HomeMy WebLinkAboutMinutes - BoS - 12/08/2015 Minutes-Board of Selectmen December 8, 2015 Selectmen's Office-Town Hall 41 Highland Avenue Cohasset, MA Selectmen Present: Steve Gaumer, Chairman Kevin McCarthy,Vice Chairman Diane Kennedy Paul Schubert Others Present: Christopher Senior,Town Manager Chairman Gaumer called the meeting to order at 7:00 p.m. Pledge-Recited Public Comment-None Classification Hearing Director of Assessing Mary Quill was present. She gave a presentation explaining the purpose of the hearing,the breakdown of class,the levy limit calculation, uniform tax rate and split tax rate calculation and impact. The Board of Assessors recommends a uniform tax rate. Motion by Selectman McCarthy to maintain a uniform tax rate and close the hearing,seconded by Selectman Schubert and the vote was unanimous(4-0). MS Walk Chairman Gaumer asked the Board if they have reviewed the event application for the Walk MS Cohasset 2016. There are no changes in the application from previous years. Motion by Selectman Kennedy to approve the MS Walk for April 30,2016 contingent upon proof of insurance with the Town of Cohasset listed as additionally insured,seconded by Selectman Schubert and the vote was unanimous(4-0). See Click Fix-Launch Jennifer Oram was present and gave an overview of Cohasset Connects-See Click Fix program which was recently launched. The information is on the town website. The program will allow residents access to information and submit requests for service for non-emergency issues. The program will also track data and provide good customer service. Chairman Gaumer asked if they could get a follow up in six months to see how the program is working. Performance Management Collins Center-Government Services Specialist Kris Johnson and Fire Chief Silvia were present and have been working on data of response times. They gave a Power Point presentation discussing the data of response times of alarm answering, alarm processing,turnout and travel time. They discussed what the plan is to improve response times. Kris Johnson spent time at the SSRECC collecting data. The Board had a discussion of the findings. SSRECC Presentation Executive Director of SSRECC Maureen Shirkus was present and discussed the history of the SSRECC and the opening on January 1, 2012. She had a power point presentation on what the SSRECC is, the towns that it serves, calls received by the SSRECC and how it is paid for. She also discussed the Emergency Medical Dispatch and the training required. She invited the Board to schedule a tour of the facility if they are interested. Selectmen Update Selectman Schubert reminded residents to be careful of deer in town. He experience two near hits on Sohier Street recently. Chairman Gaumer agreed and added if there is one deer there is usually another right behind it. He wished Selectman McCarthy a Happy Birthday. Chairman Gaumer stated the Board received a letter from G. Lee Humphrey regarding gas leaks in cities and towns. Mr. Humphrey is asking 1 Selectmen-12/8/15-TC Minutes-Board of Selectmen December 8, 2015 the Board to support two bills that would require utility companies to repair gas leaks. Chairman Gaumer asked Mr. Senior to investigate the facts presented in the letter. He also asked the Board to review the letter. Town Manager's Update Mr. Senior distributed a draft letter to the Red Lion Inn for a recent hearing and asked the Board to review. Mr. Senior stated the dredging project was off to a slow start. This project is an Army Corps project not a town project. They have had their contractor bring in a new crew recently and have started to make progress. They are currently working on the channel. If the weather stays moderate and they gear up for a 24/7 schedule they should finish up by January. Mr. Senior will continue to update the Board on the progress. The transfer of 91 Sohier Street is in progress. Elder Affairs is relocating and will officially be in by December 141"for full operation. Mr. Senior met with Michael Hurley from South Shore Community Center and they are transitioning out of the center now. The draft petition on the