HomeMy WebLinkAboutMinutes - BoS - 04/11/2017 Selectmen's Meeting April 11, 2017 Selectmen Meeting Town Hall-Selectmen's Office 41 Highland Ave. Cohasset, MA Selectmen Present: Kevin McCarthy, Chairman Paul Schubert Diane Kennedy Jack Keniley Steve Gaumer Others Present: Christopher Senior,Town Manager Chairman McCarthy called the meeting to order at 7:00 p.m. Roll Call Vote; Jack Keniley-Aye, Diane Kennedy-Aye, Kevin McCarthy-Aye, Paul Schubert-Aye, Steve Gaumer-Aye. Pledge-Recited. Public Comments-None CCTV/Budget Review-Approval of Budget& Funding for Senior Center TV equipment-Chair of Cable Commission Pat Martin, Members Merle Brown, Rick Schiffmann, Nicole Graebner and Program Director Don Roine were present. Chairman Martin review the budget for 2017. Selectman Keniley asked when they come with the next budget they include a balance sheet with their budget. Motion by Selectman Kennedy to approve the CCTV 2017 budget as presented,seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Kennedy to approve Article#11 Allocation of Funds for One Time Cost for $25,000 for equipment to permit broadcasting from Willcutt Commons,seconded by Selectman Keniley and the vote was unanimous (5-0). Article#3-Sewer Commission-Sewer Rate Increase-Commissioners John Beck and Wayne Sawchuk were present and explained the proposed sewer rate increase. Advisory Members George Chamillard and Paul Carlson were present. The Advisory Committee has not voted on the rate increase yet. They have asked the Sewer Commission to come back on 4/26/17 with a full cost analysis. Mr. Carlson stated the Advisory Committee approved the budget by a unanimous vote. The Selectmen will hold off on their vote until Advisory votes. Article#4-Operating Budget-Motion by Selectman Schubert to approve the FY18 budget as presented and recommend to Town Meeting,seconded by Selectman Keniley and the vote was unanimous(5-0). Red Lion Inn Update-Mr. Senior advised the Board they have a received a completed application packet for the new proposed manager of the Red Lion Inn. It is scheduled for April 25, 2017 at 7:20 p.m. Special Counsel is available for the hearing. Harbor Committee Charge-Selectmen Kennedy and Keniley have worked on the draft charge for the Harbor Committee for the Board to review. The Board had a brief discussion on the document. The Board agreed that Selectmen Kennedy and Keniley will screen applicants and bring back their recommendations. The Board will make appointments in May. Motion by Selectman Schubert to accept the Harbor Committee charge as presented, seconded by Selectman Kennedy and the vote was unanimous (5-0). 1 Selectmen's Meeting April 11, 2017 Selectmen Update-Selectman Schubert attended the CEF Gala last weekend. It was very well attended and they raised a lot of money for the Learning Commons. Selectman Schubert stated he is trying to get a lot of people to Annual Town Meeting to vote on the marijuana moratorium. Selectman Gaumer stated he has received calls on the citizen's petitions about zoning articles and asked if the Board would be discussing again before Town Meeting. Mr. Senior said the Board will discuss at the 4/25 meeting after the Planning Board has discussed. Mr. Senior also stated that there will be a forum on articles discussed and played on 143TV. Selectman Kennedy asked if counsel could be present on 4/25 to discuss articles. Mr. Senior will check with counsel. Selectman Kennedy stated she and Selectman Keniley sat on the panel of the State of the Harbor with CSCR and it was a great event. Chairman McCarthy asked Mr. Senior to respond to a letter from John Naughton regarding the Town's mooring list. Town Manager Update-Mr. Senior stated he also attended the CEF Gala and it was a great event. He also attended the MAPC Legislative Breakfast this past week and it was a great opportunity to talk with surrounding neighbors. Mr. Senior advised the Board the House has produced a budget. The net increase for Cohasset is$22,000. The Senate will work on it next. Mr. Senor advised the Board the Warrant for Annual Town Meeting has gone to the printer. Minutes-3/21/17-Motion by Selectman Schubert to approve the minutes of 3/21/17, seconded by Selectman Keniley and the vote was unanimous (5-0). Minutes 3/28/17-Motion by Selectman Schubert to approve the minutes of 3/28/17,seconded by Selectman Kennedy and the vote was unanimous(5-0). Motion by Selectman Schubert to adjourn,seconded by Selectman Kennedy and the vote was unanimous(5-0).
