Jenkins ON- "the CmmmaW Since 1950 Minutes of the Cohasset Board of Water Commissioners 339 King Street—Water Treatment Plant Wednesday, May 23, 2018 @ 9:00 am Members Present: Leonora Jenkins, Chair John Steinmetz,Vice-Chair Rolf Gjesteby, Clerk Recording Secretary: Brenda Douglas Guests Present: Joe Geary, Carl Hillstrom, Paul Tedeschi, Chief Silvia,John Dockray, Lee called the meeting called to order at 9:05 am., 2°d by John all in favor. Public Comment Paul Tedeschi filed an abatement back in 2017 that he was denied. He wanted to speak with the board about reconsidering abating 8800 c.f. This is for his rental property at 19 Hobart Lane. John explained that the board receives a lot of these requests and it is not the responsibility of the board for plumbing issues. Paul stated he has lived in town for 25 years and has never been issued an abatement. Paul stated that it was turned on in July and there were no issues at that time. He is not sure what caused the silcok to crack. The board again denied his request for abatement. Committee Reorganization Lee nominated John to Chairman 2"d by Rolf, all in favor John nominated Rolf to Vice Chair 21d by Lee, all in favor Rolf nominated Lee to Clerk 2°d by John, all in favor ComCast Fiber proposal at Scituate Hill Tank- Chief Silvia was approached by the Greater Boston Police Counsel they would like access to Scituate Hill to install a fiber line for comcast. Chief Silvia explained to member of the counsel that the property is owned by the Water Department and that they would have to speak to the board. He wanted to know how they would access. Their plan is to go thru Mass DOT. Chief told them they had to speak with Mass DOT as well, and he has not heard back from them. The Chief has not talked to Ron Menard about this yet. Rolf pointed out that there is SCADA up there, so it needs to be looked at. The Chief was looking to get approval from the board to speak on their behalf. There was a question on how Linden Ponds is billed and received. Brenda explained that it is separately billed on a monthly basis. Don explained that the quarterly bills are not due for a couple more weeks and usually some show up after the due date. Lee was concerned about the Capital Recovery Charge being so low on the revenue side. The expenditures are within budget and if the revenues run low it can be sustained by what is left in the expenditure budget. John wanted to make sure a full reconciliation will be received at year end. Don said that it would be done once the books have closed. Continuing Projects S. Main to Ledgewood Farm Drive—Wood chips were placed where requested. Lee said the Conservation Commission wanted trees put in, Brian said that was not part of the original agreement. SCADA—They are at the 60%reviewed and approved. June 616 will be the 90%review. It has been put up on the shared drive for comments. Fire wall is ready to be installed here in the next few weeks. The new modules are being programmed. Joe told the board that at the 60%review Nate Redman requested several things be done and supplied outside of contract. Doug Tirrell said that the additional requests would be an additional cost to the board. Brian said that the as-builts are his only requirement. Brian suggested that a quote from Woodard& Curran for the additional costs. This can be brought up at the next meeting. Cunningham Bridge—Beams have been set, water main has been requested from stainless steel pipe which is 6-8-week lead time. Instead HDP plastic line, which will be more durable and cheaper, same diameter and thicker wall will be used at this location for all utilities. HDP is used in gas now and more workable. The project is scheduled to be finished on October 19"but they are working with them to make it sooner. The only changes have been on the railing. Scituate Tank Painting—Met with Jason and gave him the inspection report to put with the specs. There is additional work that needs to be done. Jason will get in touch with Leo Uscuss,retired tank inspector. Trying to get a price from him for inspection. Verizon Antennas—Carl said that 3 antennas have been moved but he thought a total of 6 were being placed. Lee questioned when the increase would take place. T-Mobile—Nothing to report THM Study—Brian said that they are still gathering data. There will be a kickoff meeting and staff will be able to explain the issues that the operators have. Lab reports on spreadsheets—Jason is working on this with Will and has received some information and is continuing to work on this. Carl said it looked like mongrel bolts were used. Brian would like the valves checked during the next leak detection. Carl said the Yd valve was in great shape and it is a Mueller. Ellms Meadow clean up—Lee would like camera's up due to the dumping. Rolf suggested putting up a fence. Lee is receiving complaints from the neighbors about the poor condition of the white picket fence and not being able to see the signs. Lee said the area needs to be cleaned up. Brian suggested having a contractor come in clean the area then put up a fence. John made a motion that we get quotes for cleanup at Ellms Meadow and a fence, similar to the ones used at the other water sites 2"d by Rolf all in favor. Brenda will get quote from Armstrong Fence. She will get quotes for a 6'and 8' fence. Brian will check to make sure that an 8' fence can be put up. Dam Repairs—Carl said he is working with Jason and speaking with Parr Engineering to oversee the spill way repair James Lane hookups and mandated work—Brian stated that no monies should be released until all boards agree to sign off on. There is a list of outstanding issues on the site which need to be addressed before they are given another building permit. Interconnect Meeting—Brenda will send an email out to everyone to schedule next meeting. 10 Monthly Operations Report Storm Update and current water levels—Carl reported we are close to 100%. 4 million gallons are being pumped out of Ellms Meadow currently. Tube settlers are working very well. We don't know about the sludge until it is removed, and it is weighed. Staff Changes—2 employees left last month, Doug left to Aquarion and Sean left to go to Braintree. Only 3 people have applied for the Treatment Plant Operators job. Carl and Joe interviewed someone last week and he wanted to much money. Today Joe has an interview with someone today who is much younger but someone who could be trained. Connor O'Brien has been offered the distribution job. Tentative date of start 6/11/18. In the meantime, Joe has 2 seasoned operators here to help out. Abatements/Warrants/Minutes John made a motion to approve the Application of Deferral of Water Use Charges for 26 Hammond Avenue, 2"d by Lee all in favor. Total of the deferral was $245.28. John suggested letting the Mariner know and will follow up. Next meeting scheduled for Thursday, June 2191 @ 9:00. Lee made a motion to adjourn the meeting at 10:46 am, 2°a by John, all in favor.
