HomeMy WebLinkAboutMinutes - BoS - 01/11/2010 Minutes—Board of Selectmen January 11,2010 Selectmen Present: Paul Carlson, Chairman Karen Quigley Frederick Koed Ralph Dormitzer Selectman Absent: Edwin Carr Chairman Paul Carlson called the meeting to order at 7:OOPM. Selectmen Comment Period Selectmen Frederick Koed expressed condolences to the family of Thomas Burke. The Board held a moment of silence in memoriam. Selectman Ralph Dormitzer asked the Board what item they would recommend sending up in space with Lieutenant Bowen. The Board agreed to send the Cohasset town flag. Selectman Karen Quigley stated that Harbormaster, Lori Gibbons, sent out a card to out of town boaters encouraging them to visit Cohasset Harbor. Selectman Quigley stated that this not only promotes the harbor, but brings in additional transient boaters. Stormwater Advisory Committee—Noel Collins, of North Main Street,Jim Fitzgerald of 33 Rocky Lane and Ross W. Rosano of 21 Rocky Lane each reviewed their background and why they were interested in being a part of this committee. Selectman Dormitzer reviewed some of the responsibilities of the committee. He also encouraged them to work with the previous members of the Stormwater Management Committee. Selectman Quigley stated that the Stormwater Management Plan is something very near and dear to her heart. She reviewed the various responsibilities of the committee and encouraged the members to work with those who were previously involved. After a bit more discussion, Selectman Dormitzer moved to appoint Mr. Noel Collins, Mr.Jim Fitzgerald and Mr. Ross W. Rosano to the Stormwater Advisory Committee. Selectman Quigley seconded the motion and the vote was unanimous(5-0). Revocation of Liquor License—Cohasset Foot Mart—Selectman Quigley moved to revoke the retail package goods store license for wine and malt beverages of S.S.F.M., Inc. d/b/a Cohasset Food Mart located at 130 King Street. Selectman Koed seconded the motion and the vote was unanimous(5-0). Police Chief Appointment—Town Manager, William Griffin, read his statement aloud appointing Mark DeLuca as the Chief of Police. Mr. Griffin stated that of the four evaluation team members, one was strongly in favor of one candidate and the other three members all had the same top two candidates on their list (of four final candidates). Chairman Carlson stated that he felt the selection process was terrific and that the Town had received excellent candidates. Selectman Dormitzer stated that he participated in the final interview process and he felt that Chief DeLuca rose to the top and that he supported the appointment. Selectman Quigley stated that she knows that many residents will be disappointed with this appointment. She feels the residents were heard and their concerns addressed. She too feels that Mr. DeLuca rose to the top and she would support the appointment. She feels that Mr. Griffin did his due diligence in addressing the concerns raised by residents and others. Selectman Koed stated that he felt the process was a tribute to Mr. Griffin. He appreciates how Mr. Griffin outlined his reasons and his Selectmen—1.11.10-JBO 1 Minutes—Board of Selectmen January 11,2010 thinking and supports the appointment. He feels the process was fair and that he hopes at this point the Town can come together and support this [the appointment] and work together. Chairman Carlson asked if anyone in the audience wished to speak. Mary Snow, of 317 North Main Street and also Town employee, stated that she felt it was a kick in the teeth,that someone would work hard in town and that you expect to be promoted. She feels that nothing is transparent and that the Board is keeping secrets and that there is a conspiracy theory. Mr. Bob Hayden, of 287 Rockland Street in Hingham, addressed the Board and stated that he was fortunate to be Mr. DeLuca's boss and spoke highly in favor of him. Mr. Scott Coyne of Scituate also addressed the Board and spoke very highly of Mr. DeLuca. Selectman Dormitzer moved to appoint Mark DeLuca to the position as the Chief of Police. Selectman Koed seconded the motion and the vote was unanimous(4-0). Selectman Quigley addressed Ms. Snow and stated that she could only speak for herself, but that she could not keep a lie if she tried. Selectman Quigley stated that she listens with an open mind and tries to make the best decisions she can make for the Town of Cohasset. She said that she finds it very sad that Ms. Snow feels the way she does. She feels the selection process for Police Chief was a very open process and that there was no hidden agenda. Selectman Dormitzer moved to adjourn the meeting. Selectman Koed seconded the motion and the vote was unanimous(4-0). Meeting adjourned at 7:40PM.
