Qesteb wN �* Coma nV S#w 1950 j y Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant July 18, 2017 @ 9:30 am Members Present: Leonora Jenkins, Chair John Steinmetz, Vice-Chair Rolf Gjesteby, Clerk Recording Secretary: Brenda Douglas Guests Present: Steve Olson of Aquarion Water, Joe Geary of W&C Lee called the meeting to order at 9:34 a.m. 2"d by John all in favor. Interconnect meeting with Aquarion Water& Linden Ponds Steve Olson reported that they are growing and the they are at 16.5%unaccountable water. They are shooting to get it down to 10%. They are finding leaks and fixing them as well as checking hydrants for leaks. They are also installing new meters aggressively. John asked if they are putting them in homes or at street. Steve stated that if it is over 100' then a pit would be installed other than that it would be interior. Aquarion is also looking to have their tanks rehabbed but the bid that came in was too high for the budget so they are sending out to have it rebid. It has been 20 years since the Accord Park tank has been painted. Lee asked if there was any action on the court case. It is in appeal courts now due to the price. The town filed for 2 or 3 extensions. Hearings are coming up for a 14.5% increase. They have asked for a 4 month delay due to Eversource possibly taken over. He stated that at the hearing in Hull last week there were 2 people that stated that they did not like the fact that they had blended water. It was stated that the people on Atlantic Avenue don't get Cohasset Water. As Linden Ponds builds out, and as long as Cohasset keeps up with the new demand there is no issue with Aquarion's anticipated water needs. They are currently flushing north east Hingham. In the fall, they will be flushing North Cohasset. Steve will let the board know when that will commence. On the monthly reports, there are days where there is no information. It was explained that it is a communication issue with ComCast. Currently we are off by less than 1%to Hingham with tra-ups. Aquarion has chosen to do restrictions even though it is not necessary. Next interconnect meeting will be Wednesday, October 25`h @ 9:00. The board then discussed the first quarter billing. The usage and collections is down about 10%. Lee explained that they were very conservative in the budget for the year. Warrants/Abatements/Meeting Notes Warrants were signed and approved Abatements—James Drysdale,4 Cedar Acres Lane—House has been gutted due to the leak in 2nd floor plumbing. John stated that Mr. Drysdale should be put a claim in with his insurance company for the water bill. It was also noted that there is still an outstanding amount due on the account. John made a motion at this time they deny the abatement without prejudice. John stated the claim should go through insurance and our policy is not to consider unless the bill is paid in full,2nd by Rolf all in favor. Rolf made a motion to approve the meeting notes from June 27,2017 this was 2nd by John all in favor. James Lane,Cushing to Pond Street—Reduced Salt Area The board was concerned about the parking right next to the hay bales on James Lane. Does not look like it is construction workers but possibly a resident on the street. There was a discussion that there may be the need to go to a town meeting to get no parking signs in the area. The board asked Joe what his thoughts were in regards to the sodium levels. Joe feels that the increase iri sodium could be due to the new chemical sodium hydroxide. Lee also thought that maybe due to the area being salted,Joe said that may have some effect. In the meantime, W&C will be sampling the well water next Tuesday. They will take a sample prior to any treatment and see what the sodium levels are. John said that they should just get the results first then have this discussion. Lee also said that there are people still dumping. Reduce Irrigation charge to coincide with Capital Recovery Charge There as a discussion on if the board should reduce the irrigation meter charge should be reduced as well. Joe spoke with Toby who did the rate study confirmed that the numbers reflect that they are reduced as well. Brenda will make the necessary changes to the billing system. Caustic conversion—This will be implemented next week. The DEP has been in and gave the project a go. Sludge Removal—Solid waste solutions will be in today to take samples. There was a discussion about the monies that have been encumbered for the sludge removal. Monies may have to go to retained earnings then appropriated at Special Town Meeting. Brenda will check with Mary Gallagher. Rolf made a motion to create an article for town meeting to appropriate$109,000 from retained earnings and put into Sludge Lagoon line item,.2nd by John all in favor. 339 King Street,Cohasset,Massachusetts 02025 Tel:(781)383-0057 Fax:(781)383-2906 www.cohassetwater.org Looping S.Main to Ledgewood Farm Drive—Carl has had the survey done and he is working with Art Leventis at W&C to get the conservation land marked. Next step is to contact the Conservation Agent,Jeff Summers to get approval to do the borings. Dam Repairs/Grant Submission-Lee signed grant submission for dam repairs that was prepared by Woodard&Curran. Work can commence since there is a line item in the budget. Communication Upgrade—John had requested that Joe get 2 other quotes for engineering of the project. The two companies were Northeast System Control with a bid of$49,999.00 and Daniel Brasel Independent Consultant with a bid of$67,250.00. Woodard&Currans bid was$47,000.00 Joe then explained that Doug Tirrell stated that the best way to do this project is the original agreement of$147,000 which would be the best. Joe explained the board wanted it to go out to bid so it would come in much higher. Doug came up with a 3'option for the$76,156.00. which would do the bid package, oversight of the project as well as implementation of the project. John suggested going to town meeting for an appropriation of$225,000. John made a motion to approve W&C engineering for$47,000 the additional amount would be to get the additional engineering in the amount of$29,156. This was 2nd by Rolf all in favor. John asked that Joe put something in writing to be included the additional monies to include the implementation. Lee made a motion that Warrant article#2 be a Capital item for communications upgrade for$225,000 the monies would be taken from retained earnings. 2nd by Rolf all in favor. Bound Brook Update—Brenda received a text from Brian Joyce and read it to the board members. The 12"pipe has been installed and it has been insulated over culvert. Lee reported that the pipe for Cunningham Bridge will be insulated as well. She spoke with the engineer on site and got his name and number and supplied it to Brenda. Commission Comments Next meeting is scheduled August 151h @ 9:00 am. Lee made a motion to adjourn at 11:22 am,2nd by Lee all in favor.
