HomeMy WebLinkAboutMinutes - BoS - 04/26/2016 Selectmen Minutes April 26, 2016 Selectmen's Office-Town Hall 41 Highland Avenue Cohasset, MA 02025 Selectmen Present: Steve Gaumer, Chairman Kevin McCarthy Diane Kennedy Paul Schubert Others Present: Chris Senior,Town Manager Chairman Gaumer called the meeting to order at 6:00 p.m. Pledge-Recited Public Comment-Chris Senior advised the Board the Town of Cohasset recently received the Municipal Blue Innovation Award from Blue Cross Blue Shield of MA and a wellness grant for$5000. The award is for improving health for the workforce and lowering health care costs. Licenses/Permits-Continued-Liquor License Transfer Hearing-Kimball's Management Corp., d/b/a Cohasset Harbor Inn & Brisa to Cohasset Harbor Group, LLC-Chairman Gaumer read aloud the public hearing notices. He advised the Board they have not received the required information back from the state. The Board agreed to continue the hearing until Monday, May 9th @ 6 p.m. License/Permits-One day Liquor License-Carriage House Nursery School Fundraiser-Lynn Fahie was present and gave an overview of the proposed annual fundraiser. They will be holding it this year at 91 Sohier Street. Motion by Selectman Kennedy to approve the one day liquor license for the Carriage House Fundraiser on May 21, 2016 from 5:30-8:00 pm, seconded by Selectman Schubert and the vote was unanimous (4-0). Licenses/Permits-One day Liquor License-Holly Hill Farm-The Board was advised a representative from the farm was not available to attend tonight's meeting. This is an annual event and there are no changes. Motion by Selectman Schubert to approve the one day liquor license for Holly Hill Farm annual dinner on May 14, 2016 from 6:00-10:00 pm, seconded by Selectman McCarthy and the vote was unanimous (4-0). Licenses/Permits-Common Victualler-Blu Mussel Tavern-Owners-Anthony Ambrose and Peter Tedeschi were present. They plan to open next week. Construction is complete. They will be open 7 days a week. They will offer food while drinks are being served. Motion by Selectman Schubert to approve a common victualler license for the Blu Mussel Tavern,seconded by Selectman Kennedy and the vote was 3-0-1. Selectman McCarthy recused himself from the vote. Committee Appointment-Conservation Commission-Vice Chairman of Conservation Commission Patrice Vogelman and Associate Member Andrea Buffum were present. Ms. Vogelman gave an overview of Ms. Buffum's background and stated she has been an associate member and the Commission is looking to make her a Full Member to replace James Marten who resigned in March. Motion by Selectman McCarthy to appoint Andrea Buffum to the Conservation Commission as a full member for the remainder of the unexpired term until June 2017, seconded by Selectman Schubert. Roll Call Vote; Kevin McCarthy-Aye, Steve Gaumer-Aye, Diane Kennedy-Aye, Paul Schubert-Aye. Committee Appointment-Council on Elder Affairs-Vice Chairman of Elder Affairs Tana Carlson and Rich Hynes were present. Ms. Carlson gave an overview of Mr. Hynes background. They are looking for him to be appointed as an Associate member replacing Taffy Nothnagle. Mr. Hynes stated he feels the new senior center is underutilized and he would like to be involved in adding new events for seniors. He is the Manager of the CERT Team and Commander of the VFW. Motion by Selectman Kennedy to appoint Rich Hynes to Council on Elder Affairs to replace Taffy Nothnagle until June 2016, seconded by Selectman Schubert and the vote was unanimous (4-0). 1 Selectmen-4/26/16-TC Selectmen Minutes April 26, 2016 Sign Warrant-Special State Election May 10,2016-Signed by the Board Warrant-Vote on Remaining Articles-Mr. Senior advised the Board that Article#20 has not been voted on. The Warrant was delivered to homes this weekend. The Warrant and Town Report are on the town website. The Town Manager's motions should be on the website tomorrow. Director of Public Works- Brian Joyce was present and advised the Board he has been in contact with Mass DOT. They have scheduled another public meeting for Wednesday, May 5th at 7 p.m. at 91 Sohier Street. He is waiting on answers from them regarding the possibility of keeping one lane open and what the effect will be on the budget and timetable. The DOT is willing to answer questions and concerns and work with the Town. The vote of Town Meeting is to keep the process going and to give the Board of Selectmen the power to go through the easement process. Mr. Senior added that the DOT doesn't usually do multiple meetings and they have agreed to another meeting and they are willing to discuss the issues with the residents. Motion by Selectman Schubert to recommend Article#20-Acquisition of Property for Cunningham Bridge Project, seconded by Selectman McCarthy and the vote was unanimous(4-0). Sub-Committee Report& Recommendations on Reserve Policies-Chairman Gaumer and Selectman Schubert serve as the sub-committee. The Board had a discussion about the proposed changes by the sub-committee. Selectman McCarthy asked if the Board should wait to have a full board of five members before making a decision. Chairman Gaumer stated the current Board represents the entire community and they are acting as a quorum. Chairman Gaumer asked the Board to review and come to the meeting on 5/9/16 and to be prepared to vote on the policies. Selectmen Update-Chairman Gaumer asked for a moment of silence for Glenn Pratt's mother who passed away within a week of his father. It is a very solemn time for the entire family. Chairman Gaumer discussed the items on the agenda for May 9, 2016. Selectman Kennedy reminded everyone of Annual Town Meeting on Monday, May 2, 2016 at 7 p.m. at the Sullivan Gymnasium at the Cohasset Middle/High School. Real estate taxes are also due on May 2". The Safe Harbor Coalition will host Drug Story Theatre on May 5th at 6:30 at the Cohasset Middle/High School Auditorium. Selectman Kennedy stated she is working with Selectman McCarthy on committees. They have drafted a press release and would like it to be sent to the Mariner, WATD and put on Facebook. They also drafted a memo for anyone currently on a board or committee advising them to fill out an application if they would like to be reappointed. Selectman Schubert encouraged anyone that is interested to get involved. There are many talented people in town. Selectman Kennedy stated they are working on robust training for committee and board members. Town Manager Update-Mr. Senior advised everyone that on Thursday,April 281h at 7 p.m. at 91 Sohier Street there is a Preview of Town Meeting Forum. Mark DeGiacomo will serve as a host and it will be recorded and replayed on cable. On Saturday there will be a public Open House from 12-2p.m. at the Senior Center, Library and Recreation buildings. Mr. Senior attended the Old Goats lunch this week as a guest. He also attended the Historical Society Annual Spring dinner on Sunday. Mr. Senior reminded everyone of Annual Town Meeting on Monday, May 2, 2016 at 7 p.m. at the CMHS Gymnasium. Mr. Senior met today with Harbormaster Lorri Gibbons and the mooring work has started and is ongoing. The Army Corps has confirmed the Currituck will be in town on May 5th and they will start the work. They are using a hydraulic hopper dredge and will be disposing dredging materials in Marshfield. They will be working 12 hour days. Finance Update-Mr. Senior distributed the details of the finances for the year. He reviewed the highlights of the report and the positive signs&trends. The Police overtime was over what they expected for March. They will keep an eye on it.
