G'esteb S 7*ff the Ca�rnnandY Since 1950 J y Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant June 27, 2017 @ 9:00 am Members Present: Leonora Jenkins, Chair John Steinmetz,Vice-Chair Rolf Gjesteby, Clerk Recording Secretary: Brenda Douglas Guests Present: Carl Hillstrom, Joe Geary, Mary Gallagher Lee called the meeting to order at 9:00 a.m. 2"d by John all in favor. Discuss Verizon proposal—John said that they have not committed to the diver as well as the monies. Carl said there has always been a pre-and post inspection. John said we need to understand what the cost is associated with this. John made a motion that they approve the Verizon proposal with the following conditions that Verizon pay for the diver, pay the maximum amount that they could pay each month and contingent on the Water Commission approval of the amendment to the contract. 2"d by Rolf all in favor. AT& T—nothing to report Abatements Matthew Galligan—31 Border Street Rolf felt that there was negligence on the part of the owner, and Rolf made a motion to deny abatement request due to negligence 2"d by Lee all in favor. Leslie Fallon on behalf of Ann Fitzgerald—450 Jerusalem Road The abatement request was reviewed by the board. Rolf made a motion to deny due to negligence this was 2"d by John all in favor. Robert Ferreira—818 C. J. Cushing Highway The board reviewed the abatement request. Lee explained that the leak went undetected due to the leak being next to a freezer conditioner. This is a rental property and the tenants stated they could not hear the leak. Rolf made a motion to approve meeting notes dated 6/16/17, 5/23/17, & 4/25/17 2"d by Lee all in favor. Lee informed the other board members that that the old distribution truck was given to DPW. Chris suggested putting it in writing and call it excess equipment. Lee made a motion that the 2003 Ford F250 is excess equipment and as per Chris Senior the Water Commission will turn over to the DPW who will decide if they want to keep it or sell it for parts. If sold for parts, the monies will be put in the Water Department account. This will alleviate the cost of insurance on an additional vehicle. This was 2"d by John, all in favor. Conference Call with Verizon After a brief discussion with the Verizon representatives. The board approved moving forward with the upgrade to the Verizon antennas with 3 conditions; Verizon pay for the post inspection of the water tank; the rent goes up to the maximum and the board would have to approve any amendment to the current contract. The final contract should be sent within a week. Construction would commence within 5 months. Greg,Verizon representative stated that pictures would be take pre-and post-inspection for the board to review. Financials Mary Gallagher supplied the board with an update to the FYI financials. Revenues are up for the year. There may be a possible $450,000 in retained earnings. Lee said that part of the retained earnings and the left-over monies from Little Harbor project could be used for painting of Scituate Hill tank. Rolf asked about water sales. Carl said it is above 10% less for the year. There was then a discussion about James Lane, Rolf would like to get signs up to not park on our property. Joe felt that a public meeting would be needed to get the town to put up signs. Woodard & Curran Caustic conversion—startup was done last Thursday, some minor glitches so engineers will be here on Thursday then an appointment with DEP will be set up. Flushing program—Carl reported that it worked well,but the first part of June had to stop due to high demand. Hopefully it will continue in the fall, they will have to wait to see what the water levels are. The pond elevation is at 43.65 and there is still uncontrolled release due to bound brook once it gets down to 42 the contractors are required to control the release. They made a few suggestions which Woodard& Curran are meeting. Carl told the board that he received a letter from DEP requiring all suppliers to do additional testing. This is for the enhanced surface water treatment rule. We will be required to test for a-coli every other week beginning in October for a year. If the plant cannot pass we may have to add an additional process. Carl also said that they are doing additional aluminum testing for our water withdrawal permit. The first test results were high. Samples are taken at the Plant and at Lily Pond Lane weekly. Then there was a discussion of putting in another lagoon, Carl said it would need to be double the size of what is currently there. S. Main to Ledgewood Farm Drive Loop - Carl reported that the survey was awarded to Morse Engineering. Carl said he spoke to Engineer John Cavanaro who submitted an incomplete proposal Carl gave him another week to complete and he did not respond. Grant for Dam Repairs—Information has been sent to engineers at W&C and they will submit, Lee wanted to know if the project could start before hearing about the grant monies, Joe will check with engineer. Benthic barriers-All barriers have been put in place and are functioning normally. Lee brought up the harvester and Joe said that he spoke with Chris yesterday and he was going to reach out to Duxbury again. Removal of Residuals—Carl reported that the basin and bag are just about full. Test results were submitted and the facility refused our results they wanted it done another way. We are awaiting the test results. Carl said it looks like the end of July it should be done. The residuals would go to Scotts,the only other one would be Boume which would be more money. Carl is looking for a long-term contract for removal of the residuals. Whitney Crossing—No more updates or dumping Communication upgrade—There was a brief discussion and Joe will check with engineer. John would like Joe to come back with a number for engineering and get additional quotes from other engineering firms. This would be to do the design and specs as well as design package for it to go out to bid. Next meeting is July 18'e interconnect meeting and commission meeting to follow, at 9:00 am. Commission comments— No reports of dumping at wellfreld. Lee stated that the neighbors are watching. Lee then said if anyone is interested in the trees that were cut up at the corner of James Lane and Cushing to tell people they can go and remove wood. Rolf asked if there were any updated on the bubbler at the High School field, and there was nothing to report.
