HomeMy WebLinkAboutMinutes - BoS - 08/11/2015 Minutes-Board of Selectmen August 11, 2015 Selectmen Meeting Town Hall-Selectmen's Office 41 Highland Ave. Cohasset, MA Selectmen Present: Steve Gaumer, Chairman Kevin McCarthy,Vice Chairman Diane Kennedy Karen Quigley Paul Schubert Others Present: Christopher Senior,Town Manager Chairman Gaumer called the meeting to order at 6:30 p.m. Joint meeting with School Committee. Chairman Jeanne Astino called the meeting to order at 6:33 p.m. Roll Call Vote; Katie Dugan-Present, Mary McGoldrick-Present,Jeanne Astino-Present, Ellen Maher- Present. Review of Candidates& Discussion of New School Committee Member Chairman Astino gave an overview of the process. They have received five candidates' letters of interest. Subcommittee members Selectman Kennedy and Member Mary McGoldrick have forwarded the top two candidates. The top 2 candidates are Linda Snowdale and Barbara Stefan. The candidates were discussed. Mrs. McGoldrick discussed Barbara Stefan's background and resume and why she would be a good addition to the School Committee. Each member spoke of Barbara Stefan's experience. They spoke of her extensive background in education.The Board and Committee agreed to have a joint meeting on August 191"to appoint the new School Committee Member. Motion by Mrs. McGoldrick to adjourn,seconded by Mrs. Maher and the vote was unanimous(4-0). The School Committee adjourned at 7:02 p.m. Public Comment Dr. Robin Lawrence-15 Beach Street spoke to the Board about the parking lot at Sandy Beach. The Sandy Beach Association has concern with protecting the sand over the coming winter months. They will pay for and place two rows of snow fencing along the parking lot. They are asking if the Town would be willing to put an additional row of fencing along the Atlantic Avenue side. They are hoping to keep some of the sand from blowing into the street. The Sandy Beach Association will install it. Mr. Senior stated he will have Brian Joyce come back to the Board with estimates. Dr. Lawrence also spoke of his concern for the intersection of Highland Avenue and Beach Street. Mr. Senior will have Brian Joyce look into that as well. Selectmen Comments Selectmen McCarthy stated this weekend is tax free and he encouraged everyone to shop locally to support local businesses. Selectman Kennedy reminded the Board to forward their individual Goals& Objectives for the Town Manager's evaluation to Tracey Connors. 1 Selectmen-8/11/15-TC Initial Minutes-Board of Selectmen August 11, 2015 Town Manager's Report Mr. Senior stated he is in the home stretch with 3 Union contracts. They have made big progress at the negotiations. He spent most of the day in negotiations and they are almost completed. He will keep the Board updated. There will be an update on LOMR/FEMA process and the Harbor Dredging at the next meeting. He will also be scheduling an investment update with the Treasurer/Collector at an upcoming meeting. He will also have a recommendation for appointment of the Police Chief as well. Re-Appointment of Election Workers The Board was provided a list of re-appointments for Election workers by the Town Clerk. Selectman Kennedy read aloud the list. One name was listed twice. Motion by Selectman Kennedy to strike Carla Getto's name as it is listed twice,seconded by Selectman Quigley and the vote was unanimous (5-0). Motion by Selectman Kennedy to re-appoint the election workers as read, seconded by Selectman Quigley and the vote was unanimous (5-0). Establish dates for Town Meeting(s) The Board discussed possible dates for Special Town Meeting and Annual Town Meeting. Motion by Selectman Schubert to set the date for Special Town Meeting for Monday, November 2, 2015, seconded by Selectman Kennedy and the vote was unanimous (5-0). Motion by Selectman Kennedy to set the date for Annual Town Meeting for Monday, May 2, 2016, seconded by Selectman Schubert and the vote was unanimous (5-0). Village Area Gas Main Replacement Director of Project Manager Brian Joyce, National Grid Representatives Denise McCafferty and John Barkas were present. They gave an overview of the Village Area Gas Main Replacement. The project is expected to take between 6-8 weeks between September 151"through November 151". There are 40 residents that will be affected by the work. They will work with all residents and business and work according to their schedules. They will provide curb to curb and crosswalk restoration in the spring at an agreed upon time.They will notify abutters 3 weeks before as requested by Chairman Gaumer. FY16 Goals and Obiectives The Board individually discussed their proposed Goals and Objectives for the Town Manager. Chairman Gaumer asked that each member send their Goals and Objectives to Tracey Connors. He asked that the subcommittee work with Lisa Uglialoro and bring the combined document back to Board. Chairman Gaumer asked for a motion to go into executive session for Exemption#3 to discuss strategy with respect to litigation if an open meeting may have a detrimental effect on the litigating position of the Town and the Chairman so declares. The Board will reconvene to open session for the purpose of adjournment only. Selectman Kennedy moved the motion, seconded by Selectman Schubert. Motion by Selectman Schubert to adjourn, seconded by Selectman McCarthy and the vote was unanimous (5-0).
