COHASSET PLANNING BOARD MINUTES

MEETING CALLED TO ORDER AT: 10:05 AM
CEDARMERE : Jim Smalanskas and Bill Gause,Leggat-McCall; Robert Engler; William Griffin,Town
Manager; and,Building Inspector Egan in attendance.
Bill Gause gave summary of Local Initiative Program(LIP) status. Bill Griffin indicated Board of Selectmen
(BOS)thought these were to be rentals and this needs to be resolved. Member Pratt gave summary of LIP project
correspondence and implication that rentals were to be included. Bob Engler—noted that in Newton(his
hometown)their inclusionary affordable units to be rental. Ongoing operating costs and maintenance were an
issue. Member Moore stated that rental vs ownership was never specified—merely affordable. Member Westcott
recalls rental/ownership mix discussion but not sure if it could be imposed at this late date. Bob Engler has
produced updated LIP with draft regulatory agreement- must be sent in by BOS. Member Moore noted the
adversarial relationship between the BOS and the Planning Board and the need to issue the Special Permit without
having the BOS sign off. Engler noted that 55+rental units don't work in the marketplace unless enhanced by
services. He also pointed out that it is not true that rentals do not look at assets. May have been an issue in the past
but no longer. Poll of Board: Don't believe that Special Permit mandates rental units? 2—2
MOTION: by Member Ivimey to vote on whether document requires/mandates rental units in the
inventory— "yes"indicates "must provide" and"no"indicates "no rentals required"."
SECOND: Member Westcott
VOTE: 1—3 (yes-Member Pratt; no-Members Moore,Ivimey,Westcott)
MOTION: by Member Pratt to recommend to Building Inspector Egan that no building permits be
issued for Cedarmere between today, October 12, 2005 and October 19, 2005.
SECOND: Member Ivimey
VOTE: 3- 1
MOTION: by Member Ivimey to adjourn.
SECOND: Member Pratt
VOTE: 4-0 MOTION APPROVED
