Crafting Board of Selectman Mission Statement
Chairman McCarthy called the meeting to order at 7:00 p.m. and asked for a roll call vote. Roll Call;
Steve Gaumer-Present, Diane Kennedy-Present, Paul Schubert-Present, Kevin McCarthy-Present.
Lisa Uglialoro explained what the purpose of a mission statement is and provided three examples of
mission statements based on what the members of the Board have submitted to her. The general
consensus of the Board was the first or second examples were the best. After some discussion and edits
the Board agreed to the following as the mission statement;The mission of the Board of Selectmen is to
protect, maintain, and enhance our dynamic community, historical heritage, and coastal environment by
providing thoughtful leadership and fostering citizen engagement.
Motion by Selectman Gaumer to approve the Selectmen Mission Statement as written,seconded by
Selectmen Kennedy. Roll Call Vote;Steve Gaumer-Aye, Diane Kennedy-Aye, Paul Schubert-Aye, Kevin
McCarthy-Aye.
Discuss usage of Mission Statement-The Board had a discussion on how they would like to display
their Mission Statement message. After some discussion the Board decided to put on the town
website, Facebook, Annual Town Report, Warrants for ATM and STM, Board of Selectmen
letterhead and a footer on agendas.
Calendar Board of Selectmen Goals-The Board reviewed their 6 goals and placed on the calendar
for follow up throughout the year.
FY16 Fiscal Year End Report-Finance Director Mary Gallagher was present. Mr. Senior distributed the
FY16 Undesignated Fund Balance, Revenues& Expenditures, Local Receipts and Sewer&Water
Enterprise Fund information for FY16 year end. He advised the Board that the Department of Revenue
has not completed its certification process. Mr. Senior stated Mary Gallagher has done a great job. The
net surplus is$1,924,336.33. Mr. Senior stated that revenues were up and the single largest factor for
the increase was the close out of several tax title properties,which were the largest contributors to a
$650,000 surplus in collected property taxes (all from prior years, which accrued during the deferral
periods). The other contributing factor was Motor Vehicle Excise taxes exceeded the budget by
$340,000 and Licenses and Permits revenue were up $300,000 over budget. Mr.Senior gave some of his
preliminary recommendations on how to allocate the one-time revenues. Peter Pescatore-12 Lantern
Lane stated the Board should have met at Town Hall tonight on the important issue of FY16 Year End so
that the meeting could be broadcasted live. Chairman McCarthy asked if the Board wanted to set up an

additional meeting to go over their goals and what has been accomplished. After some discussion,the
Board will decide in November if it is necessary to have another meeting added.
Motion by Selectman Kennedy to adjourn, seconded by Selectman Schubert and the vote was
unanimous(5-0).
The meeting adjourned at 10:28 p.m.
