Chairman McCarthy called the meeting to order at 8:05 p.m. He stated the meeting is being called as an
emergency meeting pursuant to the provisions of MGL Chapter 30A/Section 20(B).
Roll Call Vote: Paul Schubert-Present, Diane Kennedy-Present, Kevin McCarthy-Present, Keri
Thompson-Present,Jack Creighton-Present.

Declaration of Public Emergency-Review& Discuss Declaration-Director of Emergency Management
Glenn Pratt advised the Board the Emergency Declaration is an administrative tool that allows municipal
government to access state and federal resources to better serve the community as emergencies,
disasters, or crisis events develop, it allows to more quickly and efficiently utilize and coordinate
municipal services, equipment, supplies and facilities. An Emergency Declaration is also required to
request resources through MEMA. Vote to Adopt Declaration-Chairman McCarthy read aloud the
Declaration of Emergency. Motion by Selectman Schubert to approve the Declaration of Emergency as
read by Chairman McCarthy, seconded by Selectman Thompson. Roll Call Vote: Paul Schubert-Aye,
Diane Kennedy-Aye, Kevin McCarthy-Aye, Keri Thompson-Aye,Jack Creighton-Aye.
Public Events and Meetings-Mr. Senior advised the Selectmen of the various events that have been
approved by the Board and that he is recommending canceling. There is an Earth Day cleanup
scheduled for April 25t"that may be able to take place as a smaller scale event. No non-essential face-
to-face meetings will take place until the emergency declaration is over. Motion by Selectman Kennedy
that all Boards/Committee non-essential face-to-face meetings are cancelled until the emergency
declaration is over,seconded by Selectman Schubert. Roll Call Vote: Paul Schubert-Aye, Diane
Kennedy-Aye, Kevin McCarthy-Aye, Keri Thompson-Aye,Jack Creighton-Aye.
The Board had a brief discussion about remote meetings. Mr. Senior is working with Mr. Pratt on a
Community Volunteer Form. Mr. Senior is also working with Attorney Paul DeRensis and the Town
Moderator about alternative dates for Annual Town Meeting/Annual Elections. He will keep the Board
informed. Chief Quigley stated they are currently holding off on doing fingerprints for gun licenses for
now. He asked that people be patient. Chief Silvia asked that everyone in Town follow the
recommendations from officials to help slow the curve. Selectman Schubert added that the social
distancing is a real effective means if followed correctly. They need to protect emergency medical
personnel, doctors, nurses and orderlies that are currently stressed and being stretched to the limit.
Staying the recommended six feet apart will help with the spread. Selectman Thompson stated if there
is anyone that needs help,they should reach out to the Town.

Motion by Selectman Schubert to adjourn, seconded by Selectman Thompson and the vote was
unanimous (5-0).
The meeting adjourned at 8:56 a.m.
