Chairman Edwin G. Carr called the meeting to order at 7:OO13M.
Town Manager's Report
Town Manager, William Griffin,gave details of the meeting he and Selectman Paul Carlson attended in
Marshfield. The meeting was held by Congressman Bill Delahunt's office to review the details of the
Federal Stimulus Package that will be coming to the State. Mr. Griffin stated that the majority of the
monies look to be going to education and programs, and not as much toward infrastructure.
Selectmen's Comment Period
Selectman Ralph Dormitzer made mention of a letter that was in the Board's packet from a resident who
wanted to come before the Board to discuss an article for the Annual Town Meeting. Mr. Griffin stated
that once the proposed article is in the correct format, it will come before the Board. Selectman
Dormitzer would also like to have a future discussion on the Stormwater Bylaw to review how it is being
implemented.
Minutes—Selectman Carlson moved to approve the minutes of January 29, 2009 as amended.
Selectman Domitzer seconded the motion and the vote was unanimous(5-0).
Stormwater Advisory Committee Charge&Composition—After a brief discussion, Selectman Carlson
moved to approve the Stormwater Advisory Committee Charge&Composition as written. Selectman
Frederick Koed seconded the motion and the vote was unanimous(5-0).
Review Policy on Board Created Committees—The Board discussed the committees that need to be
reviewed on a periodic basis. It was agreed upon that reviewing them every year would be too often,
but two to three year reviews made sense. The Board also agreed to have members of the Harbor
Health Committee come before the Board in the future to discuss its status as a committee.
Selectwoman Karen Quigley moved to review Board created committees and their charges every
three years beginning in 2010. Selectman Koed seconded the motion and the vote was unanimous(5-
0).
Review of Governor's Fiscal 2010 Local Aid Proposal - Mr. Griffin updated the Board on where the Town
presently stands with State cuts. He said that as of now, State Aid is being cut by the Governor's budget
by$183,000, which is less of a cut than he had anticipated. This is because the Chapter 70 money was
left alone. His prediction on lottery funds was not far off, but it is still a 7.4% reduction in total state aid,
which is significant because it is coupled with a projected reduction in local receipts, as well as a
significant reduction in available funds. The total new revenues should be about$550,000 however it
should be noted that about half of that will be consumed by non-departmental expenses; particularly

health insurance, pension assessments and state charges. This leaves the Town with about $280,000 of
new revenue. Mr. Griffin is still reviewing budgets on the Town side and will hopefully be before the
Board with specific recommendations in about a week or two. He will continue to update the Board as
things become more clear.
Executive Session—Collective Bargaining
Selectman Carlson moved that the Board go into Executive Session for the purposes of discussing
Collective Bargaining. The Board will only come out of Executive Session for the purposes of
adjourning the meeting. Selectman Koed seconded the motion.
