Chairman Gaumer called the meeting to order at 7:00 p.m.

Public Comments-None
Advance of Funds in Lieu of Borrowin
Treasurer/Collector Paula Linhares explained the process that Town Meeting authorized in May 2015 for
the purchase of 91 Sohier Street. Motion by Selectman Kennedy to approve the advance in lieu of
borrowing for$1,030,000 for the purpose of purchasing 91 Sohier Street,seconded by Selectman
Schubert and the vote was unanimous(4-0).
Financials November 2015&Investment Update
Treasurer/Collector Paula Linhares reviewed the financials for November 2015 and the Investment
Executive Summary as of September 30, 2015 with the Board.
Events-Rotary Road Race
This year's Rotary Road Race by the Sea is proposed for Sunday,April 3, 2016. There has not been any
changes to the application from last year. They will submit the insurance information a month before
the race. Motion by Selectman Schubert to approve the Rotary Road Race on 4/3/16,seconded by
Selectman McCarthy and the vote was 3-0-1. Selectman Kennedy abstained from the vote.
Tour de South Shore
This year's Tour de South Shore Ride ip proposed for Saturday,October 1,2016. There has not been any
changes to the application from last year. They will submit the insurance information a month before
the event. Chief Silvia was present and gave details of the ride. Motion by Selectman Schubert to
approve the Tour de South Shore Ride on October 1,2016,seconded by Selectman McCarthy and the
vote was unanimous(4-0). Selectman Kennedy advised the Board that she and Selectman Schubert
have met and discussed the event policy and will update the Board in January.
Committee Appointments-Elder Affairs
Chairman Gaumer advised the Board the Council on Elder Affairs has asked to have Helen "Taffy"
Nothnagle be appointed from Associate to Full Member for the unexpired term until June, 2018.
Motion by Selectman Kennedy to appoint Helen "Taffy"Nothnagle from Associate to Full Member
until 6/30/18,seconded by Selectman McCarthy and the vote was unanimous(4-0).
Selectmen Update
Selectman McCarthy advised the Board that the Town has been notified that it is now a designated
Green Community and has been awarded a$141,460 grant. He congratulated the Alternative Energy
Committee for all their hard work. Selectman Kennedy wished everyone Happy Holidays and a peaceful
New Year. Selectman Schubert attended the Recreation Commission meeting. They are currently
working with the Library on the use of space. Chairman Gaumer stated he attended the Holiday Stroll
which was handled with great enthusiasm. He challenged everyone to get all merchants involved from
other areas of the Town.

Motion by Selectman Schubert to approve the minutes of 12/8/15,seconded by Selectman Kennedy
and the vote was unanimous(4-0).
Committee Appointments-Library trustee
Library Trustee Carolyn Coffey was present and stated the Trustees voted unanimously to appoint Elaine
Breslow to fill the unexpired term vacated by James Sandell until May,2015. She gave an overview of
her background. Carolyn Coffey advised the Board that the Trustees have been working on a 5-year
strategic plan and have interviewed people in the community for their input. They are also working with
Recreation on the best use of the shared space. Motion by Selectman Kennedy to appoint Elaine
Breslow to fill the unexpired term until May,2015,seconded by Selectman Schubert and the vote was
unanimous(4-0).
Carolyn Coffey called the Trustee's meeting to order at 7:38 p.m. as there were 5 Library Trustee
Members present. Motion by Carolyn Coffey to appoint Elaine Breslow to fill the unexpired term until
May,2015,seconded by Agnes McCann and the vote was unanimous(5-0).
Town Manager Update
FY16 Mid-Year Update-Goals&Objectives
Town Manager Chris Senior gave a Power Point presentation to the Board. He discussed communication
strategies,financial stability, service delivery and town priorities. He discussed the next steps. The
Board had a lengthy discussion on the presentation. Chairman Gaumer commended Mr.Senior on the
great presentation. He stated it is helpful for the Town to see what has been done and what is being
worked on. He thanked Mr.Senior and his staff for all the work over the past couple of years.
Selectman Kennedy added that there is finally a balance that is working well. She thanked Mr.Senior
and the staff for all the work that has been done. Chairman Gaumer added that the Board should
discuss the next steps with the Town Manager's contract. Mr. Senior's contract started in the month of
January and Chairman Gaumer would prefer it would be from the beginning of the fiscal year in July. He
recommended the Board have a discussion on a future agenda to discuss the extension of the contract.
Mr. Senior advised the Board he will be taking some time off between Christmas and New Year's.Chief
Silvia will be in charge during this time.
Motion by Selectman Kennedy to adjourn,seconded by Selectman McCarthy and the vote was
unanimous(4-0).
The meeting adjourned at 8:50 p.m.
