John congratulated Rolf on his marriage. Scituate Hill Water Tank Painting There was an omission on the technical portion of the specs,Jason received change order amount$39,065.87 it did not include the repair of the tank dome which had some rusting. The spec was done by Merithew for the technical portion. Lee wanted to know if we use them often, and if so should we be looking at a different vendor. Jason has replaced them with CorrTech, for the final inspection. John made a motion to approve the change order 2"d by Rolf, all in favor. Chief Silvia attended the meeting and John asked him to speak. He reported that the Town of Scituate has requested an additional antenna to be put on Bear Hill tank. The antenna currently is for Scituate Police/Fire, they want to add an arm to the existing antenna,they would like to run an additional line. This would not be an invasive project. The Chief has been told that it would not interfere with any of the current things on the Bear Hill Tank. The conduit will run parallel with the current conduit. This is part of public safety infrastructure. Allows Cohasset to interface with Scituate. John stated that as long as it won't interfere and there will be no cost, John is in favor of this. Chief said that he will request a full scope of work be put together, once done it will go to Jason for review. John made a motion to approve the Chief's request to move forward 2"d by Rolf all in favor. Verizon—There was a call on Tuesday, it was agreed that the increase should have been applied already, and Brenda will work with Ali on this. The addition of the antennas will give a bigger bandwidth to the current area. They were told that they cannot proceed with anything new until the original work is completed. They have requested to be on the next agenda. The chief said that dealing with them is difficult. He thinks that the board has a great opportunity to get Verizon to look at the issues in dead zones in Cohasset. Financials Don reported that the DOR was in on Tuesday morning and did the preliminary retained earnings$713,238. The$240,000 will come out of that for the Dam Maintenance. There was a lengthy conversation about the Capital Recovery Charge. There was a discussion about the rates covering debt and expenditures. Jason said that he,Don and Chris could take a look at the rate structure and possibly come up with a new one. Don wants the board to start looking into the 2020 budget. Don reviewed all the reports with the board on how the retained earnings were calculated. Dam Repairs Capital Budget is on board with the amount requested at Special Town Meeting in the amount of$240,000. 3A Paving Jason reported that the state only paved because the district had extra money and the area was in very bad shape. The plans for the state coming back in approximately 2 years to do their required work from Beechwood to the Scituate line is still on schedule,which means that we will be working on the water line at that time. Communication/SCADA Upgrade This was approved by Fall River Electric. Expected to be done in February, Doug will set up kick off meeting Aaron River Dam EAP Update Jason requested an extension with the state Weston& Sampson said they could do it for $13,200. John made a motion to approve 2°d by Rolf,all in favor Cedar Street Loop Project This is on capital plan for the spring. Borings will be done in the spring, length 1600' with lots of ledge Are Flash Study This has been complete,with the exception of the main breaker. In order to change the setting Mike Pieczak of Hi-Voltage did not want to use the breaker for fear of it breaking and there is no way to get parts for that unit. Reservoir Levels/Rainfall Update Pond 79%res 85%full over 3"rain this month. 40.13"this year,not include the .3 we got yesterday, 36.1 is the normal amount for this time of year. Lee made a 2"d motion to approve the 9/12/18 meeting notes, 2"d by John, all in favor. Public Comment&Commission Comments Lee asked if Brenda had increased the monthly cost to sewer. Sewer has refused to pay the 2 1/2%yearly increase for the yearly services we provide. After the end of the American Contract, sewer was not billed for 1 V2 years. A meeting was convened at that time and a reduced rate was agreed upon with the same 2 V2%increases that the town charges for their services. John suggested inviting the Sewer Commission to the next meeting to discuss the increase. John made a motion to adj ourn the meeting at 10:17 am,2"d by Rolf, all in favor.
