HomeMy WebLinkAboutMinutes - AC - 03/20/2019 Cohasset Advisory Committee Meeting March 20,2019 Cohasset Town Hall Board of Advisory-March 20,2019 Attendance:John Chapman (Chair), Rob Hillman, Helene Lieb,Tanya Bodell, Rich Fitzpatrick, Leland Jenkins and Tom Baker Absent: Paul Carlson, Michael Dick Call to order:7:10 pm Approval of Minutes Feb 21: Helene Lieb moved to approve,Seconded by Tom Baker.Approved 4-0 with two abstentions Warrant Articles: 1. Article 3: Operating Budget-Motion by Helene Lieb to recommend. Motion seconded by Rich Fitzpatrick. Recommended 6-0 2. Article 4: Unpaid Bills from Previous Years- Rob Hillman moved to recommend. Motion was seconded by Rich Fitzpatrick. Recommended 6-0 3. Article 5:Supplemental Appropriations- Leland Jenkins moved to recommend.The motion was seconded by Helene Lieb. Recommended 6-0 4. Article 6.Stabilization and other Special Funds-Moved by John Chapman to recommend,excluding Water General Revenues pending further details.The motion was seconded by Helene Lieb. Recommended 7-0 5. Article 7: Capital Improvement Budget-Going to hold the vote pending further details: Enterprise Funds-Too early to take action on.$400,000 Water main loop is being removed. Roof for the treatment plant is$250,000 is being considered. 6. Article 9:Allocation of Funds for One Time Cost-Brief discussion of the line items.Tanya Bodell moved to approve traffic study.Seconded by Rich Fitzpatrick;Approved 6-1 Helene Lieb moved to recommend items 2-6. Tanya Bodell seconded the motion; Recommended 7-0 7. Article 12: Increased Thresholds for Personal Property Taxation-Rich moved to recommend.The motion was seconded by Rob Hillman. Recommended 7-0 8. Article 13:Community Preservation Committee(CPC)-The committee debated recommendation by the CPC for a$400K grant to the Community Swim Center(CSC). A recommendation is tabled pending further discussion with CPC and CSC. 9. Article 15: Update to Animal Control Fines-Tanya Bodell moved to recommend.The motion was seconded by Rob Hillman. Recommended 6-0. 10. Article 16: Relocation of James Brook-Discussed the merit of the article and want to table pending further details of the article. 11. Article 17: Electrical Billing Aggregation-Steve Weiner was present to respond to questions.The advisory committee asked for additional details on the potential dedicated staff time required to explore energy aggregation for the town. Rich moves to recommend approval.The motion was seconded by Leland Jenkins. Recommended 7-0 12. Article 18: Rescind Voluntary Check-off for Elderly Tax Abatement-Tanya Bodell moved to recommend.The motion was seconded by Leland Jenkins. Recommended 6-0 13. Article TBD:James Brook easement at 2 Smith Place-Too early to discuss.Tabled pending further clarity. 14. Article TBD:Amend Sewer District Map-Advisory board recommends indefinite postponement to amend sewer district map.John Chapman moved to adopt this recommendation.Tanya Bodell seconded the motion.Approved 6-0 15. Article TBD:Conservation Restriction-No action can be taken until the town gets clarity and confirmation of title. Recommendation vote tabled pending further information as well as to understand a formal policy by the town in how it expects to handle similar future circumstances. 16. Article TBD: Release of Water Easement-The committee cannot take position at this time until further details are known. 17. Article TBD: Harbor Zoning-The committee cannot take position at this time until further details are known.
