Pratt,Vice Chairman Recording Secretary Present: Jo-Ann M. Pilczak MEETING CALLED TO ORDER AT: 7:10 P.M. 7:10 P.M. ESTATES AT CASTLE HILL,MARCH 31,2007 EXTENSION DISCUSSION MOTION: by Member Sturdy to grant an extension to May 31,2007 as requested by applicant SECOND: Member Westcott VOTE: 3—1 MOTION CARRIES 7:15 P.M. GLENN PRATT—EXPLANATION OF BOS DRAINAGE ARTICLE IN CONJUNCTION WITH LITTLE HARBOR PROJECT Glenn Pratt making round of all boards to explain the BOS Article#26 for March 31,2007 ATM. Money appropriated for drainage improvements. Water Dept. going to improve 12 streets in conjunction with Little Harbor Project but there are many more streets that have drainage problems that would entail significant cost to remedy. This article provides$1 million for DPW to fix problems in conjunction with Water Dept.projects. Some of the money can be spent to hire a consultant to conduct a town wide drainage study. BOS in favor of this article. Member Ivimey mentioned that all engineers on the Stormwater Committee indicate that this is very desperately needed to improve the infrastructure and address the drainage problems around the Town. 7:25 P.M. ZBA RECOMMENDATIONS • 264 JERUSALEM ROAD, SPECIAL PERMIT APPLICATION,APPLICANTS: THOMAS& MARGARITA NELSON, date stamped: 03/19/07 Thomas and Margarita Nelson in attendance to represent this application. Have existing sun porch.Would like to build master bedroom over the sun porch. Older house and doesn't have required setbacks. Applicants asking to have 8.7.2 applied as they would not be making it any more nonconforming. Applicants border on the Clark property which is actually a marsh. Property was spun off of Sturdy property in 1951 with only 10' of frontage but that was pre-zoning. Sideline is really a sideline to nothing but marsh. There is really no harm in that it will not affect anyone's view or property or anything else. This is a very unique situation in that it is a structure that pre-exists zoning by many years, situated on a very unique shaped lot facing a marsh,not a neighbor so neighbors will not be impacted. MOTION: by Member Sturdy to recommend that the ZBA approve this special permit application. SECOND: Member Ivimey VOTE: 4-0 MOTION CARRIES • 13 PRATT COURT,SPECIAL PERMIT APPLICATION,APPLICANTS: PETER J. &JANET ROBINSON,date stamped: 03/19/07. Janet Robinson in attendance to represent this application. Home has a converted garage on one side which is an eyesore and needs to be rebuilt. Also want to tear down and rebuild breezeway on sonatubes. Plan to cut 5' off the left side of structure and add a few feet to the front of house,near driveway which makes it somewhat less non-conforming. Would also like to put a master suite on the right side of the structure with a 2nd story. Ripley Road is the frontage and Pratt Court is the side setback which would require a Planning Board Meeting 2 of 2 March 21,2007 20' setback. The proposed plans show a 23.7' side setback on Pratt Ct. Plot borders on wetland so there will never be an impact on an abutter. MOTION: by Member Sturdy to recommend that the ZBA approve this special permit application. SECOND: Member Ivimey VOTE: 4-0 MOTION CARRIES 8:00 P.M. SPECIAL INTEREST TOPICS • PLANNING BOARD REVENUES,EXPENSES—Member Ivimey discussing with Town Manager and Finance Director. • LEGAL BILLINGS—System now in place to charge legal billings to applicant fee deposit accounts. Question still remains as to what types of billings can be charge against those fee deposit accounts. Town Manager discussing with Town Counsel. • REHABILITATION OF OLD WING OF TOWN HALL—Member sturdy noted that he read about this in the paper. He thinks money should be spent on changing the appearance of newer annex portion of Town Hall to be more consistent with architecture of original old wing of Town Hall and with the Common Historic District. 8:30 P.M.
