HomeMy WebLinkAboutMinutes - BoS - 09/08/2015 Minutes-Board of Selectmen September 8, 2015 Selectmen's Office-Town Hall 41 Highland Avenue Cohasset, MA Selectmen Present: Steve Gaumer,Chairman Kevin McCarthy,Vice-Chairman Diane Kennedy, Clerk—arrived 7:44 p.m. Paul Schubert Absent: Karen Quigley Others Present: Christopher Senior,Town Manager Chairman Gaumer called the meeting to order at 7:02 p.m. Pledge of Allegiance-Recited Public Comment Period Chief Robert Silvia-65 Forest Avenue was present and gave an outline of the scheduled events for the Annual 911 Memorial Service on the Common. Appointment-Fence Viewer Mr.Senior stated they have recently received a letter of interest for the vacancy of a Fence Viewer. Mr. Senior gave an overview of the duties of a Fence Viewer. Motion by Selectman Schubert to appoint Annette Sawchuk to Fence Viewer for a one-year appointment to expire on 6/30/15,seconded by Selectman McCarthy and the vote was unanimous (3-0). Affordable Housing Trust-Discussion Chairman of Housing Authority-Helen''Taffy" Nothnagle 36 Atlantic Avenue and Chairman of CPC-Russ Bonetti 20 Parker Avenue were present. Mrs. Nothnagle stated she was asked to work with the Board of Selectmen to bring back the Cohasset Affordable Housing Trust. She gave the Board an overview of the Trust and the charge. The Trust is 7 members including 1 which is a representative from the Board of Selectmen. The Board agreed to review the charge. The Board asked that any interested applicants submit their application to the Selectmen's office. Mr.Senior will reach out to the Mariner and ask for them to advertise for the openings and he will put an announcement on the town website as well. Conservation Restriction-Ingram Park/Norman Todd Rd. Jeff Waal 36 Old Pasture Road and Member of the Cohasset Conservation Trust was present. He gave an overview of the restriction and easement. Motion by Selectman Schubert to accept the Conservation Restriction and Easement as presented, seconded by Selectman McCarthy and the vote was unanimous (3-0). Selectman Kennedy arrived at 7:44 p.m. Selectmen Update Selectman Kennedy apologized for being late to the meeting. Selectman Schubert stated he has mixed emotions for September 11". His son was born on this day and his brother in law was working at the Pentagon on this day. Chairman Gaumer stated this is the point in the year where parents rejoice and the town is back to a full level of activity. He wished the schools a healthy new scholastic year, a successful sports season and a great year for the arts programs. 1 Selectmen-9/8/15-TC Initial dwvk- Minutes-Board of Selectmen September 8, 2015 Review of Town Manager's Goals and Objectives Selectmen Kennedy and Schubert worked on the goals with HR Director Lisa Uglialoro. The goals are all identified in FY15 Goals and they incorporated the other Board members comments from the last meeting. Selectman Kennedy read aloud the goals. Mr.Senior suggested that the Board has an update every other month on the goals. The Board made some minor edits. Mr.Senior will review and possibly offer some suggestions. Motion by Selectman Schubert to approve the FY16 Town Manager Goals and Objectives as amended, seconded by Selectman Kennedy and the vote was unanimous(4-0). The Goals and Objectives will be put on the town website. Town Manager's Report Mr.Senior reported to the Board that he attended the annual N.E. GFOA Fall Conference in Boston. It was a great experience and definitely worth the time. Mr.Senior advised the Board the Lisa Uglialoro officially started last week as the Human Resources Director. She will be working 21 hours a week. Mr. Senior has scheduled the Fiscal Forecasting Forums beginning Thursday, October 1 through December 3 which he will discuss later tonight. Mr.Senior stated he is working on dates with Town Counsel for a Board/Committee workshop. Selectmen Kennedy and McCarthy will be the subcommittee to organize the workshop. Selectman McCarthy asked if the Board would consider having a legislative liaison. Chairman Gaumer stated it is a larger conversation that he will consider putting on a future agenda. Open Special Town Meeting Warrant Mr.Senior circulated the Special Town Meeting schedule. He suggested the Board may need to have an extra meeting due to the tight timeline to finalize the warrant. The Board agreed to possibly have a meeting on 10/6/15 @ 7 p.m. Mr.Senior also discussed what articles will potentially be on the warrant. He will have the figures for Stabilization to the Board at the next meeting on 9/22. Motion by Selectman Kennedy to open the warrant for Special Town Meeting as of 9/9/15,seconded by Selectman Schubert and the vote was unanimous(4-0). Licenses/Permits A Taste of Wine has requested changing their Sunday hours to 10 a.m. as allowed by the State. Motion by Selectman Kennedy to accept the change of Sunday hours to 10 a.m.for A Taste of Wine, seconded by Selectman Schubert and the vote was unanimous(4-0). Budget Discussion-Fiscal Forecasting Forums Mr. Senior advised the Board he will again this year have 5 Fiscal Forecasting Forums every other Thursday beginning October 1=t through December 3`d. The Forums will be held at the Community Meeting Room at the Cohasset Middle/High School at 7 p.m. The proposed topics are;School and Town population trends, Growth and Assessment, Meals tax, hotel/motel tax,State Aid, including school and unrestricted local aid, Master Plan process and Review of Major Infrastructure needs (town hall, Public Safety, roads, and water/sewer). Mr.Senior asked if the Board would consider having a member at each meeting and weigh in on the topics. Chairman Gaumer will put discussion of assignments on the 9/22 agenda. Budget Message Draft Chairman Gaumer presented and reviewed the draft budget message. He asked the Board to review and discuss at the next meeting on 9/22/15. 2 Selectmen-9/8/15-TC Initial Minutes-Board of Selectmen September 8, 2015 Minutes 8/25/15 Motion by Selectman Schubert to approve the minutes of 8/25/15,seconded by Selectman Kennedy and the vote was unanimous(4-0). Motion by Selectman Kennedy to adjourn,seconded by Selectman McCarthy and the vote was unanimous(4-0).
