Steinmetz Minutes of the Cohasset Board of Water Commissioners 339 King Street— Water Treatment Plant February 7,2017 @ 9:00 am Members Present: Rolf Gjesteby, Chairman Leonora Jenkins, Vice-Chairman John Steinmetz, Clerk Recording Secretary: Brenda Douglas Guests Present: Carl Hillstrom,Joe Geary, Paul Sullivan, Paul Carlson, Nate Redman, Mary Gallagher 8 James Lane Paul Sullivan said that they have sold a unit and they are looking to move in around March, and possibly another one under agreement. He stated that Site Pro has supplied us with a new agreement including all three homes being hooked up to the new main. The total cost for this would be $3,800.00. Paul is having the escrow account updated to reflect the $3,800. Paul will supply the board with a new agreement for their signature. John had Paul sign the agreement from Site Pro stating for the record that the work would be completed as soon as possible in the Spring of 2017. Rolf asked if there was an issue with sewer. Paul informed the board that the sewer lines need to be pressure tested this week. Paul will send the escrow agreement today to have Rolf sign it. John stated that he would like to review the document before it is signed. Paul will send it to Brenda who will forward it to the board members. FY2O18 Final Budget Mary supplied the board with updated numbers for revenue. This increased the revenues by$178,530.00.There was a lengthy conversation about where to put the excess monies. The board agreed to put the excess revenues in a separate line item for dam maintenance after Carl indicated that it would be sufficient to cover the necessary work. Lee then suggested to Rolf to change the warrant article from $3O0K to $4O0K, not using retained earnings for dam maintenance, but use it for the Ledgwood Drive loop as that project has been in the pipeline for a long time. The necessary easements have been acquired, and this is a project that is scheduled in the near future and this loop will add to water quality and safety in the system. 339 King Street, Cohasset,Massachusetts 02025 Tel:(781)383-0057 Fax:(781)383.2906 www.Gohassetwater.org Lee explained that the capital recovery charge goes down then it goes back up. Lee wanted to know if the Commission should bring it up at town meeting. Everyone agreed that the rates go by what the rate study states. Then there was a discussion about debt roll off. Mary stated is drops in 2019, but Lee said not until 2022 is there a significant drop. Lee questioned why there was no liability insurance for sewer. Mary stated that they pay $5K. Rolf made a motion to accept Mary Gallagher's revenue numbers for an increase of $178,530, 2"d by John all in favor. Lee made a motion to take the $178,530 and put it into a line item on the expenditure budget for Dam Maintenance, 2"d by John, all in favor. Mary will supply Brenda with the assigned account number. Rolf made a motion to change the warrant article from $300,000 to $400,000 for the loop on Ledgewood Drive, 2"d by John all in favor. Communications Upgrade Joe asked the board if they have given any more thought on the communications upgrade and the master plan. Rolf said that in Joe's email he was concerned that the other company may not be as accessible as W&C would be. Joe told the board that he has worked with the contractor before and gave the board some background. Lee wanted to know if there was a possibility that the company who did the bid could be bought out. Joe said that anything would be possible. Rolf asked if W&C could maintain the system after the fact. Nate Redman said that as long as everything is well documented any contactor should be able to come and maintain. Joe said his experience that if it is a radio situation that it would be necessary to have someone go to the site. John asked if Nate would review the scope of the work and advise the board. John stated that the bid is to be broken down by location and will be done over an extended period. Nate agreed that it would be advantageous to get rid of ComCast as radio communications is more secure and reliable. Nate told the board then when they go in front of Capital Budget to be prepared to answer how the $400K will affect the next 5 years capital projects. Lee explained that the rate study took into consideration the capital projects for the 5 years. Lee then discussed the annual reporting numbers. Master Plan Lee suggested that with all of the changes being done to processing, such as caustic conversion, Ellms Meadow being online year round for the first time due to insulating the well heads, cutting back of the coagulant, all of these will reduce residuals. Lee felt that they should hold off on doing the master plan until the board can see the changes. Nate asked when the last was done Carl said 1997. Nate said it was time to do so, you can keep pushing things out but that is not going to be helpful. Nate suggested having a combined SCADA system with sewer. Nate said to go forward with radio's this would only help with security issues. Lee wanted to know if it would be a good idea to just do the SCADA portion of it and wait for treatment and distribution. Nate said he felt that it would be more advantageous if the Master Plan were done in conjunction with sewer. Rolf said he will talk to Chris and Bill McGowan about a joint Master Plan for SCADA. Joe said that the reason the plant is not running remotely is that the equipment is outdated. Carl stated that DEP requires all plants to be manned a minimum of 8 hours each day. 10 Year Plan (Plan Attached) Lee asked when system flushing would be done Carl said that it would be done in the spring. She also asked if anyone had spoken to the school about getting kids involved in possibly cleaning up the area on Cushing by James Lane. Lee even suggested reaching out to the Boy Scouts Warrants were approved and signed off on. Next meeting is scheduled for February 28`h @ 9:00 am. Rolf made a motion to adjourn at 11:35, 2"d by Lee.
