John C. recognized Mary McGoldrick to provide update on the Town Hall Renovation project. In response to a previous question,Mary M.provided examples of other town hall renovation projects across the state. There were 106 projects since 2012 ranging from small to large projects. Some of these were funded by the respective town's historic preservation accounts. Mary updated the committee that they were able to reduce $800K from the $13 AM price tag. The revised price is now $12.6M. Some of these were from the elimination of new furniture&equipment since they feel existing assets can be reused for now. There may be additional savings from architects but has not been defined as of yet. Also,Mary M. mentioned that there are major preservation related grants they will be applying for. If approved,these grants can reduce or offset the CPC funding. As of today,the proposal for CPC funding is now$4M of which, $1.5 will come from CPC funds and$2.5M to be bonded for 20 years supported by CPC future revenues. Mary M.provided some estimates to fix the buildings in the event the Town Hall Renovation project is voted down. She stated the following: • $1.5M to repair the administrative building. • $4.OM to repair the historic town hall. • The total of$5.5M to fix vs. $12.6M to renovate. The $5.5M estimate to fix is derived using the $350/sq. ft. estimate from the previous study. Additional discussions followed regarding the impact to the average resident's tax rate and the calculations using"what if'bond rate%. The committee will vote after the joint meeting with Capital Budget and during tomorrow's Advisory Committee meeting. 10:15 p.m.—Meeting adjourned Advisory Committee Minutes—April 9,2018 Page 1 of 1
