Jenkins wN.„' & the Canntzww Since 1950 Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant Wednesday, November 14, 2018 @ 9:00 am Members Present: John Steinmetz, Chairman Rolf Gjesteby,Vice-Chairman Leonora Jenkins, Clerk Recording Secretary: Brenda Douglas Guests Present: Joe Geary, Carl Hillstrom,Jason Federico, Bill Bolio,NE Electrical, Chief Silvia John called the meeting called to order at 9:00 am., 2"d by Lee all in favor. Verizon Conference Call Chief Silvia called in, as well as Bill Bolio from NE Electrical and Ali Black from Verizon. Chief Silvia stated that there are dead spots throughout the town still. Currently there is a small cell project for the Jerusalem Road area. This could take up to 3 years to complete. John asked if there was a way for Verizon to supply the individual homes with boosters at no additional cost to the consumer. She has not received any feedback as to help out now. Chief said that this has been discussed over more than 3 years, and hearing that it is going to be another 3 years is very upsetting. John reiterated when they signed the amendment that the dead zones be addressed. He is very reluctant to proceed with anything before this is addressed. Ali did not think everyone was going to be on the call so next meeting she will have someone(s)available to address everyone's concerns. Lee Jenkins then asked why there are no reports as the 5G upgrade as well as the small cells. She would like to have the reports before the next meeting, so they can be reviewed. John asked about the increase and Ali is awaiting confirmation that the increase will go back to May. There is additional work needed from the Post inspection,NE Electrical has a crew on site today. T-Mobile Peter Cook works with T-Mobile based out of Norton. He would like to request RFP, he has been working with Brenda, awaiting Verizon to be complete. They have been on site 8 antennas in 4 locations. Jason said that there seems to be no structural issues. He is not a communication expert and cannot vouch for this effecting communications with the other carriers. John said that they are concerned that it does not interfere with Police & Fire. A safety plan would also be put in place. Currently they are in the Unitarian Church downtown. Peter did state that coverage in the dead zones is a challenge keep everything aesthetic to gaining coverage. John made a motion to approve moving forward with T-Mobile this would be contingent on approval of all other entities. Jason stated that this would have to go out to RFP and anyone can bid on this. John made a motion to approve Jason to approve an RFP for additional space at the Bear Hill Tank,2nd by Rolf, all in favor. Financials—Don Piatt was not able to attend he had a scheduling conflict. He did supply with board with current financials,available upon request. Lee made a motion to approve the way spreadsheet was used last year, 2nd by John all in favor. Lee will work with Brenda to get a more accurate numbers for the upcoming budget. Jason suggested getting the information from Danny Berman's billing software. Lee suggested it is important that the town provide the needed information in a format that can be distributed to other boards for analysis and consistency and be a source of institutional memory. Lee then asked Jason if any further work was able to be done on tracking the labs or should be wait until an intern is brought on board. John wanted to make it perfectly clear that Jason is doing a great job and that he needs to prioritize. Lee then asked about the Capital Recovery, Lee made a motion that next year the Capital Recovery increase per the Rate study., 2nd by Rolf all in favor. Jason Federico Scituate Hill Water Tank Painting—Interior tank painting has been started this week. THM Study—Jason asked if the samples had been taken, Carl said that they had not Bruce still has questions on sampling which he will discuss with the lab. Communications/SCADA Update—Fall River has been given the go ahead. Joe reported that the contract has been received and a kick off meeting should be scheduled shortly. Aaron River Dam-Bids are due next Tuesday. Cedar Street Loop—This will be put on the town Warrant for Town Meeting in the spring. Woodard & Curran Automation—Work to the plant was completed 2 weeks ago. Testing needs to be done to work out the bugs. Once done it will need to go to DEP for approval. Joe said that it will be run on automatic for a few days while plant personal is here. Joe informed the board that Mark Forry,the new treatment plant operator, gave his notification last week due to his dad being ill. Joe&Carl have already started interviewing. Lee asked if there would be any issues in the meantime. Joe said that he has two floaters that can help out if need be. Reservoir/Pond Levels—Carl reported 22"of rain since September 7". The reservoir is full. Jason said that water levels will need to decrease before the concrete work can be done at the Reservoir. This would be deposited for FYI and would not be any issue. Jason was in a meeting with Scituate and they said that they would be interested in possibly buying water from us. Carl said that this would have to go through DEP. John made a motion to adjourn the meeting at 9:57 am, 2"d by Rolf, all in favor.
