HomeMy WebLinkAboutMinutes - PB - 11/10/2004 Meeting started at 7:30 PM ASM PP BS MW SI LH All in attendance 735 Jerusalem Rd Applicant, Joseph Iantosca and his engineer, John Cavanaro present the application. The proposed 4058 (RGFA) SF dwelling is located in approximately the same footprint as the former approx. 1400 SF ranch-style home. New square footage is generally located in finished attic space and living space located over the garage. The applicant proposes berming the front of the property up approx. 3 feet with significant landscaping to disguise exposed foundation. Right side yard is slightly increased compared to former home on site. Roof leaders may be directed to dry wells as part of drainage plan. 36" Oak may be removed as condition is questionable and new driveway construction may affect root structure. Planner Harrington reviewed her checklist which showed the application to be substantially complete. MOTION: SI Harrington to submit a positive recommendation to the Building Inspector encapsulating the hearing discussion. SECOND: PP VOTE: 5-0 8:00 Master Plan The Board discussed the Executive Summary (ES) of the Draft Master Plan as this includes all of the recommendations and action items contained in the full plan. Items of discussion are captured in detail in a edited version of the (ES) completed by the Town Planner and dated November 10, 2004. In general the discussion focused on the following items: Clear attribution for statements like "many residents expressed concerns"by adding language that comments were received via written survey and at public meetings. Deleting language that town is "well-run" Adding beach to list of landscape characteristics Deleting language regarding low-density, suburban sprawl Clarifying that many Master Plan actions will require Town Meeting ratification Clarifying that Selectmen review is prior to final PB approval Clarify that survey issues of concern were listed in descending order Clarifying the results of the scenario analysis that studied the fiscal impacts of various levels of residential and commercial growth and open space acquisition Clarification the fiscal benefits of commercial growth, while not a large absolute amount, are still worth pursuing for the limited,positive, addition to the tax base Research whether a Municipal Harbor Plan binds the Town to certain state-mandated actions (Peter Pratt to research) Clarification that"Cluster-by-right" is separate from the existing Residential Cluster District Special Permit and that an applicant still needs to complete the subdivision process of hearing and approval, but the zoning piece is by-right Delete statement regarding the high cost of housing in Cohasset Delete Center for Student Coastal Research/SSAC Planner to research the need for a listing of Historic Register eligible properties for use in Demo Delay bylaw Delete language about skateboard park and fitness center and pool The Board will continue the discussion and look at Housing and Residential Development, Economic Development, Public Facilities and Services and Transportation and Mobility at its next meeting. Harrington will provide the Board with an edited version of the ES for review before the next Master Plan discussion. Adminstration Harrington suggests that DPW, Fire and Police be dropped from the Large Home distribution as no comments have come in for first four applications. Motion: PP delete these departments from "usual" distribution. Board retains ability to solicit comments from all boards/departments if deemed necessary by PB.
