Chairman McCarthy called the meeting to order at 7:04 p.m. Roll Call Vote: Diane Kennedy-Present,
Paul Schubert-Present, Kevin McCarthy-Present, Keri Thompson-Present.
Pledge-Recited.
Public Comment-Diana Kornet-67 Gammons Road and member of First Parish stated she sent a letter on
behalf of the Parish regarding proposed changes to the Cohasset Common. They have concerns with the
proposed parking changes and are requesting more discussions before a decision is made. Chairman
McCarthy thanked Ms. Kornet for her letter. He will put on an upcoming agenda to have a bigger
discussion. Mr. Senior stated he has met with individuals from the three churches and are listening to
their concerns. He is happy to meet with anyone else and can discuss at the 10/29/19 meeting.
Recognition-Chairman McCarthy welcomed Lt. Lennon and Officer Bates & Officer Stotik back to active
duty and for saving a life during an incident in December. Chief William Quigley stated they are being
awarded the Medal of Valor, the State's highest honor for police officers, at the State House on Friday.
Officer Bates & Officer Stotik will be flown to Washington, DC in December to receive the Attorney
General's Medal for Distinguished Service in Policing. Chief Quigley stated this group is humbled
that the Board is welcoming them back to work. He thanked Mr. Senior and Miriam Johnson and
members of SCRECC for all their help with this endeavor. Mr. Senior stated the Town is very, very
grateful to have Lt. Lennon and Officer Bates and Officer Stotik back.
Licenses/Permits-South Shore Community Center-Nursery School Halloween Fair-Director of SSCC
Nursery School Ann Madden reviewed the proposed event. This year is the 35t"year of the event. They
are asking for the Board to waive the application fee. Motion by Selectman Schubert to approve the
Halloween Fair on 10/20/19 from 12-4 p.m., seconded by Selectman Thompson and the vote was
unanimous (4-0). Motion by Selectman Schubert to waive the application fee for the Halloween Fair
on 10/20/19, seconded by Selectman Kennedy and the vote was unanimous (4-0).
Cohasset Recreation-Thanks-For-Giving 5K Road Race-Recreation Commission member Tim Burnieika
gave an overview of the event. The event is on 11/28/19 and setup starts at 5:30 a.m. and the event is
over by 10:00 a.m. Motion by Selectman Schubert to approve the Thanks-For-Giving 5K Road Race on
11/28/19 from 5:30 a.m. until 10:00 a.m., seconded by Selectman Kennedy and the vote was
unanimous (4-0).
South Shore Community Center-Jingle Bell Walk-SSCC Program Director Paula Murphy gave an
overview of the event. Santa will arrive by boat and all activities are free. They are asking for the

application fee to be waived. Motion by Selectman Schubert to approve the Jingle Bell Walk on
11/29/19 from 2-4 p.m.,seconded by Selectman Kennedy and the vote was unanimous (4-0).
Motion by Selectman Schubert to waive the application fee for the Jingle Bell Walk on 11/29/19,
seconded by Selectman Kennedy and the vote was unanimous (4-0).
Board/Committee Appointments-Affordable Housing Steering Committee-Motion by Selectman
Thompson to appoint Robert Jeffers to the Affordable Housing Steering Committee for a 3-year term,
seconded by Selectman Schubert and the vote was unanimous (4-0).
Cohasset Cultural Council-Motion by Selectman Kennedy to appoint Kelly Basile to the Cohasset
Cultural Council for a 3-year term, seconded by Selectman Schubert and the vote was unanimous (4-
0).
Cohasset Common Historic District Commission-Motion by Selectman Kennedy to appoint John Coffey
to the Cohasset Common Historic District Commission for a 3-year term, seconded by Selectman
Schubert and the vote was unanimous(4-0).
Amendment to Home Rule Petition-Prudent Investor Act-Treasurer/Collector Paula Linhares explained
the letter they have drafted agreeing to proposed language of the Prudent Investor Act. They explained
how the Town is constrained but agrees to the small first step in the right direction. Motion by
Selectman Kennedy to approve the letter regarding Senate Bill No. 2230 allowing the Town to invest
its Trust Funds in accordance with MGL Ch. 203C sections 3,4, 5,8, and 9 as presented, seconded by
Selectman Schubert and the vote was unanimous (4-0).
Town Hall Protect-Update-Owners Protect Manager-Mr. Senior advised the Board the Town received S
strong responses to the RFQ. They are currently being reviewed and scored. They should have a short
list by Friday. The OPM will work to get the project to completion on behalf of the Town.
Records Management Update-Mr. Senior stated they have hired King Information System. They have
spent time in town hall and the library basement. The storage is a mess but far from the worst they
have seen. The initial investigation is that 234 boxes can be destroyed. Some of the information can be
microfilmed. The quote came in $10,000 less than the allocated $50,000 for the project so that they can
use the extra funds to get some of the information microfilmed. Mr. Senior recently met with Historian
Nick Cotoulas from library about preserving some books and a map.
Town Manager-Update-Mr. Senior stated tomorrow night at 6 p.m. there is a Procurement Training at
Willcutt Commons. There are about 30 people from area towns that are participating. Mr. Senior
stated he has been having ongoing conversations about shell fishing with the Town of Scituate. He has
also met about regional sewer and has had meetings with the churches about some changes to the
Cohasset Common. He has had a lot of one on one conversations. Mr. Senior stated he will be
attending the ICMA Conference next week and he will report back to the Board.
Selectmen Comments-Discuss 11/5/19 Meeting-Chairman McCarthy stated the Board is scheduled to
meet on November 5th the night after Special Town Meeting. He is not sure it will be necessary. They
Board agreed to discuss at their next meeting on 10/29/19. The Board also agreed to add a meeting on
1/21/20 for an Update on Goals at Willcutt Commons. Mr. Senior advised the Board the Annual MMA
Trade Show is January 24th & 25th. Any member interested should email Tracey Connors. Selectman

Kennedy stated Steve Gaumer attended the Advisory Committee meeting tonight on behalf of
Affordable Housing Trust Committee. The Advisory Committee voted in favor to recommend to STM
that$150,000 be put into the Affordable Housing Trust Account from CPC. Selectman Kennedy asked if
the Board could get an update from National Grid on electrical outages. Chairman McCarthy will add an
update to an agenda in November. Selectman Kennedy stated she is sending good vibes to the
Chairman of CPC who is having some health issues. Selectman Schubert stated he just had a microgrid
(battery storage system) installed at his home. He will let the Board know how it works out. Mr. Senior
advised the Board the Town will be receiving 4 additional electric charging stations. Selectman
Thompson stated she had a great meeting with Chris Senior on Friday. Several people have approached
her about shell fishing. She is looking forwarded to more conversations.
Minutes-Motion by Selectman Kennedy to approve the minutes of 9/24/19 and 10/1/19, seconded by
Selectman Thompson and the vote was unanimous(4-0).
Motion by Selectman Kennedy to adjourn, seconded by Selectman Schubert and the vote was
unanimous(4-0).
