PLACE: COHASSET TOWN HALL— BASEMENT MEETING ROOM 41 HIGHLAND AVENUE, COHASSET,MA 02025 Board Members Present: Stuart W. Ivimey,Vice Chair Jean Healey-Dippold, Clerk Clark H. Brewer Charles A. Samuelson William Hannon,Associate Member Board Members Absent: Alfred S. Moore,Jr.—Chairman Recording Secretary Present: Meeting called to order at: 7:00 P.M. 7:00 P.M PLANNING BOARD DISCUSSION—PLANNING BOARD GOALS,POLICIES Master plan: Bill Hannon had discussions with representative of the UMASS McCormack Graduate School of Policy Studies. It was suggested to Bill that in preparing a master plan vision sessions be created with as many interested stakeholders as possible with a separate session for the business community. Using Survey Monkey, an electronic survey vehicle is a good method to gain insights along with other available methodologies including local cable TV. Grant writin>;: There is potential for enormous return on investment to have a municipal grant writer available. Other towns have seen a 10 fold return. It was suggested that training in house staff might be possible. Follow up with Town Manager Bill Griffin was suggested,to find out what other similar communities are doing on this front. Cohasset Harbor: most of the lively discussion centered around the future transition of ownership of key properties at the harbor. There was general discussion on allowable uses at the harbor and whether modest changes in exchange for some town benefit might be worth pursuing. This might include a corporate retreat center or other use not currently allowed as of right. This might be an opportunity to have a harbor master plan put together that could be the backbone to a position on this. Village: contacting the economic development committee to see what their plans for the village might be was discussed. Encouraging a diverse business types that could add to the vitality of the village were discussed including a bookstore or hardware store. The issues of parking were generally discussed and while there are strategies to manage peak demand,this will always be a struggle during peak times and special events. Zoning: updating zoning map was raised, along with other changes to zoning can create a climate of investment especially at the small scale for existing home owners. MEETING ADJOURNED AT 9:00 P.M.
