Rolf made a motion to open meeting at 8:30, seconded by John, all in favor.
SCADA Hardware/Software Upgrade-Awaiting a replacement for one of the DVR's then there will
be training. Jason &Brenda put in a ticket with IT to get the communications up and running
through the towns site. This would connect the plant and Scituate Hill Tank. There is a website
that can be reviewed.
Sludge Removal-Carl reported that they have no place to take it. Connecticut is not taking it
anymore. Carl is working with Solid Waste Solutions to find a place to take it. He has been told
there is a place in N.H. Bourne is no longer taking it either. The cost for the removal will need to
come out of the 2020 budget. Carl has also reached out to Saybrooke and is awaiting a quote.
The sludge has manganese, iron and aluminum in it. Carl reported that he is almost out of room in
the current bag. He can probably get through July with the current bag.
Linden Ponds Meter Readings—This would be complete mid to late July;the quote came in at
$6,500.00,which includes the original quote from W&C and a quote from Fellows for the electrical.
Brenda will send a bill to John Amonte for 50%of the final cost.
There was then a discussion about the sewer billing in North Cohasset once Hingham takes over
for Aquarion. It was agreed that there needs to be a meeting between Cohasset and Hingham to
find out what system they plan on using for billing. Lee noted that the Town of Hingham bills its
customers only twice a year for sewer.
Dam Repairs—Still too much water for contractor to work on spillway. The landscaper can't come
till August, but Jason has reached out to the town who is purchasing a new piece of equipment
which might help us.

GZA is doing the dam inspection. The inspection was due in March, but they filed an extension.
They will do the inspection once the dam repairs are complete.
Water Treatment Plant Roof—Contractor is suggesting the replacement of the entire roof due to
patch work that has been done in the past. There are ponding issues with the roof. Jason is
awaiting the full report. Jason will be meeting with him on Friday. Jason will work on getting an
RFP together and he indicated that the budgeted amount is sufficient to complete the project.
Tank RFP—T-Mobile is the only one to bid. Jason found no issues with the bid. He will work with
Town Counsel to finalize the paperwork. The day the lease gets signed the Water Department will
receive$5,000,then the monthly fee goes into place. John made a motion to approve tank lease
2nd by Lee, all in favor. This will be an increase to our revenue budget which was not included for
FY2020 budget.
Tetra Tech was not informed of the change in date of the commission meeting. They will be here
tomorrow and meet with Jason &Carl.
Rate Study—Ti & Bond and W&C gave quotes. Woodard & Curran bid $13,895 and Ti & Bond bid
12,500. The contractors both know it needs to be ready for fall town meeting. John felt that they
might be criticized if they choose W&C. Jason said that both are competent engineers. He would
be comfortable with either one. John wanted a decision to be made today and not wait till next
meeting. John felt that they should go with Ti & Bond due to the cost being less. John made a
motion to approve Ti & Bonds quote for the rate study, Lee also suggest that we offer it to sewer if
they want to get in on it. 2nd by Lee, all favor.
John wanted to know who our liaison is from the Selectmen. Jason will look into it.
Fee Schedule—Lee made a motion to increase the 1"system development rate from $7500.00 to
$10,000 this was 2nd by John, all in favor. This was the only system development fee lowered
several years ago. The original amount was$8,810.
IS1 Svc Call should be reviewed and rewritten. It looks like if there is a call out after hours that the
customer would not be charged. John would like Jason &Brenda to come up with some
suggestions on rate increases or suggestions on adding new charges. John made a motion to
change to"During business hours"2nd by Lee, all in favor.
This will be tabled till next meeting.
Financials—Through May we are a little short, but the amount budgeted is spot on. There is
currently a$7,000 surplus.
Receivables should be much smaller than what is being shown on the report. Don still has some
reconciling to be done for the last few months.
Don then told the board that working with Brenda has come up with a monthly fee for Sewer to be
paying which is an increase of$200 per month. He would like to get a written agreement with both
boards agreeing on the rate with an escalator. John would like to agreement for 1 year since there

is the issue with Hingham purchasing Aquarion. This could cause added time in the future for
sewer billing.
Warrants were signed off on.
Commission Comments:
Lee saw someone walking a dog and not picking up after it. Rolf would like to get a
fence put up around the area. Signage was suggested saying under surveillance and
possible fines.
Lee brought up applying to CPC for funds to clean up Ellms Meadow and return it to bird
sanctuary with plants that also attract butterflies and bees. This was suggested to her by a
member of Open Space. By turning the watershed into an active conservation area
hopefully it will eliminate the residents from using it as a disposable for their yard waste.
John made a motion made to approve the March 27, 2019, April 23,2019&May 22,
2019 meeting notes, 2"d by Lee all in favor.
Next meeting scheduled for Tuesday, July 30u'which is an interconnect meeting change
time to 8:30
Rolf made a motion to adjourn the meeting at 10:10 am this was 2"d by John all in favor.
