Chairman McCarthy called the meeting to order at 6:30 p.m. Roll Call Vote: Diane Kennedy-Present, Paul
Schubert-Present, Kevin McCarthy-Present, Keri Thompson-Present,Jack Creighton-Present.
Chairman McCarthy asked for a motion to go into Executive Session for Exemption #3-To discuss
strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental
effect on the bargaining or litigating position of the public body and the Chair so declares. The Board
will discuss the Police Lieutenant contract. The Board will get an update on Town of Cohasset v. Gerd
Ordelheide,Town of Cohasset v.A&S Cohasset,LLC and Commonwealth v.Matthew Shannon. Motion
moved by Selectman Schubert and seconded by Selectman Kennedy. Roll Call Vote: Diane Kennedy-
Aye, Paul Schubert-Aye, Kevin McCarthy-Aye, Keri Thompson-Aye,Jack Creighton-Aye.
The Board went into Executive Session at 6:32 p.m.
The Board came out of Executive Session and back into public session at 7:19 p.m.
Public Comments-None.
Motion by Selectman Schubert to amend the agenda to accept a gift from the Basketball Boosters
next,seconded by Selectman Kennedy and the vote was unanimous (5-0).
Gift-Vote to Accept Boosters Basketball Gift of$9,000-Chairman of Recreation and President of
Basketball Boosters Michael Hession were present. The funds being donated will be used to renovate
the Sohier Street basketball court. The single court will be replaced with two courts side by side. They
hope to start the project in early April. Motion by Selectman Schubert to accept$9,000 from the
Basketball Boosters to renovate the Sohier Street basketball courts,seconded by Selectman Kennedy
and the vote was unanimous (5-0).
Mr. Senior advised the Board the Human Resources Policy presentation has to be delayed until 12/17/19
as Miriam Johnson had a family obligation and couldn't be here tonight. The Police Lieutenant contract
also needs to be delayed as there are a couple of issues to be finalized. He hopes it will be completed by
12/17/19. The one-day liquor license request has been withdrawn. The Conservation Commission
update was discussed in executive session earlier.
Presentation of the Distinguished Budget Presentation Award-Finance Director Don Piatt and
Treasurer/Collector Paula Linhares were present. Mr. Senior stated this is the first time the town has
applied for this reward and the first time the town has received it. It is very exciting news. He thanked
Don and Paula and the entire staff for all their hard work.

Fiscal 2020 Tax Classification Hearing-Continued from 11/19/19-Director of Assessing Mary Quill
advised the Board she needs them to authorize her and the town manager to file the LA-5 form to the
Mass Department of Revenue-Division of Local Services. Motion by Selectman Schubert to authorize
Chris Senior and Mary Quill to submit the LA-5 form to the Mass Department of Revenue-Division of
Local Services,seconded by Selectman Thompson and the vote was unanimous(5-0).
Motion by Selectman Kennedy to close the FY2020 Tax Classification Hearing, seconded by Selectman
Schubert and the vote was unanimous(5-0).
Cohasset Housing Authority-Introduction of New Executive Director-Chairman of CHA Taffy Nothnagle
gave a history of the Cohasset Housing Authority. They have had a temporary director since the
Executive Director of many years passed away. The State was leaning to regionalization with other
communities for Cohasset. Cohasset has recently partnered with Norwell. They interviewed three
candidates and have recently hired Colleen Lochey. Both organizations are separate and have their own
housing authority. Update on new construction house-Ms. Nothnagle reviewed the history of the
Trettis House with the Board. They sold the property and the new developer is moving along with the
construction and would expect the home to sell soon. They still own the land behind. They went out to
bid in June, they have a general contractor and local contractor and have excavated the property. They
property manager has a great reputation and the liaison with the DCH is great. They have poured the
foundation last weekend. They hope to have it completed by December 2020. The property will be a
group home for 12 mentally disabled. The house will count as 12 units of affordable housing.
