7:05 Meeting called to order in Town Hall staff room as Selectman's office was locked
1. Minutes of 4/6/17
Motion by GC, 2nd by LJ, Approved 5-0, 2 abstentions
2. Article 3 - Sewer Rate Increase
Wayne Sawchuk, Sewer Commission, discussed the Sewer Dept. Budget and this article
for sewer rate increase. Many questions about why usage fees were going up so much, how the
money for user pumps interact with the budget, the amount of money in debt service account
and how it is used. Key question in this article is whether we pay for future capital
improvements now through rate increases or whether we pay later through a combination of
retained earnings and bonding.
Motion to approve this Article by GC, 2nd by HL, Approved 4-3
3. Article 7 - Movement of revenue into Stabilization Funds
Parts 1,2,3 previously voted.
Part 4 - Movement of $400,000 Sewer Retained Earnings to Sewer Capital Stabilization
discussed.
Motion to approve part 4 by GC, 2nd by LJ, Approved 7-0
Part 5 - Movement of $200,000 Sewer Debt Stabilization to Sewer Capital Stabilization.
Discussion ensued about the impact of this move on long term payment of Sewer Debt. Agreed
to discuss this with Mary Gallagher, Town Accountant.
Motion to approve part 5 by GC, 2nd by LJ, Approved 4-3
4. Article 11 -Allocation of funds for one time costs
Parts 1,2 and 4 previously voted.
Part 3 - Funds from free cash for Senior Center broadcasting equipment presented by
Sam Wakeman for the Capital Budget Committee. A spread sheet detailing budget for the
project was presented. $17,000 will be funded by "Cohasset 143", and $25,000 from free cash.
Motion to approve by LM, 2nd GC, Approved 7-0
5. Article 28 - Land Alteration Regulations
Tom Callahan and Rick Swanborg discussed the details of this article which was previously
approved by other committees. ( Planning 3-1, Conservation 6-0, BOS 3-2, ). Considerable
discussion was held on the additional work this would require for the planning board, the
clearing area requirements and exemptions, the limitations placed on use of property, and the
special permit and enforcement procedures.
Motion to approve by HL, 2nd by TB, Approved 5-2
