John made a motion to open meeting at 9:01, seconded by Rolf, all in favor.
Reorganization of Water Commission
John made motion to make Rolf chairman, 2"d by Lee, Rolf agreed
Rolf made a motion to make Lee Vice-Chairman 2"d by John, Lee agreed
Lee made motion to make John Clerk, 2"d by Rolf, John agreed

SCADA Upgrade—This is complete per Joe. As far as the communications upgrades go
the cameras and DVR's are in place and powered up. Contractor will supply training to
plant personal. There was a change in the contract to change from DVR at plant and
Scituate Hill and to connect with town wide network. Jason will connect with Bart&
Ron from Town IT Department. The cyber security will be done next week. W&C
employee will contact office to schedule. Joe then talked to the board about getting the
Linden Ponds signal back here. It has been quoted to cost$5,000. John Amonte has
agreed that Linden Ponds would be willing to pay 50%. Rolf made a motion to agree to
pay 50% of the cost 2"d by John all in favor.
Flushing will be complete next week.
Pump repairs High Lift pump#1 removed last week, should be reinstalled next week or
the week after. The bolts were rotted out. All the new bolts will be stainless steel.
164 meters left to be replaced.
Carl plans on having the sludge removed in July. He is hoping that the test results of
sludge can be used from last year and that we can still send to Scott's plant for disposal.
MAG meters were ordered and should be installed by mid-June. One of the meters has
already been received.
Carl counted 4 herring this year.
Overtime charges was tabled to another meeting.

Lee wants to finish the discussion on the fee updates that was started in March since we
have so much new development in the pipeline. John suggested putting it on the next
agenda as an item.
Brian Joyce said that this year the town was planning on paving Elm Street, but Elm
street water main needs to be replaced so that has been rescheduled. He would like to get
a list of streets with the dates of the pipe, listing oldest to newest. John agrees that it
needs to be done but he felt that the board would get push back from Capital Budget and
Selectmen. Jason has a list that he can give to Brian.
Jason said he is putting out an RFP for the rate study. This should go to special town
meeting just in case it does not pass. Lee pointed out that we will need to the rates in
order to budget for Fiscal Year 2021.
Don reported right on target for the year. The capital projects can be closed out for the
year or repurposed at special town meeting. Reviewed capital projects to liquidate.
Next meeting Wednesday June 26`h @ 8:30.
Unmanned operations are still being worked on due to flocculator issue and DEP
approval.
Dam Repairs—3 contractors for the grouting would like to see the weeping, but too much
water is going over to see right now. Lee asked if it would be done by the end of June,
and Jason said it would not. Dam Inspections and the bid from GZA is the one Jason
would suggest at$4500. Phase 1 of dam lee made a motion to have GZA do the Phase 1
inspection 2"d by John all in favor.
EAP is being finalized. Raking has been completed; turbidity went very high usually 3
went to 25 but the plant handled it very well. There was no carry over to the filters. Roof
has been infrared awaiting report. T-Mobile sent in their bid for the tank lease,which
will be opened tomorrow at 10:00. AT&T modification request was sent to the board.
John stated that under their agreement they have to option in the contract to stop the
modifications.
Joe reported to the board that the dam grant will be coming up again. The state will only
give to those who's dams are in poor to failed condition.
Abatements135 Nichols Road Ken Paull reported he was away in January &February
when arriving back home found he had a burst pipe. John said that if he was away,he
should have had someone check the home,the bill has not been paid. John made a
motion to deny for abatement on the grounds that it is the homeowner's responsibility to
take reasonable means to care for and the bill has not been paid, 2nd by Lee all in favor.
Warrants were signed off on.
Commission Comments:
Lee saw someone walking a dog and not picking up after it. Rolf would like to get a
fence put up around the area. Signage was suggested saying under surveillance and
possible fines.

Lee was told by Peter Pescatore to go to CPC and ask for funding for preservation and
reconstruction to a bird sanctuary by cleaning up and removing debris placed on the site
by the neighbors and placing native plants to attract birds,bees and butterflies around
Ellms Meadow/Cushing Road. Jason felt that unless the area will be accessible for the
people they probably would not approve. Jason suggested using system maintenance to
pay a contractor to clean up. Lee said that if it was cleaned up and benches built by Boy
Scouts placed on the outside that would be her suggestion. John said someone needs to
get quotes to clean up before going to CPC. This would be to only remove the fallen
trees and Christmas trees that have been thrown into the area.
