Carr Others Present: William R. Griffin,Town Manager Jennifer Oram, Selectmen's Clerk Chairman Paul Carlson called the meeting to order at 7PM. Town Manager's Report Town Manager, William Griffin, stated he was pleased to inform the Board and the community that former Police Chief of Cohasset, Brian Noonan, has accepted the position of Interim Chief of Police. Mr. Griffin reported that he and Chairman Carlson met in the village with shop owner, Darilynn Evans as well as the Manager of Tedeschi's. After looking at the existing signage it was agreed that four(4)thirty minute parking spaces would be enough. Selectman Edwin Carr moved to approve all of the parking recommendations provided by Chief Hussey and Lieutenant Quigley. Selectman Karen Quigley seconded the motion and the vote was unanimous (5-0). Selectmen's Comment Period Selectman Quigley, speaking as the liaison to the Recreation Commission, asked that the Budget Advisory Group look at the financials of the turf field. Selectman Quigley also stated that she agrees with Selectman Dormitzer that the selection of the new Police Chief is very important and sensitive. She stated that she has reviewed the Town Manager's Act and supports the process that Mr. Griffin will be implementing. Selectman Carr made mention of the letter the Board had received from the State Ethics Commission regarding the changes in the conflict of interest law and the State Ethics Commission's enabling act. Mr. Griffin stated that he is looking into what will be required of the Town. The Board agreed that Mr. Griffin would act as the liaison of the Town to the Ethics Commission. Selectman Dormitzer stated that he had talked to the abutters of Cunningham Bridge and they are adamant about not wanting people to park near the bridge and on their property. Selectman Quigley moved to approve the signage as recommended by the police department. Selectman Carr seconded the motion and the vote was unanimous(5-0). Chairman Carlson listed the recent appointments made by the Troika. Chairman Carlson also said that he attended the opening ceremony and football game at the new turf field and it was terrific. Expression of Appreciation to Police Chief James Hussey—Chief James Hussey joined the Board. Chairman Carlson thanked the Chief for the terrific job he has done over the last five years. He stated that the Chief brought calm and order to the Town when it needed it the most. He added that although the Board understands why the Chief has made the decision to leave,the Board and community will Selectmen—9.28.09 1 Minutes - Board of Selectmen September 28, 2009 miss him. Chief Hussey thanked the Board and said that all of the members past and present have been great people to work with. He said that going forward, the Board and the community have great and talented people [in the department] to work with. He added that he has loved every minute working and Town. Special Town Meeting Article Review Al Moore—Planning Board Associate Member—Chairman of the Planning Board, Al Moore, addressed the Board. Mr. Moore reviewed the Planning Board's article to add an elected Associate Member to the Planning Board. Mr. Moore stated that there have been many issues with quorums etc. After a brief discussion, Selectman Quigley moved to recommend this article and place it on the warrant for the Special Town Meeting. Selectman Dormitzer seconded the motion and the vote was unanimous (5-0). Attorney Richard Henderson—Abbott Development Easement—Attorney Henderson reviewed the reasons they are requesting the easement. He stated that the purpose of the easement is to permit the Grantee to enter Town property from time to time to maintain erosion control,to prune vegetation and remove debris for the purpose of permitting water to flow freely from the discharge pipe to the wetlands located on Town property. Selectman Quigley stated she was concerned about the size of the easement. Attorney Henderson explained that this type of easement is common practice, but that he would be happy to work with Town Counsel on the language. Selectman Carr moved to recommend the article and place it on the warrant for the Special Town Meeting pending approval of the language from Town Counsel. Selectman Koed seconded the motion and the vote was unanimous (5-0). Board of Assessors—Tax Deferrals for Single Seniors—Chairman of the Board of Assessors, Mary Granville, and Board of Assessors member, Elsa Miller reviewed this article for the Board. After a brief discussion Selectman Carr moved to recommend this article and place it on the warrant for the Special Town Meeting. Selectman Koed seconded the motion and the vote was unanimous(5-0). Board of Assessors—Tax Deferrals for National Guard and Reservists—Veteran's Agent,Joseph McElroy,joined the Assessors. After a brief discussion,Selectman Koed moved to recommend this article and place it on the warrant for the Special Town Meeting. Selectman Carr seconded the motion and the vote was unanimous (5-0). Proposed Safety Committee—There was a lengthy discussion about what the charge would be for this committee. The committee could have two issues to address: the safety issues in the area of the intersection of Pleasant Street, Reservoir Road and Old Pasture Road both now and if and when the easement for the Bear Hill Tank is moved. The Board decided to allow the committee to get up and running and then draft its own charge. Water Commissioner, Glenn Pratt has comprised a list of proposed members and will organize getting them together. Selectman Carr and Selectman Quigley represent the Board on this committee. Minutes—Selectman Dormitzer moved to approve the minutes of August 24, 2009 as written. Selectman Koed seconded the motion and the vote was unanimous (5-0). Selectman Carr moved to adjourn the meeting. Selectman Koed seconded the motion and the vote was unanimous(5-0). Meeting adjourned at 8:OOPM.
