Pratt,Vice Chairman Stuart Ivimey, Clerk Mike Westcott Robert H. Sturdy Board Members Absent: Recording Secretary Present: Jo-Ann M. Pilczak Town Planner Present: Elizabeth B. Harrington MEETING WAS MOVED TO SELECTMENS' OFFICE AS SELECTMEN NEEDED BASEMENT MEETING ROOM. NOTIFICATION OF CHANGE POSTED ON DOORS. MEETING CALLED TO ORDER AT: 7:10 P.M. 7:10 P.M. WAYNE SAWCHUK—INFORMAL DISCUSSION—DOWNTOWN REDEVELOPMENT Wayne presented plans for a 16 unit apartment building with 16 parking spaces. 12 new residential units to be constructed and 4 existing now, over 55 housing, each 1 bedroom unit to be 900 SF. Location is downtown in building housing Atlantic Bagel. Median income housing which may qualify for 40B. Will include outside public/private gathering space and rooftop patios. Retail access will remain from Town Parking Lot. Planning Board members were very impressed by plans and anticipate a filing within a few weeks. 7:30 P.M. RICHARD HENDERSON, 100 POND STREET Att.Henderson not present. 7:30 P.M. PRE-MEETING WITH SELECTMEN DISCUSSION 7:50 P.M. MEET WITH BOARD OF SELECTMEN—RE: COOK ESTATE All Board members went to the Selectmen's Meeting to present the idea of slowing down the process of the development of the Cook Estate. Further,the Planning Board recommended consideration of the Town purchasing the Cook Estate property from CPC and other funds and temporarily stopping all further movement to consider whether the Town needs additional development at this time or whether the Town should hold the property and take time to consider what to do with it—for example, develop a park, cultural center and so on in the future. 9:20 P.M. ADMINISTRATION- SCHEDULE FOR MAY/JUNE MEETINGS Due to a lack of quorum for the May 4 regularly scheduled meeting, May 11,2005 was set as the first meeting in May. Two public hearings for this meeting have been advertised. The remaining May/June Wednesday meetings were scheduled as follows: May 18 - probably no quorum May 25 - v Meeting—two public hearings to be advertised for this night June 1 - v Meeting—Master Plan Discussion to be only agenda item June 8 - v, Meeting June 22 - Meeting if determined necessary Planning Board Meeting 2 of 2 April 26,2005 9:30 P.M. ZBA RECOMMENDATIONS • 31A MILL LANE, SPECIAL PERMIT APPLICATION, APP: KEVIN SARGENT,date stamped: 04/20/05. Applicant seeks to enclose a deck. Applicants seek to construct addition to dwelling&garage. MOTION: by Member Sturdy to recommend approval of"Option B" of this application for a special permit as it eliminates an additional car from public ways and parking during snow storms.
