Minutes of the Cohasset Board of Water Commissioners

Lee called the meeting called to order at 9:00 am., 2"d by Rolf all in favor.
Joe Geary did a slide show presentation to the board which he will be doing in front of
the Selectman and a later date. The board had a few suggestions for Joe to update the
slide show before presenting to the Selectmen.
71 Nichols Road Raymond Tehranian
Mr. Tehranian had received a letter and a bill from the Department for an illegal hookup
to the water system. John stated that there was an illegal water hookup which was
reported by Brendan Stone. Mr. Tehranian explained that he has lived in the town for 40
years and has built many homes and never had a problem. He explained that the Water
Department helped to locate the curb box. He stated that he has well water on site and
does not need town water. Carl reported that Brendan showed up on site and found the
water to be turned on and plasterers using town water. The board reviewed the report
submitted by Brendan and found that Mr. Tehranian's report conflicted with Brendan
Stone's report. John asked Mr. Tehranian if he could state that the contractor never
turned on water and used it. He could not, and reiterated that he never gave permission to
turn the water on. John made a motion to uphold the fine which was assessed to 71
Nichols Road this was 2"d by Rolf, all in favor.
Cohasset Swim Center Diana Karcher
Mrs. Karcher wanted to speak with the board about the rate structure for the town pool.
She was in front of the board as a Trustee for the Swim Center. She requested that the
pool be given the town rate. They are a private non-profit. She stated that they are taking
care of the children of the Town of Cohasset, and also help with the Recreation
Department. Mrs. Karcher stated that she has the alternative to possibly use Dalton

Water as it would be pretreated and possibly save money that way. Mrs. Karcher stated
that they have used more this past year than in past years. Then there was a discussion of
who has to pay and who gets paid. They can service up to 350 families,but they like to
keep it at 325. Lee noted that the pool gets paid the going rate for all recreation
participants that take swimming lessons and the one hour/week that each group uses the
pool, the pool receives payment from those children that are not members.
Diana wanted an explanation as to why or why not the board would not allow for the flat
rate of$5.11. John said that he feels that it is an incredible asset to the town. John said
that there was a rate study approved at town meeting. The board suggested bringing it to
Town Meeting. Diana requested a letter from the board stating that she was denied. This
way she can go to Chris Senior with her request for town meeting. The board suggested
possibly doing a fund raiser each year. She said that it had been brought up in the past
but that was not her forte.

Currently working on the bid packet for the project.

Currently there are 70%radio read meters in the system.
Lowering THM's
Joe reported that Weston& Sampson had done an evaluation back in 2004 and showed
the board what had already been implemented. There was also a Miex study done in
2006 with an estimated cost of 2.96 million.
OzoneBAC study in 2006 estimated cost 3.51 million. It was comparable to Miex and
saw TOC reduction in the summer. Study was flawed. Joe wanted to know if the board
would like the studies reevaluated. John asked that Joe get a quote from W&C. Jason
suggested putting together a scope of work for the project other than coming up with a
dollar amount. Jason will work with Joe directly on the scope.
Verizon Contract Revisions
Contract has not been received as of the meeting.

Discussion with CFO Don Platt FY19 Budget Format
Lee stated that the board will be doing their budget next month. Don will send an email
to all boards he would like by 12/22 preliminary numbers by 12/22. Lee wanted to know
what format Don would like. Brenda showed Don what had been used in prior years and
he stated that it would be fine. Don explained that liens are not a budgeted revenue it is
outside the revenue use as a bonus. Lee stated that our revenues are very conservative.
Mary did an average of the last 3 years. Don put together a 5-year actual schedule. Don
suggested that the Linden Ponds can go up a bit but suggested being conservative. Don
needed clarification on how the Capital Recovery charge works. He said he would have
to look into this a little bit more.
Lee stated that the tank painting was not supposed to be a 3 year payback. Don said that
it is important to keep open communication. He assumed that the old loans were 20-30
year loans. He wants to do a review of each revenue line item. Don questioned what the
fees line item was. It was explained that that consists of Final Readings, Sewer Billing,
etc. Reports thru October 3Is'were given by Don to the board. Don wanted to know
what was left in each line item of the capital projects. He said if it was debt it could be
appropriated to pay back debt. The others that were funded by retained earnings can be
put back into retained earnings.
Abatements/Warrants/Minutes
Ryan Bradley 41 Hill Street—John made a motion to deny due to negligence 2"d by
Rolf all in favor.
Cohasset Swim Center 89 Sohier Street—John made motion to approve $350 2°d by
Lee all in favor.
Jennifer Wilson 26 Deep Run—Leak in irrigation system agreed to abate 2700 c.f
$275.94 John made a motion to abate $275.94 2"d by Rolf All in favor.
Dr. Henry 94 N. Main Street—Leak in irrigation, John made a motion to deny 2"d by
Lee all in favor.
Rolf made a motion to approved the October minutes 2°d by Lee all in favor.
From the bridge to 399 Atlantic Avenue there is A/C pipe. Jason said that there a plan
for work to this area he asked if the board had the funding to replace the pipe before the
street has a new overlay.
Next meeting will be Monday,December 18`11 @ 9:00 am.
