Advisory Committee
April 24, 2014
Member Present: Peter Pescatore (Chair), Lynda Mooney, Rich Fitzpatrick, George
Chamillard, Lee Jenkins.
The meeting was called to order at 7:02.
1. Governance Committee
Article 22 (Proposed Bylaw Changes - Selectmen)
The Board of Selectmen proposed a set of bylaw changes based on those proposed by
the Governance Committee. If article 22 passes article 27 will be indefinitely postponed.
The principal difference between the two proposals is a requirement the Board of
Selectmen name a citizen's committee to help choose a new Town Manager. The
Governance Committee feels citizen involvement is critical to a search and this article
would give the selectmen the ability to not name a citizen's committee.
MOTION to Not Recommend by Lynda Mooney, no second.
MOTION to Recommend by George Chamillard, second by Lee Jenkins. Motion fails 2-3
(Fitzpatrick, Pescatore)
MOTION to not recommend Lynda Mooney, second by Lee Jenkins 3-2 (Fitzpatrick
Pescatore)
Article 27
The Governance Committee has proposed changes to the Bylaws but they aren't
satisfied with language and will offer an amendment at town meeting.
MOTION to recommend by George Chamillard, second by Lee Jenkins. Motion fails 2-3
(Jenkins Chamillard).
2. Capital Budget
CBC hasn't voted the actual list yet, A vote on the list of projects is deferred until 4/28.
3. Article 5
The Stabilization Fund contribution is now $99,000. Police and Fire OT were increased
$15,000. The Water Enterprise fund is reimbursed from insurance for $29,000 an offset.
MOTION to recommend by George Chamillard, second by Lee Jenkins. Motion approved
5-0.
4. Article 12
The Army Corps of Engineers want an easement to dump sand from the Harbor
dredging project so the town will take a temporary easement. Sandy Beach Assoc. is
happy to get the sand. The Town Meeting motion will have language included that the
easement will be acquired for "nominal consideration".
MOTION to recommend by Lee Jenkins, second by George Chamillard. Motion approved
5-0.
5. Article 19
Will be indefinitely postponed. Discussion about whether or not the committee should
vote on a postponed article.
MOTION to Recommend by George Chamillard, second by Peter Pescatore. Motion
approved 3-2 (Mooney, Fitzpatrick)
6. Recommend Minutes from 4/17
Final draft is still waiting.
7. Speakers at Town Meeting
A discussion was held to determine which members wanted to speak to the
committee's recommendations at Town Meeting.
8. Adjournment
MOTION to adjourn by George Chamillard, seconded by Lynda Mooney. Motion approved 5-0