Discussion of Appointment Process-The CHA is currently operating with a 3-person board. They
received a resignation notice and need to fill the position until the next election in May. They have
received an application from Donna McGee, and she has served on the committee in the past.
Chairman McCarthy stated they will advertise for the position for anyone that is interested and a joint
board will make the appointment on 12/17/19.
Board/Committee-Vacancies-Shellfish Constable-Mr. Senior stated they are currently accepting
applications for a Shellfish constable.
Town Hall Building Committee-Mr. Senior advised the Board Phil Lehr has applied for the Town Hall
Building Committee. He gave an overview of his background and recommended the Board appoint him.
Selectman Creighton stated he has spoken to Mr. Lehr at length and recommends him. Selectman
Schubert agreed and said Mr. Lehr would be a great addition. Motion by Selectman Creighton to
appoint Phil Lehr to the Cohasset Town Hall Building Committee for a term expiring 6/30/20,
seconded by Selectman Schubert and the vote was unanimous(5-0).
Community Electrical Aggregation Public Review Period-Chairman of Alternative Energy Committee
Tanya Bodell gave an overview of the public review period process. The period will run from December
4th to December 18th. The Board agreed the public hearing will be on December 17th at 7 p.m. Anyone
interested can submit written comments or come to the public hearing and discuss them. All
information and documents are available on the town website under the Selectmen's page. They have
also advertised in the Cohasset Mariner. Motion by Selectman Schubert to schedule the Board of
Selectmen meeting for the Aggregation Program for the Public Comment Review on December 17,
2019 for oral and written comments,seconded by Selectman Kennedy and the vote was unanimous
(5-0).

premises) licenses for Cohasset Pizza Company, Inc. d/b/a Victorias,South Shore Playhouse Associates
d/b/a South Shore Music Circus, 5 South Main Inc. d/b/a 5 South Main, seconded by Selectman
Schubert and the vote was unanimous(5-0).
Innholder All Alcohol (on premises) licenses-Motion by Selectman Kennedy to approve the Innholder
All Alcohol (on premises) licenses for Cohasset Sarro, Inc. d/b/a Red Lion Inn, Cohasset Harbor Group,
LLC d/b/a Cohasset Harbor Inn,seconded by Selectman Schubert and the vote was unanimous(5-0).
Club All Alcohol (on premises) licenses-Motion by Selectman Thompson to approve the Club All
Alcohol (on premises) licenses for George H. Mealy Post#118—The American Legion,Cohasset Golf
Club d/b/a Cohasset Golf Club,seconded by Selectman Schubert and the vote was 4-0-1. Chairman
McCarthy recused from the vote.
Retail Package (All Alcohol) licenses-Motion by Selectman Schubert to approve the Retail Package (All
Alcohol) licenses for A Taste for Wine, Inc. d/b/a Taste for Wine,Yogi Raj Corp d/b/a Curtis Liquors,
seconded by Selectman Thompson and the vote was unanimous (5-0).
Retail Package (Wine& Malt) licenses-Motion by Selectman Thompson to approve the Retail Package
(Wine& Malt) licenses for Mullaney's Fish Market, Barrel &Vine, LLC d/b/a Barrel &Vine,The Anchor
and Sail, LLC d/b/a Anchor and Sail, seconded by Selectman Schubert and the vote was unanimous
(5-0).
Common Victuallar Licenses-Motion by Selectman Schubert to approve the Common Victuallar
licenses for Celtic Bistro Corporation d/b/a/Bia Bistro,The Corner Stop Eatery d/b/a The Corner Stop

the Class I and II (Car Sales, New and Used Vehicles) licenses for W. N. Motors, Inc. d/b/a Coastal
Nissan (742 CJCH) and Cohasset Imports(508 CJCH), seconded by Selectman Thompson and the vote
was unanimous (5-0).
