Pam Fahey, Health Agent Mary Goodwin, Public Health Nurse Vice Chairman Paul Schubert called the meeting to order at 7:04 p.m. Roll Call Vote; Diane Kennedy- Present, Corey Evans-Present, Keri Thompson-Present, Jack Creighton-Present, Paul Schubert- Present. Pledge-Recited. Board Reorganization-Vice Chairman Schubert asked for nominations for Chairman. Selectman Kennedy nominated Paul Schubert. VC Schubert stated due to his schedule at work with the pandemic he doesn't believe he has the time to commit to the role. VC Schubert nominated Selectman Kennedy as Chairman. The Board had a brief discussion. Roll Call Vote; Keri Thompson-Aye,Corey Evans-Aye, Jack Creighton-Aye, Paul Schubert-Aye. Selectman Kennedy abstained from the vote. Chairman Kennedy asked for nominations for Vice Chairman. Selectman Schubert nominated Keri Thompson for Vice Chairman. The Board had a brief discussion. Roll Call Vote; Paul Schubert-Aye,Jack Creighton-Aye,Corey Evans-Aye, Keri Thompson, Diane Kennedy-Aye. Chairman Kennedy asked for nominations for Clerk. Selectman Thompson nominated Selectman Creighton. Selectman Creighton stated he cannot except the nomination as he is too busy with his business. Selectman Evans asked him if he would reconsider as he seems to have a good handle on what is going on with the Board. After a brief discussion Selectman Creighton accepted the nomination. Update on Public Emergency-Chief Silvia reported most states are doing the right thing including MA. However,there are 35 states that are not doing well. Mary Goodwin discussed summertime and travel. She stated today the governor issued guidance that all travelers arriving to MA are to self-quarantine for 14 days except when arriving from RI, CT,VT, ME, NH, NY and NJ. Pam Fahey stated the are waiting for the Governor's update for Phase 3. Everything is trending down, so they are hopeful to get to Phase 3 soon. At this point gyms are still not open. They will be inspecting The Corner Stop this week to help another restaurant to open outdoors. The school continue to work on what schools will look like in September. Selectman Schubert reiterated why wearing masks are so important. Glenn Pratt stated on June 8t"they put tables on the common to help local businesses. He met with the Town Common 1 Selectmen Minutes June 30, 2020 Historic District Commission and they are in favor of the tables and asked that if they are being considered as permanent that they have a longer discussion with the CCHDC before the decision is made. Discussion/Approval-Transient Vendor Licenses-Jen Oram advised the Board that they received applications from South Shore Refreshments LLC d/b/a Del's Lemonade, Nona's Homemade Inc., and Zack's Ice Cream. All three vendors have held transient vendor licenses in the past. The licenses are valid from July 15t to September 7 t h, 2020. They have all submitted the proper paperwork. She is working with Health Agent Pam Fahey on a memo with social distancing guidelines and the employees wearing masks and gloves. They will reach out to the Sandy Beach Association and see if there should be a designated area for the trucks. Motion by Selectman Schubert to approve the transient vendor licenses for South Shore Refreshments LLC d/b/a Del's Lemonade, Nona's Homemade Inc. and Zack's Ice Cream from July 1't to September 7, 2020, seconded by Selectman Thompson. Roll Call Vote; Paul Schubert-Aye, Corey Evans-Aye,Jack Creighton-Aye, Keri Thompson-Aye, Diane Kennedy-Aye. Discussion/Approval of Request from Second Congregational Church for Services in the Harbor- Selectman Creighton advised the Board he is a member of the church and will recuse himself from the discussion. Chief Silvia advised the Board they had a trial run last Sunday for the Second Congregational Church services and had no issues with parking or anything else. He spoke with the Harbormaster and was told there were no issues. He is recommending the Board allow the services as requested on Sundays from June 28th through September 13, 2020. Pastor Karen thanked the Board for their consideration and stated it was very nice to have services again. The Board had a brief discussion. Motion by Selectman Schubert to approve the request for the use of the grassy knoll area at Government Island and parking for the Second Congregational Church services on Sundays from 8:00- 10:30 a.m.from June 28th through September 13, 2020, seconded by Selectman Thompson. Roll Call Vote; Corey Evans-Aye, Keri Thompson-Aye, Paul Schubert-Aye, Diane Kennedy-Aye. Selectman Creighton abstained from the vote. Chairman Kennedy asked if the Board should change the agenda and letterhead to reflect the name change of the Board of Selectmen to the Cohasset Select Board. Motion by Selectman Schubert to change all communications and publications from the Board of Selectmen to the Cohasset Select Board, seconded by Selectman Thompson. Roll Call Vote; Keri Thompson-Aye, Paul