Chairman Kennedy called the meeting to order at 7:00 p.m.

Selectmen Update
Selectman Gjesteby stated she attended the Junior Garden Club yesterday. They have a great group of
students. She also attended the AEC meeting which was very informative. Selectman Quigley attended
the Water Commission meeting in which they discussed the water rate study. They will have the final
• presentation Thursday @11 a.m. Selectman Quigley stated the board received some postcards from
teachers regarding the recent health coverage change. Chairman Kennedy asked Mr.Senior if he could
draft a response answering their questions. Selectman Gaumer stated he received a few calls from
teachers. He said some outbound information from the office would reiterate the board's intent for
mitigation for retired teachers. This will help alleviate the misinformation that is out there. Selectman
McCarthy attended the Senior Cafe on Monday at 91 Sohier Street. He also attended the water
commission meeting. The presentation was professional and informative. He encouraged everyone to
attend the meeting Thursday @ 11 a.m.
FY16 Budget-Library
Jackie Rafferty-Library Director&Teresa Polhemus-Chairman of Library Trustees were present. They
discussed the library budget with the board. They are requesting to increase the library hours on
Wednesdays for an additional 3 hours. They would be open until 8 p.m.
Digital Learning Committee
Barbara Cataldo-Superintendent and Katie Dugan-100 Black Rock Road had a power point presentation
for the board. They discussed the focus of the committee,mandated guidelines of the MA Dept. of
Education and International Society for Technology in Education essential conditions. They had site
visits to Scituate, Duxbury and Silver Lake. They discussed some of the plans implemented by those
communities. They discussed cost,staffing and infrastructure needed for Cohasset.
FY16 Budget-Elder Affairs
Director of Elder Affairs Coral Grande and Chairman of Elder Affairs Committee Paul Kierce presented
the budget for Elder Affairs. Ms. Grande stated they are no longer receiving donations for the Vista
.�} publications. They have added the cost of producing and mailing the Vista to the budget,

FY26 Budget-Fire
Chief Silvia discussed the history of the Fire Department and the proposed budget for FY16. He spoke
about the increase in calls for service, increased revenue,overlapping calls,call backs, overtime and
decreased manpower.
FY16 Budget-Harbor and Emergency Management
Mr.Senior spoke of the Harbor budget which has minor increases. The Harbormaster couldn't be
present tonight. The Emergency Management budget is the same. The Acting Police Chief is on
vacation. Chairman Kennedy will put the Police Budget on the 3/24 agenda. Selectman Quigley asked
Mary Gallagher if they board could get a list of department turn backs. Ms.Gallagher will email to the
board tomorrow.
FY16 Budget-Finance(Accounting,Assessor and Treasurer/Collector)Administration (Town Manager,
Selectmen,Clerk, IT and HR)
Mr.Senior discussed the various budgets with the board which are all basically the same.
Warrant Update
Mr.Senior gave the board an updated draft warrant with minor changes.
Licenses/Permits
The board recently approved the MS Walk with a condition that they apply for an entertainment license.
Motion by Selectman Gjesteby to approve the entertainment license for the MS Walk,seconded by
Selectman McCarthy and the vote was unanimous (5-0).
Town Manager Update
Mr.Senior stated he is finalizing the details with Superintendent Barbara Cataldo for the IT position.
They hope to have the position advertised by this week. Mr.Senior met with the Interim Health Agent
Jennifer Sullivan today and went through the resumes they received for the Health Agent position. Ms.
Sullivan was meeting with the BOH tonight and will see what role they would like to have during the
interview process. He hopes to start interviews next week. The Police Chief search is progressing.
There were 55 applicants of which 17 were semi-finalists. There were 12 out of the 17 that completed
and submitted final packages. They are now 5 finalists that will go on to the assessment center by the
end of the month. Mr.Senior will conduct personal interviews with the finalists of that group.
Reference and back ground checks are currently being completed. The process is on target and should
be completed by next month. Mr.Senior met with Elder Affairs staff today and discussed programming.
There were a couple of issues over the winter with the heat at 91 Sohier Street. The snow on the roof
was covering the heating system. The roof has been cleared and heat is working. He is going to move
forward and allow Elder Affairs to host the St. Patrick's Day lunch at 91 Sohier Street. They are also
proposing to use the space on a more interim basis for some programs a couple days a week. They are
working on giving him more details.

Motion by Selectman Gjesteby to approve the minutes of 3/10/15 as amended,seconded by
Selectman McCarthy and the vote was unanimous(5-0).

Chairman Kennedy asked for a motion to go into executive session for Exception#6:To consider the
purchase,exchange, lease or value of real property if the chair declares that an open meeting may
have a detrimental effect on the negotiating position of the public body. The board will come out of
executive session into open session for the purpose of adjournment. Selectman Gaumer moved the
motion.
