Chairman Gaumer called the meeting to order at 7:00 p.m.
Joint Meeting with Library Trustees-Appointment
Chairman of Library Trustees Carolyn Coffee was present along with the other trustees. She called the
meeting to order. She advised the Board Teresa Polhemus has resigned and they need to replace her
until the next election. The Trustees recommendation is Roger Lowe. Mr. Lowe was present.
Motion by Selectman McCarthy to appoint Roger Lowe as Paul Pratt Memorial Library Trustee
replacing Teresa Polhemus until the next election,seconded by Selectman Quigley.

Schubert-Aye.
Public Comment
Michael Sardina of 271 South Main Street discussed with the Board the issue that has been discussed
about sand blowing off the beach and the proposed snow fencing. He stated the whole eco system in
the town is changing and he thinks it is a bigger issue that the town should look into. Chairman Gaumer
asked Mr.Senior to discuss with Director of Project Management Brian Joyce. Paul Kearney of 461 Chief
Justice Cushing Highway and Josh Staunton of 30 Hammond Avenue were present and discussed a bill
filed by Representative Garrett Bradley to allow a natural gas pipeline to cut through conservation land
in the Town of Sandisfield. They are against the bill and believe Rep.Bradley should not have filed it.
They asked if the Board would consider an apology letter to the Town of Sandisfield. Chairman Gaumer
i discussed what the Board of Selectmen's role is for the Town. He said the Board will consider having a
discussion on a future agenda. Selectmen McCarthy encouraged Mr. Kearney to discuss at a different
forum.
Selectmen's Update
Selectman Quigley stated that a while back an Eagle Scout project came before the Board and is now
complete. The reservoir area was cleaned up,a bench was installed and a kiosk. Unfortunately, in just a
short time there has been vandalism. She also stated people are setting fires in the area and using tree
roots. She urged people to have respect for others that volunteer their time. Selectman Kennedy
thanked the DPW for the Recycling bin at Sandy Beach for pizza boxes. She asked residents to remove
their trash if the bins are full. Selectman Schubert attended the Conservation and Sewer Commission
meetings which were insightful. He stated that the bench at the library basketball court has been
vandalized. Chairman Gaumer stated the Yacht Club hosted the International 210 National
Championship and congratulated Wylie Wakeman on winning. He also thanked Harbormaster Lorri
Gibbons for overseeing the busy harbor last weekend.

Town Manager Update
Mr.Senior informed the Board he will be attending the New England Government Financial Officers
Association conference in Boston next week. Mr.Senior stated there was an article in the Globe
recently about the large number of gas leaks in town. He has spoken to Chief Silvia and he has assured
him there are no active dangerous leaks. He has reached out to DPW as well. He is following up on the
data.
Mr.Senior invited Treasurer/Collector Paul Linhares up and had her discuss the Town of Cohasset
Quarterly Investment Report. Ms. Linhares gave an overview of the report. She stated most everything
is down this quarter however the year is still positive. The Board discussed the report. Selectman
McCarthy asked if the Board would be interested in having a future agenda discussion about the Town
investing in tobacco companies or any other companies they may not want to invest in. Chairman
Gaumer asked Mr.Senior to research other communities and see how they what choose companies to
invest in.
Set Election Day
Mr.Senior advised the Board that the Town Clerk has suggested May 14, 2015 for the Annual Town
Election.
Motion by Selectman Kennedy to set the date of May 14,2016 for the Annual Town Election,
seconded by Selectman McCarthy and the vote was unanimous(5-0).
Licenses/Permits
St.Stephen's Parish has requested September 20, 2015 for their Annual Parish Picnic.
Motion by Selectmen Paul Schubert to approve the Annual Picnic for September 20,2015 contingent
upon required insurance certificate,seconded by Selectman Kennedy and the vote was unanimous(5-
0).
Liquor License-Extension of pending transfer of license
The Board receive a request from Galvin&Galvin on behalf of their client 5ajjan Enterprises, LLC to
further extend the pending transfer of liquor license for 90 days to explore additional locations. The
Board had a lengthy discussion. Mr.Senior was asked to get clear information on the procedure from
the ABCC.
Motion by Selectman Kennedy to grant an extension of pending transfer of license commencing on
8/1/15 through 10/31/15,seconded by Selectman Quigley and the vote was unanimous(5-0).
Dredging Update
Army Corps Project Manager Craig Martin and Harbormaster Lorri Gibbons were present. Mr. Martin
gave a power point presentation of the upcoming Cohasset Harbor Dredging Project. He gave an
overview of the project team,the project background and description,the construction equipment and
design and the schedule. The project is set to start on October V and they hope to have it completed
by late November.
Police Chief Appointment
Mr.Senior presented the Board with Acting Chief William Quigley as his appointment for the Police
Chief. He provided the Board with his background information and resume. Mr.Senior stated he chose
Bill based on fitness and merit. He is confident the Bill is more than qualified to be Chief of Police.

Acting Chief Quigley discussed his career with the Board. He discussed his goals of planning and
preparedness. The Board had the opportunity to ask questions.
Motion by Selectman McCarthy to accept the appointment of William Quigley as Police Chief,
seconded by Selectman Kennedy. The vote was 4-1.

Minutes
Motion by Selectman Schubert to approve the minutes of 7/28/15,seconded by Selectman McCarthy
and the vote was unanimous(5-0).
Motion by Selectman to approve the minutes of 8/11/15,seconded by Selectman Kevin and the vote
was unanimous(5-0).
Motion by Selectman Schubert to approve the minutes of 8/19/15,seconded by Selectman Kennedy
and the vote was(4-0-1). Selectman McCarthy abstained.
Chairman Gaumer asked for a motion to go into Executive Session for Exception$12,3 and 6.
(2)To conduct strategy sessions in preparation for negotiations with nonunion personnel or to
conduct collective bargaining sessions or contract negotiations with non-union personnel. (3)To
discuss strategy with respect to collective bargaining or litigation if an open meeting will have a
detrimental effect on the bargaining or litigating position of the public body and the chair so declares.
The Board will get an Update on contract negotiations with all bargaining units. (6)To consider the
purchase,exchange,lease or value of real property if the chair declares that an open meeting may
have a detrimental effect on the negotiating position of the public body. The Board will discuss the
purchase/lease 91 Sohier Street.The Board will come out of executive session for the purpose of
adjourning.
Selectman McCarthy moved the motion and it was seconded by Selectman Kenney.

The Board went into executive session at 9:05 p.m.
Motion by Selectman Kennedy to come out of executive session,seconded by Selectman Schubert.

The Board came out of executive session at 10:02 p.m.
Motion by Selectman Kennedy to adjourn,seconded by Selectman Schubert and the vote was
unanimous(5-0).
The meeting adjourned at 10:04 p.m.
