Chairman McCarthy called the meeting to order at 7:00 p.m. and asked for a Roll Call Vote;Jack Keniley-
Present, Diane Kennedy-Present, Kevin McCarthy-Present, Paul Schubert-Present, Steve Gaumer-
Present.
Pledge-Recited
Chairman McCarthy asked for a motion to go into executive session for exception #2-to conduct strategy
sessions in preparation for negotiations with non-union personnel or to conduct collective bargaining
sessions or contract negotiations with non-union personnel. The Board will discuss the contracts for the
Town Manager, Finance Director, Police and Fire. The Board will return to open session. Selectman
Schubert moved the motion, seconded by Selectman Kennedy. Roll Call Vote; Steve Gaumer-Aye,
Paul Schubert-Aye, Kevin McCarthy-Aye, Diane Kennedy-Aye,Jack Keniley-Aye.
The Board went into executive session at 7:02 pm.
The Board came out of executive session at 7:45 p.m. and back into open session.
Minutes
Motion by Selectman Schubert to approve the minutes of 7/5/16 including edits discussed, seconded
by Selectman Gaumer and the vote was unanimous(5-0).
Motion by Selectman Gaumer to approve the minutes of 7/26/16 as amended,seconded by
Selectman Schubert and the vote was unanimous (5-0).
Motion by Selectman Kennedy to approve the minutes of 8/2/16, seconded by Selectman Schubert
and the vote was unanimous (5-0).
Management Contracts-Town Manager, Finance Director, Police& Fire Chief-Vote
Chairman McCarthy stated the Board met in executive session earlier and discussed the four
management contracts and approved them in executive session. They will ratify the contracts in public
session. Motion by Selectman Schubert to accept the contract with Police Chief William Quigley for
three years as presented, seconded by Selectman Gaumer. Roll Call Vote;Jack Keniley-Aye, Diane
Kennedy-Aye, Kevin McCarthy-Aye, Paul Schubert-Aye,Steve Gaumer-Aye. Motion by Selectman
Schubert to accept the contract for Fire Chief Robert Silvia for three years as presented, seconded by
Selectman Keniley. Roll Call Vote;Jack Keniley-Aye, Diane Kennedy-Aye, Kevin McCarthy-Aye, Paul
Schubert-Aye,Steve Gaumer-Aye. Motion by Selectman Schubert to accept the contract for Finance
Director Mary Gallagher for three years as presented,seconded by Selectman Kennedy. Roll Call
Vote;Jack Keniley-Aye, Diane Kennedy-Aye, Kevin McCarthy-Aye, Paul Schubert-Aye, Steve Gaumer-
Aye.
Motion by Selectman Gaumer to accept the contract for Town Manager Chris Senior for three years as
presented, seconded by Selectman Schubert. Roll Call Vote; Jack Keniley-Aye, Diane Kennedy-Aye,
Kevin McCarthy-Aye, Paul Schubert-Aye, Steve Gaumer-Aye.
Warrant-Primary Election-The Board signed the Primary Election Warrant.
Appointment of Election Workers-Selectman Schubert read aloud the list of FY17 Election Workers.

Motion by Selectman Schubert to appoint the list as presented of the FY17 Election Workers,
seconded by Selectman Kennedy and the vote was unanimous (5-0).
Re-Appointment-Board of Registrars-Motion by Selectman Schubert to re-appoint Terese D'Urso for a
three year term to the Board of Registrars, seconded by Selectman Keniley and the vote was
unanimous (5-0).
License/Permits-One day liquor license-Assumption of the Virgin Mary Greek Orthodox Church-Jim
Dedes and Ed Lofgren were present on behalf of the church. They will be hosting their annual Taverna
Greek Festival on Saturday,August 201"with a rain date of Sunday, August 215T. They are requesting a
one day liquor license for beer and wine. Motion by Selectman Gaumer to approve a one day liquor
license for the August 20,2016 event and approve a second license for August 21, 2016 in the event of
rain. The 8/21/16 license shall become invalid if the 8/20/16 is utilized,seconded by Selectman
Schubert and the vote was unanimous(5-0).
Advance of Lieu of Borrowing-Bear Hill Tank Repair& Painting-Finance Director Mary Gallagher
explained Article 15 was approved at Annual Town Meeting for the Bear Hill Tank Rehab. They are
looking to borrow money from the general fund now and pay back when the actual borrowing occurs.
Motion by Selectman Schubert to approve the Advance in Lieu of Borrowing for$400,000 for the Bear
Hill Tank Repairs, seconded by Selectman Gaumer and the vote was unanimous(5-0).
Policies-Fraud and Whistleblower-Finance Director Mary Gallagher gave a brief overview of the policies.
Motion by Selectman Gaumer to accept and approve the Whistleblower and Fraud Risk Policies as
presented, seconded by Selectman Kennedy and the vote was unanimous (5-0).
Motion by Selectman Schubert to move the agenda item for Joint Meeting with Cohasset Housing
Authority until they have a quorum, seconded by Selectman Kennedy and the vote was unanimous(5-
0).
