HomeMy WebLinkAboutMinutes - BoS - 06/17/2014 Minutes-Board of Selectmen June 17,2014 selectmen's Office-Town Hall 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy,Chairman Steve Gaumer Martha Gjesteby Karen Quigley Kevin McCarthy Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 7,00 p.m. Pledge of Allegiance Public Comment None Farmers Market-Approval of Dates Selectman Quigley advised the Chairman that she does some volunteer work for the Farmer's Market and would recuse herself from the discussion. The proposed dates of the Farmer's Market are on Thursdays starting June 19"'through October 168'. They have not yet completed their application. Chairman Kennedy suggested the board conditionally approve the event for the next two weeks and have the representatives appear at the July 1"meeting with the completed application. There was also a request from Balance Studio to hold community yoga classes during the Farmer's Market. They have reached out to the Chamber of Commerce. They are also asking for permission to use the common to do a couple of workshops with a group called the"Yoga Slackers"throughout the summer. Chairman Kennedy suggested that the board discuss this request on a future agenda. Motion by Selectman Gaumer to conditionally approve the application by the Cohasset Farmers Market to conduct a Farmers Market every Thursday from June 190 through October le subject to submission of a valid insurance certificate to this office no later than Wednesday, June 18'"and a completed application submitted to this office no later than Wednesday,June 25'"and further prior to the start of the Farmer's Market on Thursday,June 190 a verbal agreement from public safety and DPW,seconded by Selectman Gjesteby and the vote was 4-0-1. Selectman Quigley abstained. Red lion Inn-Change of Corporate Directorship Chairman Kennedy read aloud the public hearing notice. She then asked for a motion to open the hearing. Motion by Selectman Gjesteby to open the hearing,seconded by Selectman McCarthy and the vote ' was unanimous(5-01. Acting Chief Quigley advised the board they conducted background checks on the individuals and everything is good. Attorney Humphreys stated he filed all paperwork with the state. He has also fled all required information with the ABCC. Selectmen-6.17.14 TC Initial /h 1c 6' /? 14t do/It Minutes-Board of Selectmen June 17,2Q14 Motion by Selectman Quigley to approve the Change of Corporate Directorship,seconded by Selectman McCarthy and the vote was unanimous(5-0). Red Lion Inn-Change of Manager Acting Chief Quigley stated he has met with Heinrich Lutjens a couple of times. He is a professional with many years of experience. All references were good. He has worked in the industry for many years and has no tolerance for nonsense. He is working on straightening things out at the Red Lion. Mr.Heinrich was present and gave the Board an overview of his background. He is proactive. He is usually on the property from 8 a.m.until 9 p.m. He has hired an assistant manager that he is training and will officially start July 15'. This is someone he knows well and has worked with for years. Selectman Gaumer asked that they refrain from having brides call the Selectmen's office regarding outside weddings. Motion by Selectman Gaumer to approve the change of manager for Cohasset Sarro Inc.d/b/a Red Lion Inn,seconded by Selectman Quigley and the vote was unanimous j5-0). New Signage for traffic control on Red Gate Lane and Fairoaks Lane Selectman McCarthy recused himself from the discussion as he is a resident of Fairoaks Lane. Brian Joyce-Director of Project Management discussed with the board the traffic study they performed with the state. They will be installing yellow signs with black lettering with 20 mph and 15 mph to encourage drivers to slow down. They are also installing thickly settled signs. Sgt.Treanor stated they are hoping the signs will act as a visual deterrent. Mike O'Connell of 9 Red Gate Lane asked about speed bumps or a better way to enforce these signs. Brian Joyce will look into speed bump options and get back to the Selectmen within 2 weeks. Selectman Quigley stated she is In support of these signs however,there is a problem throughout the entire town that needs to be part of a larger discussion. Kristen Banning of 9 Red Gate Lane stated she has small children and suggested that if person received a ticket they would slow down the next time they are in that area. Motion by Selectman Gaumer to approve the proposed signage for Red Gate Lane and Fair Oaks Lane, seconded by Selectman Gjesteby and the vote was unanimous(5-0). I Appointments-Assistant Harbormaster Harbormaster Lorrie Gibbons presented the board with her list of appointments for Assistant Harbormasters for the year. She is recommending 5 individuals. Motion by Selectman Gjesteby to approve recommended list of 5 Assistant Harbormasters,seconded by Selectman McCarthy and the vote