Toby Fedder from Woodard &Curran presented the results of the Water Rate Study.
Recommendations including maintaining current volumetric usage rates for customers; keeping,
rather than increasing, the quarterly charge at $187 per quarter for FY16 and FY17 and
reducing that rate more slowly in subsequent years as debt rolls off; hydrant fees and water
suppression charges for private entities are averaged over the five years and (should)will better
reflect the costs including capital; and new fees for multiple units on one meter(should be) are
proposed according to AWWA industry standards. The recommendations, endorsed by the
Water Commission, will be built into the FY16 water budget and an article on rate restructuring
of Capital Recovery Charges for non metered multi-units and new updated rates for Fire
Suppression Charges will be in the Town Warrant.
