ Improve communication among committees and boards with the Board of Selectmen.
• Quarterly check in with a short report and the Board can request board/committee
to present at a BoS meeting. Form to be developed by August and list of committee
review by January.
❖ Improve Communication between residents and Town government staff regarding
activities, issues, projects and updates through multiple channels.
• Modernize social media at town hall. Communicate projects weekly or bi-weekly.
Hire a consultant to help with social media. Check in January and again April 15tn
Organizational Management
❖ Review organizational structure of staff and committees to seek opportunities for
increased efficiencies,training and development, and recognition.
• Revised organizational structure with 5 year plan lookout. Check in September with
HR update and succession planning. Review Troika appointments, combining water
and sewer commission. Appointment process of selected committees by February.
Technology
❖ Assess and support current financial IT systems and alternative options,and determine
future needs.
• After hire of Finance Director- work with IT to get opinions on new system. Check in
March.
❖ Drive technology infrastructure development to support key initiatives including
efficiencies in operational automation, recordkeeping and communications with residents
and staff.
• Review online payment services. Review website performance and usability.
Document management review in November. Check in January and May.
Financial
❖ Support and provide guidance, pursuant to the Town Manager Act, in the hiring of the
Finance Director.
• Chris Senior will provide Board with outline of process of hiring. Job recruitment plan
by August. Plan to hire by October.
❖ Implement a plan for advanced financial training for Town officials.
• Set up training with MMA. First class in June.

❖ Explore options for more effectively managing the Town pension reserves.
• Review Norfolk County operations and participation. Check in April.
❖ Analyze strategies for funding OPEB.
• Revise scope and charge for OPEB and possibly change name of committee. Check in
December.
Lisa Uglialoro will send a summary of the Goals and Objectives with action times and dates
tomorrow.
Chairman Schubert distributed a draft copy of the FY19 budget message for the Board to look
over and discuss at a future meeting.
Chairman Schubert spoke to the Chairman of the Hingham Board of Selectmen about the
compressor station construction. Some towns are discussing whether or not to activate groups
to get involved. He asked the Board to think about what, if anything, they should do. He
advised the Board since the town voted against the marijuana moratorium they have an option
to put together an article to ban retail sales.
Motion by Selectman Kennedy to adjourn,seconded by Selectman Keniley and the vote was
unanimous(4-0).
The meeting adjourned at 9:22 p.m.
