Rolf called the meeting to order at 9:03 a.m. 2"d by Lee all in favor.
Citizens Petition—Stop & Shop Plaza
No one arrived so the board tabled till someone arrives.
Scituate Hill Tank Clearing of Easement for Fiber Optics
Ron Menard was requesting help from the Water Department to help clear the easement
area up to the Scituate Hill tank for the fiber optics line which needs to be put in a
conduit. Ron said that the easement has been cleared up to the bend but needs to be
cleared from bend to the tank. Once it is cleared the plan it to install the conduit for
communication to the new building. John asked about the expenses that will be incurred.
The DPW cannot help due to the staffing issues of being 6 people down. The board said
that they do not have the manpower or the equipment to help facilitate the clearing of the
easement. Ron said that they had a contingency plan and went to town meeting in May
and they do have the existing funds still left, $28,000. This would have to be used to
supply the gear to be paid for the building and clearing. Ron just wanted to make sure
the board was aware that the conduit for the town is being put in place and Ron and Brian
suggested putting in a 2"d conduit for water if we wanted to put in electrical etc. Brian
stated it is about 1,000 feet to clear. John said that if we are just looking at the cost of the
conduit that it might be advantageous to put the 2"d conduit in when they are putting
theirs in. Brian said it would be around $2,000 for stock. Brian said to be fair$2500
would be a more accurate amount. Carl brought up the fact that a contractor would
probably have additional costs for the 2"d conduit. Brian said they would ask for bids and
see what the come in at. John made a motion to clear easement area provided that there
is no cost to the Water Department for digging the trench, however the board would like
to put in a 2"d 4"conduit at the Water Departments expense up to $2500. This was 2"d by
Lee all in favor.

Ron then stated that this is the last piece of a$650,000 project for the town. Brian will
reach out to Rich Henderson to see if there are as-builts for where the tanks main was
moved and where it is stubbed.
Verizon Wireless—Upgrade/Modification of Equipment
Kira Tangney emailed the board with the modification,but declined to attend the
meeting. One of the modification would be to swap out 12 antennas for 8' antennas
which is 4' higher. John suggested having someone from Verizon come in and explain
all the changes. Brian pointed out that it looks like they will be spot welding the tank and
not a good idea since the tank was just drained and painted. John said that they need to
get the approval before proceeding. John said that it would affect the structure and stress
load to the tank. Another issue brought up was aesthetically how it would impact the
abutters. Brian Joyce said that Police,Fire should be part of the conversation. Carl
brought up the fact that maintenance is not part of the existing contract. Carl pointed out
that David Merrithew,who did the inspection of the Bear Hill tank stated that the cost to
paint including removing of antennas and putting back on would be an additional
$100,000. All agreed that Verizon needs to come in and have a conversation. They
should not be allowed to weld on the tank especially since the tank was just welded.
Chris Senior then came in and was briefed on what Verizon&AT&T were requesting.
AT&T Request to amend current contract
John said that AT&T what they are saying is that they have numerous other locations
now and they don't necessarily need our tanks. This is why they wish to renegotiate the
monthly amount and reduce from$2025 to$1887.00
Lee also pointed out that it went to town meeting vote on the amount being paid and
increase 3%each year. John made a motion to reject AT&T request to amend the current
contract amount. This was 2nd by Rolf all in favor. John then suggested inviting them to
come in and discuss.
John requested that Brenda reach out to Verizon to have them come in and speak with the
board,Police, Fire,Brian Joyce. I will send an email. John suggested that they reach out
to Brian Joyce.
Lee brought up the subject of James Lane to Brian Joyce. Lee said an extra parking spot
was put in, and the parking lot is draining into the wetland and there is no drainage to get
it away from the wellfield. Chris suggested that the board send a letter to planning with
their concerns. Once this is place then he can go to bat on behalf of the board.
Community cleanup, Chris said Jeff Summers Conservation Agent would be heading this
up. Lee then stated she has spoken to many people to get many people involved in
cleanup. Lee contacted Hingham Lumber that will be providing large bags and
rubberized gloves, emailed the School Superintendent about student volunteers and
talked to the Community Garden Club to have someone identify invasives to be
eliminated. The main area for the Water Department cleanup will be along Cushing
Road in our wellfield watershed.

Aaron River Dam Update—The report is being finalized and will be sent at end of week.
The report will be sent to the DCR, and Carl feels that they will go along with the
recommendations. There is some seepage in the spillway which needs to be addressed.
South Main Street—Ledgewood Farm Drive Loop
Carl told the board that he and Brendan Stone met with Glenn Pratt to see what he
remembered of the project. Brenda found the easements which were paid for and have
been documented with the Registry of Deeds. Carl said that there are no easements on
Lincoln Lane. It was explained that this is a common driveway as far as we can tell.
Brian will check to see if it is considered a road. The owners would need to be
approached and explain that they would get a new main and attached as well as the road
would be paved. John said that this would still need to go thru Town Counsel to make
sure it is documented. Brian going to check ownership then we will see if anyone knows
the owners.
Chris Senior informed the board that the Citizen Petition has been withdrawn. Donald
Stasko withdrew.
Warrants
The board signed off and approved all warrants.
Meeting Notes
John motion to approve the February 28, 2017 meeting notes,this was 2"d by Lee, all in
favor.
Abatements
The board revisited the McKinnon abatement request. Rolf made a motion to deny the
request for 384 Jerusalem Road as there is no justification 2"d by John all in favor.
Commission Comments
Lee asked Carl if there are any areas to clean up i.e. Aaron River Reservoir, Beechwood,
Earth Day weekend is 4/28 &4/29, Lee is looking for volunteers to oversee the cleanup.
Carl reported that AE Diving is not interested in doing the cleanup of the intake. Carl
said that he needs to look into another company,he will reach out to Brian to see if he has
any suggestions. Carl will also reach out to Pare Corp to see if they know of any divers
that may be interested.
There has been a 2-week delay in the day tanks being delivered for the lime conversion.
If all goes as planned the tanks will be delivered next week and installed with the pumps.
The chemical dosing on the PAC has been reduced in half and results have been fine.
This will bring down the chemical costs.
Lee then asked if anyone had heard anything about the new truck. It was reported that it
should arrive shortly, but no exact date has been given. Lee then suggested that John go
by James Lane and check out the area.

Next meeting will wait until the board hears back from Verizon, keeping in mind school
vacation week is 15-22, John will be on vacation that week, and Lee is gone 8-18. The
interconnect meeting will be April 25' so Brenda will attempt to schedule Verizon,
Police, Fire, Brian Joyce scheduled for Tuesday, March 25, 2017.
John made a motion to adjourn at 10:46, 2"d by Rolf all in favor.