transfer has been filed with the Attorney General. Mr. Senior is meeting with the financial advisors tomorrow re; advance in lieu of borrowing. His hope is that the transaction of 91 Sohier Street will be completed early in the New Year. They have met with Capital Budget and they are fully briefed on the project. Mr. Senior will be meeting with the Chairman of Council on Elder Affairs. Annual License Renewals-All Alcohol, Common Victullar, Entertainment, Class I & II and Taxi & Limousine All Alcohol (on premises) Chairman Gaumer read aloud the list of licenses to be approved; Bia Bistro, The Corner Stop, Atlantica, Ava Cucina, Feng Shui, Mr. Dooley's and Blu Tide Tavern. Motion by Selectman McCarthy to approve the All Alcohol (on premises) as presented, seconded by Selectman Kennedy and the vote was unanimous (4-0). Wine and Malt (on premises) Chairman Gaumer read aloud the list of licenses to be approved; Victoria's, 3A Pizza & Grille and South Shore Music Circus. Motion by Selectman Schubert to approve the Wine and Malt(on premises) as presented, seconded by Selectman Kennedy and the vote was unanimous (4-0). Innholder All Alcohol (on premises) Chairman Gaumer read aloud the list of licenses to be approved; Cohasset Harbor Inn and Red Lion Inn. Motion by Selectman Kennedy to approve the Innholder All Alcohol (on premises) as presented, seconded by Selectman Schubert and the vote was unanimous (4-0). Club All Alcohol (on premises) Chairman Gaumer read aloud the list of licenses to be approved;The American Legion and Cohasset Golf Club. Motion by Selectman Kennedy to approve a Club All Alcohol (on premises)for the American Legion, seconded by Selectman Schubert and the vote was 3-0-1. Selectman McCarthy abstained from the vote. Motion by Selectman Kennedy to approve a Club All Alcohol (on premises)for the Cohasset Golf Club, seconded by Selectman McCarthy and the vote was 3-0-1. Chairman Gaumer abstained from the vote. Retail Package (All Alcohol) Chairman Gaumer read aloud the list of licenses to be approved; A Taste of Wine and Curtis Liquors. Motion by Selectman Kennedy to approve the Retail Package(All Alcohol) as presented, seconded by Selectman Schubert and the vote was unanimous (4-0). Chairman Gaumer advised the Board that Sajjan Enterprises dba Cohasset Wine and Spirits has submitted a renewal application which is not complete as it doesn't have a location. Motion by Selectman McCarthy that the Board of Selectmen, acting as the Local Licensing Authority,vote to disapprove the renewal of the All Alcohol Package Store license issued to Sajjan Enterprises, LLC dba Cohasset Wine and Spirits. The license cannot be renewed due to lack of a legal premises,seconded by Selectman Paul Schubert and the vote was unanimous(4-0). 2 Selectmen-12/8/15-TC Minutes-Board of Selectmen December 8, 2015 Retail Package (Wine and Malt) Chairman Gaumer read aloud the list of licenses to be approved; Mullaney's Fish Market and Local Vines and Gourmet. Motion by Selectman Kennedy to approve the licenses for Retail Package (Wine and Malt) as presented, seconded by Selectman Schubert and the vote was unanimous (4-0). Common Victuallar Chairman Gaumer read aloud the list of licenses to be approved; Bia Bistro,The Corner Stop, Atlantica, Ava Cucina, Feng Shui, Mr. Dooley's, Victoria's, 3A Pizza & Grille, South Shore Music Circus, Cohasset Harbor Inn, Red Lion Inn,The American Legion, Cohasset Golf Club, Cohasset Pizza House, 5 South Main, Baked, Atlantic Bagel, Cohasset Donuts, Dunkin Donuts, French Memories,JJ's Dairy Hut,JJ's Junction, Lido Juice Bar, Daily Press Juice Bar, Olympus Grille, Papa Ginos, Starbucks and Peel Pizza. Motion by Selectman Schubert to approve all as presented except Cohasset Golf Club and the American Legion for Common Victuallar licenses, seconded by Selectman Kennedy and the vote was unanimous (4-0). Motion by Selectman Kennedy to approve a Common Victuallar license for the American Legion, seconded by Selectman Schubert and the vote was 3-0-1. Selectman McCarthy abstained from the vote. Motion by Selectman McCarthy to approve a Common Victuallar license for the Cohasset