Schubert-Aye, Jack Creighton-Aye, Corey Evans-Aye, Diane Kennedy-Aye. FY21 Board of Selectmen Calendar-Mr. Senior reviewed the proposed schedule for the upcoming Selectmen's meetings. He asked if they Board would approve the meetings for July and August and review the remaining dates and discuss & approve at the next meeting. The Board agreed that the Goals& Objectives meeting should be in person at the Willcutt Commons. Motion by Selectman Schubert to accept the dates of the proposed meetings for July and August, seconded by Selectman Thompson. Roll Call Vote; Keri Thompson-Aye, Paul Schubert-Aye, Corey Evans-Aye,Jack Creighton- Aye, Diane Kennedy-Aye. Event Permit Application-Cohasset Farmers Market-Applicant Michele Hubley gave an overview of their proposal. They would like to have a slow roll out on Thursday with 5 vendors. Their priority is the safety of the vendors and customers. They will have piped in music. There will be parameters around vendors. They are looking to keep it simple and see how it goes. The Board had a brief discussion. Motion by Selectman Schubert to approve the application for the Cohasset Farmer's Market from July 2"d 2 Selectmen Minutes June 30, 2020 through October 10, 2020, seconded by Selectman Thompson. Roll Call Vote;Jack Creighton-Aye, Corey Evans-Aye, Paul Schubert-Aye, Keri Thompson-Aye, Diane Kennedy-Aye. Mr. Senior reminded everyone that there will be construction starting on the common. They will have to figure things out and make it work. Economic Development Committee Charge-Chairman Kennedy stated after speaking with a couple of people in town, including Amy Glassmeier who is a representative with the Master Plan Implementation Committee, she asked if they should push this item until the next agenda. She also suggested that the Board possibly think about doing a Small Business Covid Relief Task instead of Economic Development Committee. After a brief discussion,the Board decided to try and create a charge for the Board to discuss at their next meeting. Chairman Kennedy asked if Selectmen Evans and Creighton would take it on. Selectmen Evans and Creighton agreed to work on a charge for discussion at the July 14t" meeting. Town Manager Update-Mr. Senior stated the Master Plan Implementation Committee is scheduled to give an update to the Board on July 14". He reminded the Board that they will need to reassign representative to MPIC, CPC and a couple of other Boards. Mr. Senior stated Town Hall will be closed on Friday,July 3" in observance of Independence Day. The RTF will be open on Friday and closed on Saturday,July 4th. Mr. Senior stated the preliminary layout and preparation work on the Common project started this week. They will be back next week for excavation of existing curbing and widening areas. The approximate duration of the project is 4-6 weeks. Chairman Kennedy stated she was recently asked if they would change the streets around the common back to two way since the schools and churches are not in session. Chief Quigley and Silvia agreed to discuss it and get back to the Board. Selectmen Comments-Selectman Creighton reminded everyone this weekend is the 4t"of July. He would like everyone in town to put out a flag to remember what a wonderful country we are blessed to live in. Selectman Thompson seconded what Selectman Creighton said. She also stated she is impressed with the rainbow and Black Lives Matter signs throughout the town. She hopes everyone stays safe this weekend and keeps social distancing. Selectman Schubert suggested there should be a post action meeting on how town voting went and see if there are ways to make it safer or better. Selectman Evans thanked the Board members, Mr. Senior and Kevin McCarthy for their knowledge over the last couple of days. He asked if the Chiefs wanted to discuss safety of fireworks for the coming weekend. Chief Quigley stated it has been a challenge across the south shore with fireworks. They have received many calls. He stated that fireworks are illegal. There are professional grade fireworks out there and they are extremely dangerous. If the police catch you with fireworks,they will seize them. Chief Silvia stated the problem is that fireworks are readily available in surrounding states. They are very dangerous. The explosive power today is extremely dangerous. He stated simply, don't buy them, someone will get hurt, they are illegal and very dangerous. Selectman Evans would like to have future discussions about how to continue to broadcast meetings on Zoom and Facebook livestream. He stated it encourages participation. Chairman Kennedy agreed that Zoom has given everyone more opportunities to attend meetings. She thanked the members for voting for her for Chairman and looking forward to working with everyone. She thanked all the voters. There were a lot of people voted. Motion by Selectman Thompson to adjourn,seconded by Selectman Schubert.
