Jenkins wN-"' t�1C �07iXgtltlll�S19t(�Dw Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant Tuesday, April 23, 2019 @ 9:00 am Members Present: John Steinmetz, Chairman Rolf Gjesteby, Vice-Chairman Leonora Jenkins, Clerk Recording Secretary: Brenda Douglas Guests Present: Joe Geary, Carl Hillstrom, Jason Federico, Don Piatt, John Amonte, Glenn Pratt John made a motion to open meeting at 9:00, seconded by Rolf, all in favor. Interconnect Meeting Aquarion& Linden Ponds Steve Olson did not attend. Meter vault readings were fixed. They are not getting received at the plant now but due to the SCADA upgrade. Carl would like to put an antenna on site. Carl will discuss with John Amonte. John Amonte reported that they are not building out for another 2 years. Their next building will most likely be an assisted living one with 60—80 beds. They are permitted for 1750 and just over 1000 are in place now. Lee inquired about the new Peniman Hill Senior facility across the street that is under construction—it will have 3 levels and about 90 beds. Lee asked if the town had reached out to Linden Ponds regarding them taking over the water treatment facility. It was reported that Hingham knew nothing about the contract. John said that we need to address the contract ending in 2023 and it needs to go to town meeting per Glenn Pratt. Hingham town meeting voted to buy back water company. John Amonte stated that there is a 1-year transition period. July 30th or July 31"Jason will get Brenda contacts for Hingham to invite to the next meeting. Glenn Pratt—Cohasset 250`h Anniversary Glenn told the board that at Town Meeting it was voted to form a committee; brochures go out this week. One of the initiatives is that as of May 18d'all town vehicles will have the logo on them. John made a motion to approve the 2501h Logo on the Water Department vehicles, 2°d by Rolf all in favor. Next year one of the events will require approximately 10,000 gallons of water, Glenn asked to board if the fee for the cost could be waived. There will be a gazebo out back. They would like to borrow the pictures in the hall to display. The board agreed to let Glenn borrow the pictures from the hall. Glenn would like to see if the board would put a conservation trust on the land that the town just bought. Over 200 acres have already been purchased by the Water Department. Which is known as the Esposito property. Glenn explained that conservation restriction needs to go to town meeting. Jason said they are looking to swap with conservation a piece of land up the road a bit on 3A. Glenn thought that the board would like to take a position. Lee then brought up the fact that someone wanted to put in parking on King Street to access the pond. Rolf asked what they needed to do, Glenn said that the board should write a letter with their opinion to the Conservation Trust. Glenn then presented the board with a proposal to rename to the plant to the Edward H. Pratt Water Plant after his father who worked at the plant for 22 years. Glenn supplied the board with a packet. Brenda will scan and get to the board members. Financials—Don Piatt reported that as of March 31 s'; 85.5%revenues had been received; Don stated that the Water Department is in good shape. Looks like there will be $400K+ in retained earnings. SCADA Hardware/Software Upgrade—Completed and working out the bugs. Communications/SCADA Update—Currently on radio, cameras installed, DVR installation happening by end of next month. ComCast bills are still there waiting for approval to cancel the accounts. Clean PAC Tank—Clean harbor completed the cleaning of the PAC tank. Pump Repairs—Industrial Pump removed pump#1 for rebuilding this week or next. Also had a bearing go bad and that has been replaced. An electrical current caused and that and is being addressed. ASR—Has been completed and submitted, final numbers show 9%unaccountable water and per capita is 66%we need 65°/%; a compliance plan needed to be submitted. Carl also said that with the 5/1/19 bills will have a conservation of water brochure included. Meter Replacement-187 left. It now takes approx I '/z days to do meter reading Flushing will begin over the next three weeks Sludge Processing scheduled for late June/July MAG Meters moving forward with purchase and installation from EIS. THM Study—Draft report was sent Jason and he would like to know if the board would like to have them come in at the next meeting? John would like to keep it in draft. Jason said if air raiders get installed in the tanks that will help quite a bit. Dam Repairs—J&M out of Hingham won the bid, waiting on bids for cracks in dam but water still to high for contractors to bid on. T-Mobile and US Wireless have already responded due by May 23`a AT&T request modifications—Jason would like to board to review the contract. Rate Study—RFP per Chris Senior is required. John asked Jason to check with Chris Senior about the town land and Glenn's request for renaming the water treatment plant. John felt it is not the boards call, the town owns the building. This is up for future discussion. Lee asked Brenda and Jason to put out the word if anyone wanted to get any of the wood along Cushing Road before the Town Earth Day Clean Up. Lee then told the board that she attended the MWWA meeting and took the Water Meter course. Next meeting Wednesday,May 22"d @ 9:00 am. Reorganization at the next meeting. Rolf made a motion to adjourn the meeting at 10:30 am, 2"d by Lee all in favor.
