PLACE: COHASSET TOWN HALL— BASEMENT MEETING ROOM 41 HIGHLAND AVENUE, COHASSET,MA 02025 Board Members Present: Alfred S. Moore,Jr. - Chairman Stuart W. Ivimey,Vice Chair Charles A. Brewer Board Members Absent: Michael R.Westcott Recording Secretary Present: Jo-Ann M.Pilczak Meeting called to order at: 7:00 P.M. 7:00 P.M. 55 SOUTH MAIN ST, MODIFICATION TO ENDORSED FORM A#914,OWNER: GEORGE ROUKOUNAKIS (not on agenda) Neil Murphy,Neil Murphy Associates represented. Murphy explained that the land court made a few minor modifications to Form A#914 previously endorsed on July 21, 2008 that required a new endorsement. MOTION: by Member Ivimey to endorse this amended Form A with the minor modifications by the Land Court SECOND: Member Brewer VOTE: 4 -0 MOTION CARRIES 7:10 P.M. ZBA RECOMMENDATIONS • 17 SOHIER ST, DIARMUID &ELIZABETH O'CONNELL,APPEAL OF BUILDING INSPECTOR'S DECISION In the past,Town Counsel has advised Planning Board that they are not required to make recommendations to the ZBA for applications that are appealing decisions. In addition,the Board felt they do not have adequate background information to make a recommendation and, could not gain such information without a full hearing with both sides present. MOTION: by Member Ivimey to not make a recommendation to the ZBA regarding this appeal SECOND: Member Samuelson VOTE: 4 -0 MOTION CARRIES • 790 CHIEF JUSTICE CUSHING HIGHWAY,VARIANCE APPLICATION,TRT COHASSET LLC In reviewing this application, the Board unanimously agreed that the new sign is a definite improvement over the old, existing sign at this location. However, it was noted that while the outside dimensions of the proposed sign are slightly less than the existing, the overall"signage dimensions" have increased as the open spaces between the existing individual tenant panels have been removed in the proposed sign such that the proposed sign is a solid surface of individual tenant panels. The Planning Board felt that: 1. the larger solid surface area of the proposed sign mounted on the existing(old) foundation and structural support poses a hazard in high winds and, strongly recommends that the foundation and structural steel supports be redesigned and re-engineered by a structural engineer(not just reused) and, 2. there appears to be a possibility of additional tenant panels on the bottom of the proposed sign MOTION: by Member Brewer to recommend that the ZBA approve this special permit application with conditions that: 1. require a redesigned and re-engineered foundation and structural steel supports; and, 2. clearly define the signage area so additional signs cannot be added in the future. Simple division of lot into two lots. Both on public way. Abuts Downtown Business District,but is not in the Downtown Business District. MOTION: by Member Ivimey to endorse this Form A application SECOND: Member Samuelson VOTE: 4-0 MOTION CARRIES 7:40 P.M. ADMINISTRATION • VOTE TO APPROVE JANUARY 12,2009 MINUTES—Minutes not completed in time for meeting • SET MARCH MEETING DATES—March 9 and March 30,2009 Also,move Inclusionary Zoning Public hearings to March 9 • PLANNING BOARD GOALS FOR 2009 AND BEYOND—not addressed,put on future agenda MOTION: by Member Ivimey to adjourn at 7:45 P.M.