Class II (Car Sales, Used Vehicles) Licenses-Motion by Selectman Thompson to approve a Class II (Car
Sales, Used Vehicles) licenses for CBK Auto,Jeffrey Pinkus, 547 Beechwood Street, Aristocrat Auto and
Truck Sales,Joseph Rosano, 105 Ripley Road,John's Car Care,John Kubik Owner, Elhage Auto Group,
LLC, seconded by Selectman Kennedy and the vote was unanimous (5-0).
Motion by Selectman Schubert to NOT approve the renewal of the Wine& Malt (on premises) license
for Simply Smith's Catering& Event Planning d/b/a Simply Smith's at One Pleasant at the license
holders request, seconded by Selectman Kennedy and the vote was unanimous(5-0).

Mr. Senior advised the Board that the applicant's attorney for Sajjan Enterprises, LLC has asked to
continue the hearing until December 17, 2019. Motion by Selectman Kennedy to continue the hearing
on the renewal application for Sajjan Enterprises, LLC and the hearing to consider denying,suspending
or revoking said renewal applications due to sums owed the Town to December 17, 2019 at 8:30 p.m.,
seconded by Selectman Thompson and the vote was unanimous (5-0).
Set Dates for Annual Town Meeting and Annual Town Elections-Motion by Selectman Schubert to set
the date of Annual Town Meeting for May 4, 2020 and the date of Annual Town Elections for May 9,
2020, seconded by Selectman Thompson and the vote was unanimous(5-0).
Town Manager Update-Town Hall Project Update-Mr. Senior advised the Board the Town Hall
Committee met last Monday. There are four finalists that will be interviewed next week for the Owner's
Project Manager (OPM). They have had some good ideas for alternative sites for staff. Phil Lehr will be
a great addition to the committee. Chairman McCarthy suggested putting together a public forum in
January or February to get information to the public. Mr. Senior advised the Board he sent the draft
FY21 Budget Planning Calendar. Selectman Kennedy suggested maybe having a live audience at the
town meeting forum (143TV)to allow the public to ask questions. He also has three upcoming Fiscal
Forums on 12/5/19, 12/12/19 and 12/19/19 and invited the Board to attend. Mr. Senior distributed the
2020 Election Calendar. Mr. Senior reminded the Board there is an executive session with the School
Committee on Tuesday, December 10, 2019 at Willcutt Commons.
Selectmen Comments-Chairman McCarthy reminded the Board there is a Selectmen Goals meeting on
1/7/19 at 6:30 p.m. He suggested the Board have dinner after the meeting. Mr. Senior will pick a place
to go and noted that he has a book he will give to everyone before the meeting to prompt discussion at
dinner. Mr. Creighton asked if the Board would consider setting up a task force for Water/Sewer with
the upcoming potential projects with Scituate and Hingham. Chairman McCarthy suggested the Board
discuss at a meeting after they get an update on the Hingham water acquisition. Selectman Thompson
thanked everyone that put up the lobster trap tree. It puts everyone in the holiday spirit. Selectman
Schubert suggested the Board discuss possibly having a water works administration instead of water and
sewer separate enterprise funds. Mr. Senior will look into. Selectman Kennedy asked if the Board
would be getting an update on a consultant for the aquaculture issue. Mr. Senior will update the Board
at the 12/17/19 meeting. Selectman Kennedy stated the Affordable Housing Authority Trust Committee
met yesterday and are looking to have counsel help with the finalization of the Declaration of Trust and
advise on some language in the AHT bylaw. Mr. Senior will discuss with her. Chairman McCarthy stated
three Cohasset Police Officers were honored in Washington, DC this week for their work in saving a life
last December. There was a lot of excellent videos on social media of the event.
Minutes-Motion by Selectman Kennedy to approve the minutes of 11/19/19,seconded by Selectman
Schubert and the vote was unanimous(5-0).
Motion by Selectman Thompson to adjourn,seconded by Selectman Schubert and the vote was
unanimous(5-0).
The meeting adjourned at 9:10 p.m.