was unanimous(5-0). Peter Pescatore of 12 Lantern Lane asked why the Selectmen are appointing the Assistant Harbormasters and if they will also appoint seasonal recreation employees. Chairman Kennedy stated they are currently working on boards and committee appointments and who should be appointing. Last year the board appointed these positions. Committees/Boards-Liaisons,Committee Status and Appointments Chairman Kennedy stated one of the positions available is the liaison for the MAPC. They received one letter of interest from a resident. Chairman Kennedy checked with other communities and most have the Town Administrator/Manager in this role. Mr.Senior stated he would fill the position if the board would like. The parking task force met with Sarah Kurpiel Lee,Transportation Engineer&Planner with MAPC. There is money available to help the town with parking issues. Selectman McCarthy asked about the budget process and the Budget Planning Group. He also asked if they board would discuss creating a committee like Governance but not Governance. Selectman Quigley stated there are resources available through the state and MMA. Chairman Kennedy asked the board if they would consider tabling some committees that haven't met in a long time and deal with them after the other appointments. The board discussed the liaisons. Chairman Kennedy will forward the final list to the board. New Web Page Preview Mr.Senior advised the board the new website is very close to being live. Ian Lyster and Rob Bonnell have worked hard to make this happen. Ian Lyster was present and gave an overview of the new town web site and all its features. Mr.Senior stated they would go live by the end of the week. Town Manager Review Chairman Kennedy stated she and Selectman Quigley have worked with Lisa Ugliaioro and developed a performance evaluation sheet for Mr.Senior's 6-month review. The individual worksheets will be completed by each Selectman and compiled. Motion by Selectman Gjesteby to approve the performance evaluation sheets,seconded by Selectman McCarthy and the vote was unanimous(S-O)- Proclamations Chairman Kennedy read aloud two proclamations for Christopher Carswell and lames Quarterman for the new service dog in town. Motion by Selectman Gaumer to approve the proclamation for James Quarterman,seconded by Selectman Gjesteby and the vote was unanimous(5-0). Motion by Selectman McCarthy to approve the proclamation for Christopher Carswell,seconded by Selectman Gjesteby and the vote was unanimous(5-0). 'town Manager Update Mr.Senior distributed the May financial reports to the board and stated everything is on track to close out for the year. He also stated he attended a meeting with Finance Director Mary Gallagher and Treasurer Collector Paula Linhares for visual budgeting. It looks like a great tool for the town. He will keep the board updated. He attended the Arts Festival and enjoyed a lobster roll. He purchased strawberry shortcakes for the employees at town hall. Mr.Senior stated All Facilities stickers are now available in the Town Clerks office during normal business hours. The stickers can also be purchased online. Selectmen Comments Selectman McCarthy attended a conference for new town officials presented by the DOR with Mr. Senior and Selectman Gjesteby. it was very informative and Useful. He also attended a new Selectmen training conference which was put on by the MMA. Selectman Gaumer congratulated the Class of 2014 on their recent graduation. He also congratulated the Boys Lacrosse Team on winning the State Championship. The OPEB Committee will make a presentation to the School Committee on their findings and recommendations. Selectman Gjesteby stated she went to the Nursery School Family Fun Day. It turned out to be a great event and they told her they preferred having the event at the library as the area is fenced in. She also met Parker the new Service Dog in town. She attended the meeting Selectmen-6.17.14-TC Initial 7 k` Minutes-Board of Selectmen June 17, 2014 regarding the John Smith Day and they are moving along. There will be boats from the Coast Guard. They are planning a fundraising dinner as well. There is great progress. Chairman Kennedy stated Norfolk Registry of Deeds will have open hours at town hall on Thursday,June 2e from 10.00 a.m.— 12:00 p.m. Chairman Kennedy congratulated Emma Davis,a junior,won a third straight state title. She also distributed a draft agenda for the board to look over for Thursday's Goals and Agenda workshop. She asked that anyone email her any comments. She stated Allison Callahan passed away and asked for a moment of silence. Selectman Gjesteby stated Marjorie Steele also recently passed away. Minutes Motion by Selectman Quigley to approve minutes of 6/3/14 as amended,seconded by Selectman Gjesteby and the vote was unanimous(5-0). Motion by Selectman Gaumer to adjoum,seconded by Selectman Gjesteby and the vote was unanimous(5-0).
