Chairman Edwin G. Carr called the meeting to order at 7:0013M.
Town Manager's Report
Town Manager, William Griffin, informed the Board and community that he had appointed Mr.Joseph
McElroy to the position of Director Veteran's Services for an indefinite term. Mr. McElroy replaces
Robert Jackson who resigned from the position in December 2008.
Mr. Griffin would like to recommend the Board vote to reappoint Mr.Arthur Lehr as one of the two
Cohasset representatives to the Board of Directors of the South Shore Recycling Cooperative through
June 30, 2011. Selectwoman Quigley moved to approve the appointment. Selectman Frederick Koed
seconded the motion and the vote was unanimous (5-0).
Mr. Griffin updated the Board on the Massachusetts Municipal Association (MMA) conference and what
updates the Governor gave in regard to this year's and next year's budget. The Governor explained the
emergency 9C cuts and where they would come from this year(Lottery and Additional Assistance).
However, Mr. Griffin explained that the cuts for next year are still unknown but a clearer picture will be
made later this week when the Governor releases his FY 2010 budget.
Selectmen's Comment Period
Selectman Ralph Dormitzer stated that he admired the people who had recently installed sewer to his
home. He stated that they do it with a minimum amount of people in very tough weather conditions.
He added that once it is installed,the area is pretty well destroyed, but they do a good job.
Selectman Paul Carlson stated that he has known newly appointed Veteran's Agent,Joe McElroy for a
long time and that he feels he will be a excellent in the position.
Selectwoman Quigley agreed that Mr. McElroy is a great appointment. She also stated that she and the
members of the Open Space Committee have reviewed the RFPs that were submitted for the open
space plan, Beals&Thomas was awarded the contract, and the Open Space Plan Committee will be
meeting with them this week. She also stated that she was sure she was not the only Selectman
receiving calls about the wind turbine application. She stated that the Alternative Energy Committee
Chairman, Andrew Willard, wrote an excellent response to citizen concerns. It will be put up on the
Town's website.
Chairman Carr reviewed the letter from the Department of Telecommunications and Cable that was in
response to the Town to grant waivers in regard to the licensing process with Verizon. The Competition
Division waived the requirement of 60-days notice of the application filing deadline in the newspaper of
