Minutes of the Cohasset Board of Water Commissioners
339 King Street—Water Treatment Plant

John called the meeting called to order at 9:00 am., 2"d by Lee all in favor.
Interconnect Meeting
Rolf asked if there are any issues that need to be addressed by the board. John Amonte
reported that there was an increase in usage for the past month due to the cooling units.
This was because of the extremely high temperature,they used almost 8 million gallons.
Lee asked if each building had a single control. John said each unit has their own control
of the air conditioning. At this time no future building expected. They are currently at
55%build up. Carl said that we are behind pumping by approximately 5 million gallons
due to the fact of the constant problems with the Comcast transmission and without the
meter reporting back to Cohasset we have fallen behind. Carl said it seemed like a lot
more than ever. Carl would like a reading to see if it is still trending. Steve Olson will
get the readings. John met with Jon Grant from W&C to see about getting things up and
running and try to alleviate the transmission problems, Carl suggested possibly going to
radio. Steve would like a firm plan on getting the meter up and running. John is working
on getting that plan together. John asked that Joe coordinate with Linden Ponds W&C
team. Brenda will send out an email for the next meeting, possibly 2"d week in
December.
Jason Federico
Verizon Antennas-Ron is working with a different group on the propaganda study. Jason
will work with them and the contact that Brenda has. Brenda will have a representative
from Verizon at the next meeting.
Scituate Hill Water Tank Painting- Contactor to start next week,price was $280,000 plus
inspection cost.
THM Study-Jason will get ahold of additional bottles for sampling.

Dam Repairs-Preliminary report has been submitted. Most critical will be done in the
fall in the award section. The other would be done in the spring i.e. planting. Current
money in the budget can be used then at STM be reallocated.
Harvester/Rake—There was a discussion about not being able to do the weed harvester
due to low water. The contractor suggested raking,but W&C does not want to do it due
to the fact the USGS is sampling until next March. Jason suggested that the board hold
off on any harvesting or raking till after the sampling is done. Jason will then speak with
Soltitude Lake Management to get a firm date of the beginning of June to get it done
before the end of the fiscal year.
Lee discussed the$35K from the state to purchase a harvester and all agreed a good
machine will cost approximately$90K and we nor the DPW have the staff to operate and
maintain this equipment.
10 Year Capital Plan-Jason worked with W&C. Next year would be Cedar Street loop,
replace upper roof,and replace service truck. John made a motion to approve the 10-year
capital plan for 2020,2"d by Rolf,all in favor. There is a new process which is being
done through town hall. Jason will bring this to the Town Manager who will present it to
Capital Budget.
Woodard& Curran
Communications/SCADA Update—Jon Grant reported speaking to Pat Scanlon,
yesterday was the last day for questions. Bid will be opened 9/21 @ 1:00. Carl had
mentioned a couple of small issues to make sure they are addressed. Lee asked when the
project would be completed. Jon said sometime in January to be complete.
Arc Flash Study-Awaiting final report. There are 3 adjustments which need to be done
on trip setting of some breakers.
Reservoir Levels/Rainfall Update—6-10 days before we go into mandatory 1.66"of rain.
If it continues to rain we should not have to go into mandatory restriction. This would be
mandatory odd even on outside irrigation,after that would be a total ban no irrigation
usage.
Plant Automation—Jon and Joe looked into what is left to get the plant automated.
Winter is a non-issue, summer is when this would be advantageous. Joe said that there is
still the need to have someone here 8 hours a day. John made a motion to approve the
W&C SCADA for unmanned Operation this was 2"d by Rolf all in favor.
TTHM Results-Results were excellent for this quarter. No reporting requirements to
DEP. The addition of chlorine and how the operators have been running the plant were a
great success. Lee questioned the sodium results that just came in. Ellms meadow has
low pH, so they add additional chemical, sodium hydroxide,which gives a higher sodium
level. Carl expects the levels to go down once the well recharges.

Abatements/Warrants/Minutes
Ken Paull &Denise Hall (131 Nichols Road)—Brenda presented the board with the
abatement request stating the gasket in the meter to be leaking which caused the excess
water usage. John made a motion to approve the abatement in the amount of$224.84,2"d
by Rolf, all in favor.
Public& Commission Comments
Lee wanted to know about the flooding on James Lane. The contractor has excavated
and put in a catch basin and drainage. Lee then brought up the fencing and cameras at
Ellms Meadow. Jason is still working with Ron to see how much it would take to get
fiber to Ellms Meadow.
John made a motion to adjourn the meeting at 10:01 am, 2"d by Rolf, all in favor.