Appointment-Cohasset Historical Committee to CPC-Chairman of CPC Russ Bonetti was present along
with CHC member Suzanne Wadsworth. Chairman Bonetti stated appointing Ms. Wadsworth will give
CPC a full board. Ms. Wadsworth has a lot of knowledge and experience to contribute. Motion by
Selectman Kennedy to appoint Suzanne Wadsworth to CPC as a Cohasset Historical Committee
representative,seconded by Selectman Gaumer and the vote was unanimous (5-0).
Affordable Housing Steering Committee-Adoption of Committee Charge-Chairman McCarthy read
aloud the proposed charge. Motion by Selectman Schubert to accept the Affordable Housing Steering
Committee charges as amended tonight, seconded by Selectman Gaumer and the vote was
unanimous (5-0).
Joint Meeting with Cohasset Housing Authority-Appointment-Chairman of Cohasset Housing Authority
Taffy Nothnagle was present along with members Donna McGee and Patrick McCarthy. Chairman
Nothnagle called their meeting to order and gave an overview of the Authority. Applicants Marilyn
LeBlanc and Jim Sherrin were present. Each applicant gave the Board an overview of their experience
and spoke of why they would be a good candidate for the Authority. Selectman Gaumer thanked both
applicants for their interest and time. He suggested Mr. Sherrin may be interested in possibly getting
involved with the Affordable Housing Committee in Town. Chairman Nothnagle stated they have
worked with both candidates and they are both good. They do feel Marilyn LeBlanc has more
experience in housing that would benefit the Authority. She explained the Cohasset Housing Authority
is a policy making board and has fiduciary responsibilities. Motion by Chairman Nothnagle to appoint
Marilyn LeBlanc to fill the vacancy on the Cohasset Housing Authority until the May 2017 election,
seconded by Pat McCarthy and the vote was 7-0-1. Donna McGee abstained from the vote.
Appointment-Long Range Planning Group-Chairman McCarthy stated the Board needs to appoint two
members to the Long Range Planning Group. Selectmen Gaumer, Schubert, Kennedy and Keniley all
spoke on why they would like to be the Board's representative. After some discussion the Chairman

asked for a motion. Motion by Selectman Gaumer to appoint Jack Keniley and Steve Gaumer to the
Long Range Planning Group for the initial term of two years, seconded by Selectman Kennedy. Roll
Call Vote;Jack Keniley-Aye, Diane Kennedy-Aye, Kevin McCarthy-Aye, Paul Schubert-Aye,Steve
Gaumer-Aye.
DPW Projects-Bound Brook Easements,Jerusalem Road Causeway and Cunningham Bridge
Easements-Director of DPW Brian Joyce was present. He advised the Board that the Bound Brook
project has been awarded and they received the final permits in July. They have had a pre-construction
meeting. They are waiting to hear back from the Division of Marine Fisheries who have put restrictions
on when work is allowed due to fish migration. There is no fish migration in the area.The Water
department reports to the DCR on a regular basis and there are no fish. The discussions are ongoing.
Mr.Joyce asked the Board to sign the four easements that have already been approved. The Board
signed the easements. Mr. Senior stated the Board needs to approve the one permanent easement.
Motion by Selectman Kennedy to accept the permanent easement with 2 Bound Brook, seconded by
Selectman Gaumer and the vote was unanimous(5-0). Mr.Joyce stated there is a public meeting
tomorrow at 7 p.m. at Willcutt Commons-91 Sohier Street to discuss the Jerusalem Road Causeway
project. Mr.Joyce gave an overview of the project to the Board. Mr.Joyce advised the Board that
MASS Dot has responded to the Boards' concerns regarding the Cunningham Bridge project. They will
work with the Town. He asked for the Board's approval to send out offer letters for the easements.
Motion by Selectman Keniley to send offer letters with amount indicated for temporary easements
and one permanent easement, seconded by Selectman Kennedy and the vote was unanimous (5-0).
Selectmen Update-Selectman Schubert stated Aquarion Water will meet on Thursday to discuss the
status of the drought. Selectman Kennedy congratulated Fire Chief Silvia on his 37t" anniversary with
the Cohasset Fire Department. Selectman Keniley stated on 9/11/16 Governor Baker will be in town for
a program at the Cohasset Sailing Center and all are welcome. Selectman Keniley stated he has been
researching money available for harbor planning.
Town Manager Update-Proposed dates for STM and ATM-Mr. Senior presented the Board with dates
for STM and ATM. The Board had a brief discussion. Motion by Selectman Gaumer to identify
Monday, November 28, 2016 as the proposed date for Special Town Meeting, seconded by Selectman
Kennedy and the vote was unanimous (5-0). Motion by Selectman Schubert to identify Monday, May
1, 2017 as the proposed date for Annual Town Meeting and May 13, 2017 for Annual Town Elections,
seconded by Selectman Keniley and the vote was unanimous (5-0).
Motion by Selectman Schubert to adjourn, seconded by Selectman Keniley and the vote was
unanimous (5-0).
The meeting adjourned at 10:10 p.m.
