339 King Street— Water Treatment Plant

Rolf called the meeting to order at 9:03 a.m. 2"d by Lee all in favor.
Interconnect Meeting with Linden Ponds &Aquarion
John Amonte, Linden Ponds could not make the meeting and Steve Olson, Aquarion
Water, could not as well. Ronit Goldstein of Aquarion Water asked for the daily readings
from Linden Ponds to be put on the monthly report. Carl said that they probably could,
but the monthly readings that Aquarion does are more accurate. Carl said that the daily
readings from Whitney Crossing could be sent, but they want to know how much is being
used at linden Ponds daily. Carl said that he has the number back to 2013 and it is within
the 1%of the contract true up. Aquarion has already implemented the water restrictions
as of April 15'to October 15'. John wanted to know how to get the daily reads to
Aquarion. This is being populated on the monthly report that Bruce supplies Aquarion.
Carl said that now that the communications are up and running the spreadsheet will be
populated. Ronit then spoke about their water conservation plans/projects. Retrofitting
individual & businesses new toilets etc. The have started their flushing program. Brian
Joyce told Ronit that the town will be paving Jerusalem Road this summer. Ronit said
that 589 Jerusalem Road needs a fire line put in as well as connections. Brian expects
paving in July. Ronit will contact the owner. Brian said there is a strict 5 year
moratorium on all roads. John said that he will not be able to proceed without the fire
line. Brian said the Greek Orthodox church has something going on as well which Ronit
will look into as well.
Verizon Wireless—Upgrade/Modifications of Equipment
John Steinmetz questions the height of the new antennas it looks like they will be 2'
larger but within the same area. Brian Joyce then asked how many are currently on the
tank. Currently there are 12,which they are proposing being swapped out for 8' antennas

which will be 24' higher. Brian asked if they would be mounted in the same spots. 8
antennas must be repositioned due to non-favorable positioning. These would go below
the AT&T. The center line does not change Brian wanted to make sure that they are
aware of the communication for Police,Fire, Water&AT&T that this upgrade will not
impede on anyone else's communication. Brian asked about the 8 that are being
relocated what position will they be in i.e. South toward the high school. Rolf said that
we might have to have the tank painted again in 10 years. They said that they would
have to remove their antennas and must bring in a roll in communications while the tank
is down. They asked if it has been painted. Carl said it was just recovered, next time the
antennas would have to come off. The lease language would have to be looked at before
further feedback. Assistant Chief John Dockray again reiterated what Brian had stated.
He wanted to make sure that it would not affect or cause physical interference with their
communication. The representative from Verizon could not confirm that. Kira asked for
the town RF information so that they will confirm that it will not be interfered with.
Brenda will get this information to Verizon. John asked if the tank needed to be emptied
to do the upgrade. They stated that it did not. John asked if they tested the tank
afterwards to make sure of no structural integrity damage,Verizon said that it is not the
norm to do so. Brian stated that they would require verification from the inside that the
spot welding did not affect anything. This would be handled by a 3'd party, and John said
it would be at Verizon's expense. Kira will review and possibly amend existing contract.
John needs to talk to Police/Fire to make sure that they were not planning on using those
sections of the tank. Photo simulations of the antennas will be supplied also leasing
increase and 3`d party for inspections. Brian reiterated that it be spelled out that on their
dime to when doing the painting of the tank and get a guarantee that it will not interfere
with any other communications on the tank.
Lincoln Lane
Brian thanked Brenda for following up and finding out that the town owns Lincoln Lane.
Brian felt that they could proceed with the looping project. John will contact Lou Ross to
make sure all easements are in place and they are good to go, John would like a letter or
email from Town Counsel stating they are good to go. Carl would like to have it
surveyed and get borings done. It was suggested that a letter go out to abutters notifying
them.
Dam Inspection Report
Carl handed to the board only one copy so they must read then forward to each other.
The estimated cost to fix the dam was $100,0004275,000.
Brian thought it should go out to bid and Carl stated it is maintenance and it would be
beneficial to hire an engineer to oversee all aspects. John made a motion that we go out
to bid for the work to be done at dam by inspection report, 2"d by Lee all in favor. Carl
said that a permit needs to be filed for with EPA and ODS office of dam safety. Then
they can proceed with getting 3 bids for each facet of the project.
372 King Street—Timothy Garrison
Mr. Garrison sent the board a letter wanting to know if the Water Commission would like
to purchase a piece of property at 372 King Street, which borders Lily Pond. The
property is assessed at $30,000 which is what Mr. Garrison is looking for. There was

discussion and the board felt that they had no funds to purchase. Rolf made a motion to
not purchase the property and suggest that Mr. Garrison donate to town, 2"d by John all in
favor.
Woodard & Curran
Pond level is close to normal for this time of year. Rainfall has been above normal
currently we are at 21"last year at this time it was at 16". After the rain this week the
reservoir will be completely full.
Ellms Meadow shut down due to a water main break. We lost a few days getting up and
running since a new fluoride pump was needed.
Caustic Conversion—Mechanical guys have been in, electrician& SCADA guy here
yesterday. Fill line,vent line and piping for tank have been completed. Because of the
delay in getting the pumps we have lost a month or so. Carl reported that the bid opening
for the chemical consortium is May 5'. This will ensure us the best chemical pricing.
Sludge Update—At the end of May the contractor will be in to remove. Carl has been
out transferring as much as he can into the GEO bag. He is hoping by mid next week to
be done then let it dry out. It will be disposed of in Ct which is cheaper than Bourne.
Pumpage is down 4.5% and so is the sale of water.
Hydrant Flushing will begin Monday, May I".
Next meeting Interconnect meeting Tuesday, July 18ei @ 9:00 Brenda will notify
Aquarion/Linden ponds.
Cohasset Community Cleanup—This is supposed to be this weekend coming up. Lee
said that there has not been much interest. The article never go put in the Mariner. Lee
said that the Scouts are supposed to help. Lee spoke to Jen Oram up at Town Hall and
she suggested between 10-1 on Cushing Road. Supplies have been donated from
Hingham Lumber&Aubuchon. Lee asked if anyone was available to help supervise on
Saturday. Rolf will tell his mother and he was sure she would help. Gloves &heavy
duty bags were donated.
John made a motion to approve the March 28,2017 meeting notes,this was 2"d Lee, all in
favor.
Carl said the discharge permit for residuals is a general permit that was issued,back in
2012 we were told to apply for individual permit and we are still waiting to hear. In the
meantime,they have given us the chance to file a NOI for a general discharge permit.
This would save us for having to worry about the aluminum. Carl said we have 6 months
to get this done.
Lee reminded everyone to vote for Rolf at the elections. The board would like to revisit
the sites for communication upgrade and cameras. John suggested having it on the
agenda for the next meeting.