Golf Club, seconded by Selectman Kennedy and the vote was 3-0-1. Chairman Gaumer abstained from the vote. Local Entertainment Chairman Gaumer read aloud a list of licenses to be approved; Atlantica, Mr. Dooley's, South Shore Music Circus, Cohasset Harbor Inn, Red Lion Inn,The American Legion, Cohasset Golf Club and Papa Gino's. Motion by Selectman Kennedy to approve all licenses as presented except The American Legion and Cohasset Golf Club for Local Entertainment, seconded by Selectman Schubert and the vote was unanimous (4-0). Motion by Selectman Kennedy to approve the American Legion for a Local Entertainment license,seconded by Selectman Schubert and the vote was 3-0-1. Selectman McCarthy abstained from the vote. Motion by Selectman Kennedy to approve the Cohasset Golf Club for a Local Entertainment license,seconded by Selectman Schubert and the vote was 3-0-1. Chairman Gaumer abstained from the vote. State Entertainment Chairman Gaumer read aloud the list of license to be approved; Atlantica, Mr. Dooley's, South Shore Music Circus, Cohasset Harbor Inn, Red Lion Inn, the American Legion and Cohasset Golf Club. Motion by Selectman Schubert to approve all presented except the American Legion and Cohasset Golf Club for State Entertainment,seconded by Selectman Kennedy and the vote was unanimous (4-0). Motion by Selectman Schubert to approve the American Legion for a State Entertainment license,seconded by Selectman Kennedy and the vote was 3-0-1. Selectman McCarthy abstained from the vote. Motion by Selectman Schubert to approve the Cohasset Golf Club for State Entertainment license, seconded by Selectman Kennedy and the vote was 3-0-1. Selectman Gaumer abstained from the vote. Class I and II Chairman Gaumer read aloud the list of licenses to be approved; Coastal Nissan, Cohasset Imports and South Shore Chevrolet. Motion by Selectman Schubert to approve the licenses as presented for Class I and II, seconded by Selectman Kennedy and the vote was unanimous(4-0). Class II Chairman Gaumer read aloud the list of licenses to be approved; Jeffrey Pinkus,Aristocrat Auto, Cushing Car Sales and John's Car Care. Motion by Selectman Kennedy to approve the licenses as presented for Class II,seconded by Selectman Schubert and the vote was unanimous(4-0). Taxi/Livery Chairman Gaumer read aloud the list of licenses to be approved; George Dunlap and Widmaier Marcus Charles. Motion by Selectman Kennedy to approve the licenses as presented for Taxi/Livery, seconded by Selectman McCarthy and the vote was unanimous (4-0). 3 Selectmen-12/8/15-TC Minutes-Board of Selectmen December 8, 2015 Minutes Motion by Selectman Schubert to approve the minutes of 11/24/15, seconded by Selectman McCarthy and the vote was unanimous (4-0). Topics not reasonably anticipated by Chairman 48 hours in advance Mr. Senior distributed an updated copy of the Conservation Restriction and Easement for 20 Norman Todd Road that the board accepted on 9/8/15. There is one simple change stating that the Board acted in its' capacity as Park Commissioners. Motion by Selectman McCarthy to accept the change of the Conservation Restriction and Easement for 20 Norman Todd Road, seconded by Selectman Schubert and the vote was unanimous (4-0). Chairman Gaumer discussed with the Board an email that they received earlier today from the Red Lion Inn. They are requesting to extend their hours on 12/31/15 and 12/31/16 until 2 a.m. for a private party. After some discussion the Board decided not to vote on next year's extension. Motion by Selectman Schubert to grant an extension of hours for a private event on 12/31/15 until 1 a.m., seconded by Selectman McCarthy and the vote was unanimous (4-0). Chairman Gaumer asked Mr. Senior to communicate to the manager issues with noise in the past with abutters and for them to notify the Board earlier in advance requests for extension of hours. Mr. Senior distributed some information regarding the Governor's 'Municipal Modernization' Bill. This is just some information for the Board to review. Motion by Selectman Schubert to adjourn, seconded by Selectman Kennedy and the vote was unanimous (4-0).
